การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาสามปีขององค์การบริหารส่วนตำบลบางรักน้อย อำเภอเมือง จังหวัดนนทบุรี (พ.ศ. 2557-2559)

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนใน การจัดทำแผนพัฒนาสามปีขององค์การบริหารส่วนตำบลบางรักน้อย อำเภอเมือง จังหวัดนนทบุรี (พ.ศ. 2557-2559) (2) เพื่อเปรียบเทียบระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนา สามปีขององค์การบริหารส่วนตำบลบางรักน้อย อำเภอเมือง จังหวัดนนทบุรี (พ.ศ. 2557-2559) ประชากร คือ ประชาชนที่มีอายุตั้งแต่ 18 ปี ขึ้นไป และมีรายชื่อปรากฏอยู่ในทะเบียนสำมะโนครัวประชากรในเขตพื้นที่ขององค์การบริหารส่วนตำบลบางรักน้อย อำเภอเมือง จังหวัดนนทบุรี มีจำนวน 15,852 คน กลุ่มตัวอย่าง จำนวน 390 คน การเก็บรวบรวมข้อมูลใช้แบบสอบถามและวิเคราะห์ ข้อมูล ใช้สถิติการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบ ค่าเอฟ ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างมีส่วนร่วมในการจัดทำแผนพัฒนาสามปีขององค์การบริหารส่วนตำบลบางรักน้อย อำเภอเมือง จังหวัดนนทบุรี (พ.ศ. 2557-2559) ในระดับน้อย เมื่อพิจารณารายด้าน พบว่าด้านการมีส่วนร่วมในการตัดสินใจและวางแผนอยูในระดับน้อย ด้านการมีส่วนร่วมในการนำแผนไปปฏิบัติและด้านการมีส่วนร่วมในการรับผลประโยชน์อยู่ในระดับปานกลาง และด้านการมีส่วนร่วมในประเมินผลอยู่ในระดับน้อย (2) กลุ่มตัวอย่างที่มีเพศและระยะเวลาในการอาศัยในพื้นที่แตกต่างกันมีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล โดยภาพรวมไม่แตกต่างกันแต่กลุ่มตัวอย่างที่มีอายุ ระดับการศึกษา อาชีพ รายได้เฉลี่ยต่อเดือน และความรู้ความเข้าใจเกี่ยวกับการจัดทำแผนพัฒนาท้องถิ่นแตกต่างกันมีส่วนร่วมในการจัดทำแผนพัฒนาองค์การบริหารส่วนตำบล โดยภาพรวมแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

The purposes of this research were (1) to study the level of people participation in the three-years development plan of Subdistrict Administrative Organization in Bang Rak Noi, Mueang, Nonthaburi. (Year 2557-2559) (2) to compare the level of people participation in the three-year development plan of Subdistrict Administrative Organization in Bang Rak Noi, Mueang, Nonthaburi. (Year 2557-2559) Population in this research were15,852 people who aged 18 years or more and whose names appear on census in Subdistrict Administrative Organization in Bang Rak Noi, Mueang, Nonthaburi. The Researcher chose sampling from target population 390 people. The researcher tools were the questionnaire. The data was analyzed by descriptive statistics, frequency, percentage, mean, standard deviation, T test and F test. The outcome of the research showed that (1) the people participation in the three-years development plan of Subdistrict Administrative Organization in Bang Rak Noi, Mueang, Nonthaburi (Year 2557-2559) in the whole view was in low level when considered each aspects the thinking and decision making participation showed low level, while implementing participation and interest receiving participation showed medium level and the evaluating participation showed low level. (2) The comparison of people participation showed that was not significant different between sex and period of time, but the overall people participation with different age, educational level, occupation, average income per month and knowledge in local development planning at the 0.05 statistical confidence level.
