ปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมการดำเนินการตามกลยุทธ์ทางการเงินการคลังของบุคลากรในโรงพยาบาลชุมชน จังหวัดเลย

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับการมีส่วนร่วมการดำเนินการตามกลยุทธ์ทางการเงินการคลังของบุคลากร (2) ปัจจัยส่วนบุคคลของบุคลากร และปัจจัยบริหารการเงินการคลัง และ (3) อิทธิพลของปัจจัยส่วนบุคคล และปัจจัยบริหารการเงินการคลังที่มีต่อการมีส่วนร่วมการดำเนินการตามกลยุทธ์ทางการเงินการคลังของบุคลากรในโรงพยาบาลชุมชน จังหวัดเลย การวิจัยเชิงวิเคราะห์นี้ศึกษาจาก ประชากรที่เป็นบุคลากรในโรงพยาบาลชุมชน จังหวัดเลย จำนวน 927 คน คำนวณขนาดตัวอย่างด้วยโปรแกรม G*Power ได้กลุ่มตัวอย่าง 160 คน โดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถามด้านปัจจัยบริหารการเงินการคลังและด้านการมีส่วนร่วมการดำเนินการ กลยุทธ์ทางการเงินการคลังมีความเชื่อมั่น 0.95 วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนาและการวิเคราะห์การถดถอยเชิงพหุคูณแบบขั้นตอนผลการวิจัยพบว่า (1) การมีส่วนร่วมการดำเนินการตามกลยุทธ์ทางการเงินการคลังของบุคลากรทั้ง 3 กลยุทธ์ ได้แก่ กลยุทธ์การแสวงหารายได้ใหม่ กลยุทธ์การพัฒนาโรงพยาบาลตามภารกิจ และกลยุทธ์การควบคุมค่าใช้จ่าย อยู่ในระดับสูง (2) ปัจจัยส่วนบุคคล พบว่า ส่วนใหญ่เป็นพยาบาลวิชาชีพ ระดับปฏิบัติการ มีระยะเวลาปฏิบัติงาน 10 ปี และทำงานในโรงพยาบาลชุมชนขนาดกลาง ส่วนปัจจัยด้านบริหารการเงินการคลังตามแนวคิดเจ็ดเอสของแมคคินซีย์ ได้แก่ ด้านโครงสร้าง ด้านกลยุทธ์ ด้านระบบบริหาร ด้านเทคนิคการบริหาร ด้านทรัพยากรบุคคล และด้านค่านิยมร่วมของสมาชิกในองค์กรอยู่ในระดับมาก ยกเว้นด้านทักษะ ความรู้ ความสามารถอยู่ในระดับปานกลาง (3) ปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมการดำเนินการตามกลยุทธ์ทางการเงินการคลังในภาพรวมของบุคลากรในโรงพยาบาลชุมชน จังหวัดเลยอย่างมีนัยสำคัญทางสถิติ ได้แก่ ทักษะ ความรู้ ตำแหน่งอยู่ในระดับบริหาร ทรัพยากรบุคคล และเทคนิคการบริหาร (p< 0.05)

This study aimed to (1) determine the levels of personnel participation, (2) explore personnel factors and financial management factors, and (3) identify factors affecting personnel participation, all in financial strategy implementation at community hospitals in Loei province. This analytical study involved a sample of 160 personnel calculated and selected using the G*Power program from a total of 927 personnel of community hospitals in the province, using multi-stage sampling. Data were collected using a questionnaire about financial management factors and participation in financial strategy implementation with the reliability value of 0.95, and then analyzed using descriptive statistics and stepwise multiple regression analysis.The results showed that, among all participants: (1) personnel participation was at a high level in implementing three financial strategies (creating new revenue streams, developing hospital’s missions, and retrenching expenditures); (2) regarding personal factors, most of them were registered nurses at the operation level with a tenure of 10 years at medium-size community hospitals; the factors related to financial administration as per 7-S McKinsey concept, structure, strategies, management system/tactics, human resources, and shared value as organization members were at a high level; while those related to skills, knowledge and capacities were at a moderate level; and (3) Factors significantly affecting their participation in overall financial strategy implementation at community hospitals in the province were skills knowledge, executive position level, human resources and management style (p < 0.05).
