Abstract
งานวิจัยนี้มีวัตถุประสงค์เพื่อสังเคราะห์ผลการประเมินคุณภาพภายนอกรอบสาม (พ.ศ. 2554 - 2558) ของสถานศึกษาอาชีวศึกษาจำแนกตามระดับคุณภาพผลการรับรองมาตรฐานการศึกษา มาตรฐานการประเมินตามกฎกระทรวงฯ และรายตัวบ่งชี้ และเสนอข้อเสนอแนะในการยกระดับคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาการวิจัยดำเนินการโดยวิเคราะห์และสังเคราะห์ ข้อมูลคะแนนเฉลี่ยผลการประเมินคุณภาพภายนอกรอบสามของสถานศึกษาอาชีวศึกษา และสังเคราะห์ข้อเสนอแนะเพื่อการพัฒนาจากรายงานผลการประเมินคุณภาพภายนอกรอบสามจำนวน ทั้งหมด 782 แห่ง และจัดประชุมสนทนากลุ่มกับผู้มีส่วนได้ส่วนเสีย จำนวน 17 คน เพื่อรับฟังข้อคิดเห็นและข้อเสนอแนะในการยกระดับคุณภาพการศึกษา เครื่องมือการวิจัย ได้แก่ แบบบันทึกข้อมูล และประเด็นการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยร้อยละ ต่ำเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหาสรุปผลการวิจัย ดังนี้ 1) สถานศึกษาอาชีวศึกษาที่ได้รับการประเมินคุณภาพภายนอกรอบสาม ทั้งหมด จำนวน 782 แห่ง จำแนกผลประเมินคุณภาพภายนอกรอบสามตามระดับคุณภาพ ดังนี้ สถานศึกษาอาชีวศึกษาที่มีผลประเมินคุณภาพภายนอกรอบสามอยู่ในระดับดีมาก จำนวน 75 แห่ง (ร้อยละ 9.59) ระดับดี จำนวน 602 แห่ง (ร้อยละ 76.98) ระดับพอใช้ จำนวน 7 แห่ง (9.59) ระดับต้องปรับปรุง จำนวน 21 แห่ง (ร้อยละ 2.69) และระดับต้องปรับปรุงเร่งด่วน จำนวน 9 แห่ง (ร้อยละ 1.15) ผลการรับรองมาตรฐานการศึกษา พบว่า สถานศึกษาอาชีวศึกษาได้รับรองมาตรฐาน การศึกษาจำนวน 621 แห่ง (ร้อยละ 79.41) และไม่รั บรองมาตรฐานการศึกษาจำนวน 161 แห่ง (ร้อยละ 20.59) มีผลการประเมินเฉลี่ยในมาตรฐานที่ 4 านการประกันคุณภาพภายในสูงสุดอยู่ในระดับดี เท่ากับ 4.29 รองลงมา คือ มาตรฐานที่ 2 ด้านการบริหารจัดการศึกษา อยู่ในระดับดี เท่ากับ 4.18 รองลงมาคือมาตร ฐานที่ 3 ด้านการจัดการเรียนการสอนที่เนั้นผู้เรียนเป็นสำคัญอยู่ในระดับดี เท่ากับ 4.0 และผลการประเมินเฉลี่ยอันดับสุดท้ายคือ มาตรฐานที่ 1 ด้านผลการจัดการศึกษา อยู่ในระดับดี เท่ากับ 3.7 เมื่อจำแนกรายตัวบ่งชี้ พบว่า ตัวบ่งชี้ 4 ผลงานที่เป็นโครงงานทางวิชาชีพ หรือสิ่งประดิษฐ์ของผู้เรียนที่ได้นำไปใช้ประโขชน์ มีผลการประเมินเฉลี่ยต่ำที่สุด เท่ากับ 2.45 มีระดับคุณภาพอยู่ในระดับต้องปรับปรุง ผลการประเมินเฉลี่ยในตัวบ่งชี้ 5 ผลงานที่เป็นนวัตกรรมสิ่งประดิษฐ์ งานสร้างสรรค์ หรืองานวิจัยของครูที่ได้นำไปใช้ประ โยชน์ และผลการประเมินเฉลี่ยในตัวบ่งชี้ 2 ผู้เรียนมีความรู้และทักษะที่จำป็นในการทำงาน มีผลการประเมินเฉลี่ยเท่ากับ 2.57 และ 3.19 ตามลำดับ มีระดับคุณภาพอยู่ในระดับพอใช้ ส่วนตัวบ่งชี้อื่นมีผลการประเมินเฉลี่ยระดับคุณภาพอยู่ในระดับดี 2) ข้อเสนอแนะในการยกระดับคุณภาพการศึกษาของสถานศึกษาอาชีวศึกษาได้เสนอแนะตามมาตรฐานการประเมินตามกฎกระทรวงฯ 4 มาตรฐาน คือ ด้านผลการจัดการศึกษา ด้านการบริหารการศึกษา ด้านการจัดการเรียนการสอนที่เน้นผู้เรียนเป็นสำคัญ และด้านการประกันคุณภาพภายในโดยเสนอแนวทางการดำเนินงานทั้งในระดับหน่วยงานต้นสังกัดและระดับสถานศึกษา
The purposes of this research were to synthesize the third-round of external quality assessment (2011-2015) for vocational education institutions as classified by the quality accreditation level, standardized assessment under the Ministerial Regulations, and individual indicator; and to propose recommendations for vocational institutions quality enhancement. The research was conducted by analyzing and synthesizing the average scores of the external quality assessment results in the third round of vocational education institutions, and synthesizing suggestions for the development from the third-round of external quality assessment reports of 782 institutions; and conducting a focus group discussion with 17 stakeholders to receive comments and suggestions for quality enhancement. The research instruments used were a field note, and group discussion issues. The data were analyzed by the percentage, mean, standard deviation and content analysis. The research results were as follows: 1.All of the 782 vocational institutions assessed in the third-round (2011-2015) could be categorized by the quality accreditation level as follows: 75 institutions (9.59%) certified as excellent, 602 institutions (76.98%) certified as good, 75 institutions (9.59% ) certified as fair, 21 institutions (2.69%) certified as improvement required, and 9 institutions (1.15%) certified as urgent improvement required. Regarding the overall educational accreditation, 621 institutions (79.41%) were accredited, and 161 institutions (20.59%) were unaccredited. Based on standardized assessment under the Ministerial Regulations, all of the 4 standards received the high rate of assessment that can be ranged from the highest to the lowest as follows: The fourth standard- the standard of internal quality assurance scored 4.29, the second standard-educational administration scored 4.18, the third standard- student-centered classroom management scored 4.05, and the fourth standard- results of educational management scored 3.75. Regarding individual indicator, it was found that the fourth indicator- utilization of students’ projects or inventions was rated as improvement required (2.45) which was the lowest, the fifth indicator- utilization of teachers’ innovations, creative works, or research, and the second indicator- students’ knowledge and skills necessary to work were rated as fair (2.57, 3.19 respectively), while the other indicators were rated as good. 2. For vocational institution quality enhancement, it is recommended that vocational institutions should take into account the Ministerial Regulations, namely results of educational management, educational administration, student-centered classroom management, and internal quality assurance. Also suggestions for the implementation are presented for both the organizational and institutional level
