Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ข้อ มูลทั่วไป เศรษฐกิจและสังคม ของประชาชนบ้านหนอง (2) ระดับการมีส่วนร่วมของประชาชนในการจัดการป่าชุมชนบ้านหนอง (3) ปัญหา/อุปสรรคและข้อเสนอแนะในการจัดการป่าชุมชนบ้านหนอง ตำบลศรีษะเกษ อำเภอนาน้อย จังหวัด น่านการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากร ได้แก่ หัวหน้าครัวเรือน หรือตัวแทนหัวหน้าครัวเรือน จำนวน 673 คน ขนาดของกลุ่มตัวอย่างใช้สูตรการคำนวณของยามาเน่ ที่ระดับความคลาดเคลื่อน 0.05 จำนวน 116 คน สุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้ได้แก่ แบบสอบถาม และสถิติท่ีใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) กลุ่มตัวอย่างที่ใช่ในการศึกษา ส่วนใหญ่เป็นเพศหญิง (ร้อยละ 51.7) มีอายุมากกว่า 55 ปี ขึ้นไป (ร้อยละ 43.1) มีสถานภาพในครัวเรือนเป็นหัวหน้าครัวเรือน (ร้อยละ 44.0) มีตำแหน่งหน้าที่ทางสังคม (ร้อยละ 23.3) มีการศึกษาระดับประถมศึกษา (ร้อยละ 64.6) นับถือศาสนาพุทธ (ร้อยละ 100) ประกอบอาชีพหลัก คือ เกษตรกรรม (ร้อยละ 77.5) ประชาชนมีรายได้ต่ากว่า 5,000 บาทต่อเดือน (ร้อยละ 59.5) เคยร่วมงานสาธารณะหมู่บ้าน (ร้อยละ 94.8) เคยได้รับข้อมูลเกี่ยวกับป่าชุมชน (ร้อยละ 98.3) และมีความเข้าใจบ้างในข้อมูล ข่าวสารเกี่ยวกับป่าชุมชน (ร้อยละ 79.3) (2) ประชาชนมีส่วนร่วมในการจัดการป่าชุมชนบ้านหนองอยู่ในระดับมาก ทั้งนี้พบว่า ประชาชนมีส่วนร่วมในการติดตามประเมินผลสูงสุด รองลงมาตามลำดับ คือ การร่วมปฏิบัติ การร่วมรับผลประโยชน์ และการร่วมวางแผน (3) ปัญหา/อุปสรรคที่สำคัญ ในการมีส่วนร่วมในการจัดการป่าชุมชนบ้านหนองสำหรับการมีส่วนร่วมทั้ง 4 ขั้นตอน ได้แก่ ประสบปัญหาประชาชนอายุมาก ส่วนใหญ่ประกอบอาชีพเกษตรกรรม และมีรายไดนอย ส่งผลถึงไม่ค่อยมีเวลาในการเข้าร่วมกิจกรรม ช่องทางการสื่อสารยัง ไม่มีประสิทธิภาพ ความเข้าใจเกี่ยวกีบป่าชุมชนของประชาชนยังไม่มากเท่าที่ควร มีคนนอกพื้นที่เริ่มเข้ามาใช้ประโยชน์ในป่าชุมชน ส่วนข้อเสนอแนะที่ได้จากการศึกษา คือ ควรทำการประชาสัมพันธ์กฎระเบียบป่าชุมชนบ้านหนอง ให้เป็นที่รับรู้เพิ่มมากขึ้น การออกลาดตระเวนตรวจตราดูแลป่าชุมชนให้ครอบคลุมพื้นทื่และต่อเนื่อง การส่งเสริมประชาชนประกอบอาชีพเสริมที่เชื่อมโยงกับการใช้ประโยชน์ป่าชุมชน และการสร้างผู้นำรุ่นใหม่เพื่อมาสืบทอดการจัดการป่าชุมชนของหมู่บ้านต่อไป
This research had purposes to study (1) general, economic, and social information of Ban Nong people, (2) the participation level of the people in community forest management, and (3) problems/obstacles and suggestions in Ban Nong community forest management at Si Saket Sub-District, Na Noi District, Nan Province.This study was a survey research. The population was 673 householders or their representatives. Yamane formula was used to determine the sample size, which was 116 individuals, at the sampling error of 0.05 using an accidental sampling method. The data collecting tool was a questionnaire. The statistical parameters used in the data analysis were frequency distribution, percentage, mean, and standard deviation. It was found that (1) the samples in this study were mostly female (51.7%), had age ranges of over 55 years old (43.1%), had family statuses as householders (44.0%), and had good social statuses (23.3%). Moreover, most individuals had educational levels of elementary school (64.6%), were Buddhists (100%), had primary careers as farmers (77.5%), had income lower than 5,000 baht per month (59.5%), used to participate in community activities (94.8%), were informed about the community forest (98.3%), and had some understanding regarding the information about the community forest (79.3%). (2) The sample individuals showed a high level of the participation in the Ban Nong community forest management. Thus, it showed that ‘the people participated in following up with the assessment’ aspect was rated the highest, followed by ‘co-practicing, co-benefit gaining, and co-planning’ aspect, respectively. (3) Important problems/obstacles found in this study were that most individuals were elderly, were farmers, and had low income. These factors caused the people to have less time in participating community activities, an inefficient communication, the lack of understanding about community forest, and the outsiders to come in and take benefits from the community forest. For the suggestions, one of them was there should be an announcement about the Ban Nong community forest regulations, so the rules can be more widely known. There should also be a covered and continuous patrol in the area to check and monitor the community forest. In addition, there should be more supports for the people to have careers that are related to the gaining of benefits from community forest as well as the recruitment of new generation of community leaders to further inherit the community forest management.
