Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) กระบวนการการจัดการการสื่อสารการท่องเที่ยวการวิ่งเทรลที่ขับเคลื่อนโดยองค์การบริหารส่วนจังหวัด 2) กลยุทธ์การจัดการการสื่อสารการท่องเที่ยวการวิ่งเทรลที่ขับเคลื่อนโดยองค์การบริหารส่วนจังหวัด และ 3) แนวทางการพัฒนาการจัดการการสื่อสารการท่องเที่ยวการวิ่งเทรลที่ขับเคลื่อนโดยองค์การบริหารส่วนจังหวัดการวิจัยนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก เลือกผู้ให้ข้อมูลหลักแบบเจาะจงจากผู้ที่เกี่ยวข้องโดยตรงด้านการสื่อสารการท่องเที่ยวการวิ่งเทรลสนามจังหวัดพัทลุง จังหวัดยะลา และจังหวัดเชียงใหม่ จำนวน 4 กลุ่ม รวมจำนวน 19 คน ประกอบด้วย 1) ผู้กำหนดทิศทางและกรอบการดำเนินงานจากหน่วยงานภาครัฐ จำนวน 5 คน 2) ผู้จัดการแข่งขัน จำนวน 4 คน 3) ผู้นำชุมชนและประชาชนในพื้นที่ จำนวน 8 คน และ 4) นักวิชาการด้านการสื่อสาร จำนวน 2 คน เครื่องมือการวิจัย คือ แบบสัมภาษณ์เชิงลึกแบบมีโครงสร้าง วิเคราะห์ข้อมูลด้วยการสร้างข้อสรุปผลการวิจัยพบว่า 1) กระบวนการการจัดการการสื่อสารการท่องเที่ยวการวิ่งเทรล ประกอบด้วย 4 ขั้นตอน ได้แก่ (1) การศึกษาสภาพปัญหาและความต้องการการสื่อสารเป็นขั้นตอนที่ช่วยให้ทราบถึงปัญหาและความต้องการด้าน การสื่อสารในการวิ่งเทรลของเป้าหมาย (2) การวางแผนการสื่อสารโดยองค์การบริหารส่วนจังหวัดและเครือข่ายร่วมปฏิบัติงานกระจายข้อมูลข่าวสารเกี่ยวกับการกีฬาและการท่องเที่ยว โดยแผนการสื่อสารยึดตามกระบวนการจัดการแข่งขัน คือ การสื่อสารก่อนจัดการแข่งขัน การสื่อสารในวันจัดการแข่งขัน และการสื่อสารหลังจัดการแข่งขัน (3) ดำเนินการสื่อสารผ่านสื่อดั้งเดิมและสื่อออนไลน์ไปยังกลุ่มเป้าหมายเพื่อสร้างการรับรู้ สร้างการจดจำ และสร้างการมีส่วนร่วมกิจกรรมการท่องเที่ยวการวิ่งเทรล และ (4) การประเมินผลการสื่อสารด้านการรับรู้ การจดจำ และการมีส่วนร่วมกิจกรรม 2) กลยุทธ์การจัดการการสื่อสารการท่องเที่ยวการวิ่งเทรล ประกอบด้วย 4 กลยุทธ์ ได้แก่ (1) ด้านเครือข่ายร่วมปฏิบัติงาน ทำการสื่อสารโดยร่วมกันปฏิบัติงานภายใต้เป้าหมายเดียวกัน อาศัยการทำงานเป็นทีม โดยร่วมคิด ร่วมทำ ร่วมแก้ปัญหาการสื่อสาร กำหนดให้ชุมชนในพื้นที่จัดกิจกรรมการวิ่งเทรลมีบทบาทในการจัดกิจกรรมเพื่อสร้างความรู้สึกร่วมเป็นเจ้าของ (2) ด้านการปลุกกระแส ทำการสื่อสารโดยกำหนดประเด็นสารบอกวัตถุประสงค์ ข้อเท็จจริงที่ชัดเจนเพื่อสร้างการรับรู้ บอกเล่าเรื่องราวเพื่อสะท้อนอารมณ์ความรู้สึก การลอกเลียนแบบผู้ที่มีชื่อเสียงเพื่อสร้างการอยากร่วมอยากทำ อยากติดตาม (3) ด้านการเป็นเจ้าบ้านที่ดี ทำการสื่อสารในการสร้างการตระหนักถึงการเป็นเมืองท่องเที่ยวเพื่อต้อนรับผู้มาเยือน สร้างความประทับใจ ใช้การสื่อสารภาษากาย ถ่ายทอดจากการพูดคุย สื่อสารภาษาใจ ใช้ความจริงใจ สร้างความไว้วางใจ และ (4) ด้านภาพลักษณ์ ใช้สัญลักษณ์ที่เป็นเอกลักษณ์ เน้นลักษณะภูมิประเทศที่เป็นธรรมชาติที่สวยงาม ชูประเด็นวิถีชีวิต ประเพณี วัฒนธรรม ผ่านสื่อออนไลน์ที่มีทั้งภาพ เสียง และการเคลื่อนไหว และ 3) แนวทางการพัฒนาการสื่อสารการท่องเที่ยวการวิ่งเทรล ประกอบด้วย 2 ด้าน ได้แก่ (1) ด้านกระบวนการสื่อสารต้องยกระดับการทำงานที่มุ่งแก้ไขปัญหาที่เกิดขึ้นจากสถานการณ์การการท่องเที่ยวการวิ่งเทรล ผลกระทบที่มีต่อกิจกรรมวิ่งเทรล และถ่ายทอดวิถีชุมชนสู่สาธารณชน การรักษามาตรฐานการแข่งขันให้เป็นที่ยอมรับในประเทศและรับรองตามมาตรฐานในระดับสากล และการสื่อสารการแก้ไขปัญหาในภาวะวิกฤตจากการจัดกิจกรรม และ (2) ด้านกลยุทธ์ต้องมุ่งเน้นการสร้างภาพลักษณ์ที่เกิดจากเครือข่ายร่วมปฏิบัติงาน การปลุกกระแส การเป็นเจ้าบ้านที่ดี การสร้างรายได้ให้กับประชาชนในพื้นที่ด้วยการสร้างมูลค่าทางเศรษฐกิจที่เพิ่มขึ้น และการทำงานร่วมกันของหลายภาคส่วนที่มีองค์การบริหารส่วนจังหวัดเป็นหลักในการจัดการการสื่อสาร
