Abstract
การศึกษาค้นคว้าอิสระครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา (1) การเรียนรู้ค้านสมรรถนะขั้นสูงของผู้อำนวยการและหัวหน้างาน (2) การเรียนรู้สมรรถนะขั้นสูงของพนักงานกองบัญชีและการเงินการประปาส่วนภูมิภาคเขต 7 วิธีการศึกษาในครั้งนี้ได้คำเนินการ คือ โคยการรวบรวมข้อมูลจาก 2 แหล่งช้อมูลจากแหล่งปฐมภูมิ โดยการสัมภาษณ์จากผู้อำนวยการ 1 คนและหัวหน้างาน 2 คน เพื่อได้ข้อมูลเกี่ยวกับหลักการ และแนวคิดการทำงาน และข้อมูลจากแหล่งทุติยภูมิโคยรวบรวมจาก เอกสาร ตำรา คู่มือที่ใช้เป็นแนวทางในการปฏิบัติงาน วิธีการวิเคราะห์โดยทำการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) การเรียนรู้ ด้านสมรรถนะขั้นสูงของผู้อำนวยการและหัวหน้างาน ประกอบด้วย 5 หัวข้อ ได้แก่ 1) สมรรถนะเพื่อการบริหารจัดการ เรียนรู้ด้านภาวะความเป็นผู้นำ ผลคือผู้ปฏิบัติงานมีพฤติกรรมการปฏิบัติงานมีระเบียบวินัย การตรงต่อเวลาในการปฏิบัติงาน ด้านคุณธรรมมีความซื่อสัตย์ต่อองค์กรเพิ่มมากขึ้น 2) การวิเคราะห์ปัญหาและการตัดสินใจ เรียนรู้ค้านการใช้การวัค การวิเคราะห์ และการจัดการด้านดวามรู้ ผลคือผู้ปฏิบัติงานมีหลักเกณฑ์และวิธีการ การวิเคราะห์การแก้ไขปัญหาที่เกิดขึ้น สามารถเลือกแนวทางการตัดสินใจ แก้ปัญหาได้อย่างถูกต้อง 3) การสื่อสารอย่างมีประสิทธิผล เรียนรู้ค้านการมีส่วนร่วมในการทำงาน ผลคือผู้ปฏิบัติงานเรียนรู้วิธีการสื่อสารที่สามารถให้เข้าใจที่ตรงกัน และสามารถขจัดปัญหาความขัดแข็งในการทำงานให้น้อยลง 4) ความเข้าใจในธุรกิจ กฎระเบียบ ข้อบังดับและการปฏิบัติการ เรียนรู้ด้านค่นิยมและวัฒนธรรมองค์กร ผลคือผู้ปฏิบัติงานมีความเข้าใจ ทิศทาง และเป้าหมายขององค์กรร่วมกัน ทำให้องค์กรมีความเจริญก้าวหน้าต่อไป 5) วิสัยทัศน์เชิงกลยุทธ์ เรียนรู้ด้านการวางแผนเชิงยุทธศาสตร์ ผลคือผู้ปฏิบัติงานมีการเตรียมพร้อม กับการเปลี่ยนแปลงขององค์กร (2) การเรียนรู้ค้านสมรรถณะขั้นสูงของพนักงาน ประกอบด้วย 4 หัวข้อ ได้แก่ 1) ความรู้ด้านภาษีอากร เรียนรู้ด้านการบริหารจัดการ "องค์ความรู้" ผลคือพนักงานมีความรู้มีทักษะประสบการณ์-ความชำนาญด้านภาษีอากร สามารถอ้างอิงหลักกฎหมายภาษีอากรที่มีความถูกต้องและชัดเจน 2) ความเข้าใจกฎระเบียบ คำสั่ง การประปาส่วนภูมิภาค เรียนรู้ด้านค่านิยมและวัฒนธรรมองค์กร ผลคือพนักงานมีความเข้าใจการปฏิบัติตนในการทำงานกับองค์กรได้อย่างถูกต้อง รู้สิทธิและหน้ที่ของตนเอง 3) การทำงานเป็นทีมเรียนรู้ด้านความมีส่วนร่วม ผลคือพนักงานเข้ามามีส่วนร่วมในการตัดสินใจแก้ปัญหา ลดอุปสรรคการทำงานพนักงานมีความสามัดดีในการทำงาน 4) จรรยาบรรณและความซื่อสัตย์ เรียนรู้ค้านการพัฒนาทรัพยากรบุคคล ผลคือพนักงานพัฒนาค้านคุณธรรมและจริยธรรมในวิชาชีพที่ตนปฏิบัติงานเพิ่มมากขึ้น
The objectives of this research were to study: (1) High Performance learning of director and supervisors; and (2) High Performance learning of personnel in The Accounting and Finance Division Provincial Waterworks Authority Zone 7. This research consisted of primary and tertiary data. Primary data included work principles and concepts collected by interviewing director and supervisors. Tertiary data were compiled from documents, textbooks, and work manuals. Data were analyzed by content analysis method. The results showed that; (1) The director and supervisors had learned about 5 kinds of High Performance as followed; l) Managerial Competencies Leadership, resulting in disciplined work behavior on the part of their inferiors, punctuality, and morality, resulting in greater loyalty to the organization; 2) Problem analysis and decision making assessment and knowledge management, resulting in personnel having better principles and methods for solving problems so that they could choose the best alternative; 3) Effective Communication participatory work, resulting in communication at work that leads to good mutual understanding so that conflicts can be avoided; 4) Understanding in business and its rules, regulations and guidelines organizational culture and values, resulting in understanding among personnel of the organization's shared goals and path for smooth advancement; and 5) Strategic vision tactical planning, resulting in personnel feeling prepared for changes at the organization. (2) The personnel had learned about 4 kinds of High Performance; 1) Knowledge of taxes knowledge management, resulting in experience and expertise in processing taxes, so that personnel could correctly cite and refer to tax laws; 2) Understanding of Provincial Waterworks Authority orders and regulations organizational culture and values, resulting in understanding of how to work for the organization correctly and understanding of the personnel's rights and responsibilities; 3) Teamwork participating, resulting in greater participation in solving problems, reducing obstacles to work and greater unity in the work place; and 4) Ethics and Honesty Human resources development, resulting in development of the personnel's professional morals and ethics.
