คุณภาพชีวิตการทำงานของพนักงานเทศบาลในจังหวัดหนองบัวลำภู

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับคุณภาพชีวิตการทำงานของพนักงานเทศบาลในจังหวัดหนองบัวลำภู (2) เปรียบเทียบคุณภาพชีวิตการทำงานของพนักงานเทศบาล 13 แห่งในจังหวัดหนองบัวลำภู (3) ศึกษาความคิดเห็นเกี่ยวกับแนวทางการพัฒนาคุณภาพชีวิตในการทำงานของพนักงานเทศบาลในจังหวัดหนองบัวลำภู กลุ่มตัวอย่างที่ใช้ในการวิจัยคือประชากรทั้งหมดซึ่งได้แก่ พนักงานเทศบาลในจังหวัดหนองบัวลำภู จำนวน 13 แห่ง รวมทั้งสิ้น 412 คน เครื่องมือที่ใช้เป็นแบบสอบถามซึ่งมีค่าความเชื่อมั่น .90 สถิตที่ใชัในการวิเคราะห์ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ การวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัยพบว่า (1) คุณภาพชีวิตการทำงานของพนักงานเทศบาลในจังหวัดหนองบัวลำภู อยู่ในระดับปานกลาง (2) คุณภาพชีวิตการทำงานของพนักงานเทศบาลในจังหวัดหนองบัวลำภู 13 แห่งไม่มีความแตกต่างอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) ด้านการพัฒนาคุณภาพชีวิตการทำงาน พนักงานเทศบาลในจังหวัดหนองบัวลำภูเห็นว่ารัฐควรจัดระบบการพิจารณาผลการปฏิบัติงาน รวมทั้งระบบโบนัสให้มีความชัดเจน โปร่งใส ควรจัดให้ผู้บริหารได้รับการพัฒนาเพื่อเพิ่มพูนจริยธรรมทางการเมือง และความสามารถในการบริหารด้วยระบบคุณธรรมนอกจากนั้น รัฐควรพิจารณาเพิ่มค่าตอบแทนเพื่อเป็นการจูงใจการทำงานและเพิ่มคุณภาพชีวิตแก่พนักงานเทศบาลด้วยในเวลาเดียวกัน

The objectives of this study were to (1) study the level of quality of work life of municipal officials in Nong-Bua-Lamphu province (2) compare the quality of work life of municipal officials in 13 municipalities in Nong-Bua-Lamphu province (3) study the opinion of municipal officials in Nong-Bua-Lamphu province on the development of quality of their work lives. Whole population was taken as samples which were 412 municipal officials in 13 municipalities in Nong-Bua-Lamphu province. Instrument used was questionnaire with .90 reliability value. Statistical tools employed were percentage, mean, standard deviation 1 and one way ANOVA. Research results revealed that (1) quality of work life of municipal officials in Nong-Bua-Lamphu province was in moderate level (2) there was no difference among quality of work life of municipal officials in 13 municipalities in Nong-Bua-Lamphu province with .05 level of significance (3) as for quality of work life development aspect, municipal officials in Nong-Bua-Lamphu province recommended that the government should set clear and transparent performance appraisal and bonus systems, should provide management development program to municipal executives so to increase their political ethics together with their ability to manage effectively with merit system, moreover, the government should consider increasing the compensation rate so to motivate the officials working in municipalities while at the same time increasing the quality of their work lives.