The objectives of this research were to study 1) the process of managing communication about trail running tourism events that are driven by provincial administrative organizations (PAOs); 2) the strategies PAOs have used to manage communication about trail running tourism; and 3) approaches for PAOs to develop better communication surrounding trail running tourism. This was qualitative research based on in-depth interviews. The key informants were chosen by purposive sampling from among people directly involved with trail running events in Pattalung, Yala and Chiang Mai provinces. They comprised 19 individuals from 4 groups 1) 5 people at government agencies who were in charge of setting the direction and framework of trail running tourism, 2) 4 trail running event organizers, 3) 8 local people and community leaders, and 4) 2 academics in the field of communication arts. The research instrument was a structured interview form. Data were analyzed by drawing conclusions. The results showed that 1) The process of managing communication about trail running tourism- There were 4 steps: (1) studying the problem and assessing needs, which helped create an understanding of the challenges and the demands for communication of the target audience; (2) planning by PAOs and allied groups that could help in operations and in spreading news about athletic and tourism events; the planning conformed to the procedure of competitions, being divided into pre-event communications, event-day communications, and post-event communications; (3) transmitting messages via conventional media and online media to trail running target groups to build awareness, recollection, and participation; and (4) evaluating the success of communications in terms of awareness, recollection and participation. 2) Strategies to manage communication about trail running tourism- (1) when working with allies in the network, work together towards common goals, utilize teamwork, jointly think and jointly operate, work together to solve problems, and make sure that people in the communities where the trail running event is planned play a role in the management and communications so that they feel a sense of ownership; (2) when building awareness and creating enthusiasm about the event, choose messages that clearly explain the reasons for organizing the event and all the event details, and tell emotionally moving stories that will inspire people; also, emulate or quote celebrities and influencers to stimulate people to want to join and follow the event; (3) for being a good host, each province communicated how it could provide good tourism/leisure activities for people who came to the events and their families and impressed them by using body language in video clips and talks and appealed to people’s emotions by being sincere and trustworthy; and (4) for image building through audio and video clips on online media, they used symbols that are distinctive to the area, emphasized geographical features and beautiful nature as high points and showcased unique features of the local people’s way of life and local traditions. 3) Approaches to develop better communication about trail running tourism- (1) The work of the communication process could be upgraded to focus more on resolving tourism-related problems involved with trail running events and the impacts on the trail running events, including any crisis situations, as well as publicizing and making known the local people’s ways of doing things. The trail running events should be improved to meet domestic and international standards; and (2) communication strategies should emphasize image-building for all network partners, trend-making activities, good hosting, bringing in more income and economic value for the local people, and joint work among all network allies with the PAO as the main coordinator for communication management.
