Abstract
การศึกษาเรื่องการประเมินผลการดำเนินงานกองทุนหมู่บ้านและชุมชนเมืองอำเภอแม่แจ่ม จังหวัดเชียงใหม่ โดยมีวัตถุประสงค์เพื่อ (1) ประเมินผลการดำเนินงานกองทุนหมู่บ้านและชุมชนเมืองของอำเภอแม่แจ่ม จังหวัดเชียงใหม่ใน 4 ด้าน คือ ด้านการเงิน ด้านสมาชิกผู้รับบริการด้านกระบวนการดำเนินงาน และด้านการพัฒนาและการเรียนรู้ (2) ศึกษาปัญหาอุปสรรคของการดำเนินงานกองทุนหมู่บ้าน และชุมชนเมืองในอำเภอแม่แจ่ม จังหวัดเชียงใหม่ (3) เสนอแนวทางการแก้ไขปัญหาและพัฒนาการดำเนินงานกองทุนหมู่บ้านและชุมชนเมือง การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจประชากรในการวิจัย ได้แก่ ประธานกองทุนหมู่บ้านฯ จำนวน 104 คน จากจำนวนประชากรทั้งหมดจำนวน 104 คน โดยใช้แบบประเมินที่ผู้วิจัยสร้างขึ้นตามกรอบแบบประเมินผลดุลยภาพ วิเคราะห์ข้อมูลเชิงปริมาณ ในการวิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา โดยการแจกแจงความถี่คำนวณค่าสถิติร้อยละค่าเฉลี่ยและค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) การดำเนินงานด้านการเงินอยู่ในระดับปานกลาง การดำเนินงานด้านสมาชิกผู้รับบริการอยู่ในระดับมาก การดำเนินงานด้านกระบวนการดำเนินงานอยู่ในระดับมาก และการดำเนินงานด้านการพัฒนาและการเรียนรู้อยู่ในระดับมาก (2) ปัญหาในการดำเนินงานด้านการเงิน คือ ไม่มีการระดมหุ้นจากสมาชิก ปัญหาด้านสมาชิกผู้รับบริการ คือ กรรมการกองทุนไม่มีการออกติดตามให้คำแนะนำแก่สมาชิก ปัญหาด้านกระบวนการดำเนินงาน คือ กรรมการกองทุนไม่กล้าตักเตือนหรือบอกเลิกสัญญากรณีที่สมาชิกนำเงินไปใช้ไม่ตรงตามวัตถุประสงค์ และปัญหาด้านการพัฒนา และการเรียนรู้ คือกองทุนหมู่บ้านฯ ไม่มีที่ทำการเป็นเอกเทศถาวร (3) ข้อเสนอแนะและแนวทางการพัฒนากองทุนหมู่บ้านและชุมชนเมือง ข้อเสนอแนะในด้านการเงิน คือ ให้มีการระดมหุ้นจากสมาชิกเพิ่มขึ้น ข้อเสนอแนะด้านสมาชิกผู้รับบริการ คือ ให้มีการกำหนดบทลงโทษสำหรับสมาชิกที่นำเงินกู้ไปใช้ผิดวัตถุประสงค์และตัดสิทธิ์ในการกู้เงินครั้งต่อไป ข้อเสนอแนะด้านกระบวนการดำเนินงาน คือ คณะกรรมการกองทุนหมู่บ้านฯควรมีการประชุมอย่างสม่ำเสมอ และข้อเสนอแนะด้านการพัฒนาและการเรียนรู้ คือ กองทุนหมู่บ้านฯ ควรมีการจัดหาที่ทำการกองทุนหมู่บ้านฯของตนเองที่เป็นเอกเทศและถาวร
The purposes of the Study of Evaluation of Village and Urban Community Fund in MaechaemDistrict ,Chiangmai Province were to : (1) evaluate the Fund in the following four areas: financial, members of the service recipients, process of operation, and development and learning; (2) study problems of the operation of the Fund; and (3) find solutions to resolve the problems and found improve and strengthen the process. The population was 104 Presidents of Village and Urban Community Fund. The statistics used for data analysis are the Balanced Scorecard, Frequency Distribution, Percentage, Mean and Standard Deviation methods. The study revealed that (1) The financial aspect is moderate, the implementation of the service member is at a high level, the implementation of the process is at a high level, the implementation of development and learning is at a high level; (2) The problem in the financial aspect is not to raise equity from members. The problem in members of the service recipient is not off the track to guide its members. The problem in the implementation process of the fund is not a warning, or to terminate the contract if the member does not meet the purpose intended. The problem in the development and learning of the Village and Urban Community fund is that they do not have their own permanent office ; and (3) The recommendations and guidelines of Village and Urban Development funds, recommendation on finance is to raise the funds from members, recommendation on the service member is to impose penalties for the misuse of the loan and the disqualification of a future loan, recommendation on the implementation process is the village committee should have regular meetings, and recommendations on the development and learning of the fund is to have their own office independently and permanent.
