การจัดการความขัดแย้งโครงการก่อสร้างอ่างเก็บน้ำคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อคึกษา (1) ปัญหา อุปสรรค และความขัดแย้งอันเกิดจากโครงการก่อสร้างอ่างเก็บนาคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี (2) รูปแบบการจัดการความขัดแย้งโครงการก่อสร้างอ่างเก็บนาคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี และ (3) เสนอแนะแนวทางในการจัดการความขัดแย้งโครงการก่อสร้างอ่างเก็บนํ้าคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี การวิจัยครั้งนึ้เป็นการวิจัยเชิงคุณภาพ โดยการใช้ข้อมูลจากเอกสารและสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ได้แก่ นายอำเภอพนม กำนัน ผู้ใหญ่บ้าน ผู้ช่วยผู้ใหญ่บ้าน และประชาชนในพื่นที่ที่ได้รบผลกระทบจากการดำเนินโครงการก่อสร้างอ่างเก็บน้ำคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี รวมทั้งสิ้น 35 คน ผลการวิจัยพบว่า (1) ปัญหา อุปสรรค และความขัคแย้งอันเกิดจากโครงการก่อสร้างอ่างเก็บนํ้าคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี ได้แก่ ความขัดแย้งด้านข้อมูล ความขัดแย้งด้านผลประโยชน์ ความขัดแย้งด้านความสัมพันธ์ ความขัดแย้งด้านโครงสร้างอำนาจ และความขัดแย้งด้านค่านิยม (2) รูปแบบการจัดการความขัดแย้งโครงการก่อสร้างอ่างเก็บนํ้าคลองสีสุก อำเภอพนม จังหวัดสุราษฎร์ธานี ใช้หลักการมีส่วนร่วมของชาวบ้านในพื้นที่ กลไกอำนาจหน้าที่ของฝ่ายปกครองท้องที่ การดำเนินโครงการตามแนวทางโครงการอันเพื่องมาจากพระราชดำริ ภาวะผู้นำของฝ่ายปกครองในพื้นที่ และการใช้หลักธรรมาภิบาล และ (3) แนวทางในการจัดการความขัดแย้งในพื้นที่คือต้องปรับแนวทางในการดำเนินโครงการเพื่อให้ชาวบ้านก็ยังคงดำเนินชีวิตอยู่ได้ และได้รับผลกระทบน้อยที่สุด

The objectives of this research are: (1) to study the problems, obstacles, and conflicts arising from the Klongsisook reservoir construction project in Phanom District, Surat Thani province; (2) to study the conflict management pattern of the Klongsisook reservoir construction project in Phanom District, Surat Thani province; and (3) to study the recommendations for conflict management guidelines of the Klongsisook reservoir construction project in Phanom District, Surat Thani province. This study was qualitative using information from the document and interviewed the key informant, as follows: Phanom District Chief, Subdistrict Headman, Village Headman, Assistant Village Headman and inhabitants in the area who affected by the implementation of the Klongsisook reservoir construction project in Phanom District, Surat Thani province. A total of 35 people. The findings are: (1) the problems, obstacles, and conflict arising from the Klongsisook reservoir construction project in Phanom District, Surat Thani province were the conflicts of information, conflicts of benefit, conflicts of relationship, conflicts of structure, and conflicts of values. (2) The approach of Conflict management for the Klongsisook reservoir construction project in Phanom District, Surat Thani province uses the participation of villagers in the area, the authority mechanism of the district administrative, implementation of the project according to the Royal Initiative project guidelines, the leadership of the administrative in area, and use of good governance. (3) It is recommended that the guidelines for conflict management in the area were to adjust the way of project implementation so the villagers can still live with minimal impact
