Abstract
การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์ เพื่อศึกษา 1) ที่มาและการดำเนินนโยบายบัตรสวัสดิการแห่งรัฐ และประโยชน์ที่ประชาชนได้รับจากนโยบายบัตรสวัสดิการแห่งรัฐ 2) รูปแบบวิธีการ และกลยุทธ์การหาเสียงในการเลือกตั้งสมาชิกสภาผู้แทนราษฎรเป็นการทั่วไปเมื่อวันที่ 24 มีนาคม 2562 ของสมาชิกสภาผู้แทนราษฎร เขตเลือกตั้งที่ 2 และ เขตเลือกตั้งที่ 3 จังหวัดพะเยา และ 3) เปรียบเทียบความสัมพันธ์ระหว่างนโยบายบัตรสวัสดิการแห่งรัฐกับผลการเลือกตั้งสมาชิกสภาผู้แทนราษฎรเมื่อวันที่ 24 มีนาคม พ.ศ. 2562 ในเขตเลือกตั้งที่ 2 กับเขตเลือกตั้งที่ 3 จังหวัดพะเยา การศึกษาครั้งนี้ใช้การศึกษาทั้งเชิงปริมาณและเชิงคุณภาพควบคู่กันไป ผลการศึกษา พบว่า 1) การดำเนินนโยบายบัตรสวัสดิการแห่งรัฐเกิดขึ้นในสมัยรัฐบาลคณะรักษาความสงบแห่งชาติ (คสช.) ในปี 2559 โดยให้ประชาชนลงทะเบียนเพื่อรับบัตรสวัสดิการแห่งรัฐ จากนั้น เปิดลงทะเบียนอีกรอบ ปี 2560 และ 2561 เพิ่มเติม โดยผู้มีสิทธิ์จะได้รับบัตรสวัสดิการไปใช้ซื้อสินค้าตามวงเงิน 200 หรือ 300 บาทต่อเดือน และมีมาตรการเสริมมาเป็นระยะ เพื่อหวังผลทางการเมืองในการเลือกตั้งสมาชิกสภาผู้แทนราษฎรเป็นการทั่วไปเมื่อวันที่ 24 มีนาคม 2562 ที่พรรคพลังประชารัฐ ในฐานะพรรคซึ่งจะเข้ามาสานต่อโครงการประชารัฐของรัฐบาล 2) กลยุทธ์การหาเสียงของสมาชิกสภาผู้แทนราษฎรในพื้นที่เขตเลือกตั้งที่ 2 และ 3 จังหวัดพะเยา ได้แก่ การหาเสียงแบบเข้าถึงชาวบ้าน การลงพื้นที่ การปราศรัยหาเสียง เครือข่ายหัวคะแนน และเครือข่ายและความสัมพันธ์อื่นๆและ 3) นโยบายบัตรสวัสดิการแห่งรัฐมีผลต่อการตัดสินใจเลือกพรรคพลังประชารัฐของคนในพื้นที่เขตเลือกตั้งที่ 2 และ3 น้อยมาก ปัจจัยหลักสำคัญที่มีส่วนสนับสนุนในการตัดสินใจลงสมัครรับเลือกตั้ง และเป็นส่วนสำคัญที่ทำให้ได้รับชัยชนะสำหรับการเลือกตั้งสมาชิกสภาผู้แทนราษฎรจังหวัดพะเยา คือ การมี "ความสัมพันธ์เชิงเครือญาติ กลุ่มการเมือง และกลุ่มอาชีพ"
This independent study aims to investigates.1 The relationship between the policy of state welfare card and the benefit that people get from the policy start from the origin of project to the election commission on 24th March 2019. 2. The campaigning strategy to make a comparison between the state welfare card. As a result of election member of the house of representative on 24th March 2019 in constituency 2 and constituency 3 Phayao province 3. To compare the relationship between the state welfare card policy and the election results of the House of Representatives on 24th March 2019 in constituency 2 and constituency 3 Phayao province. The study is a quantitative research and qualitative research as the same time. The findings showed that implementation of the state welfare card policy caused by the administration of the country by the military takes over of the government or government of the National Council for Peace and Order (NCPO). It was innitialy implemented in 2016 by the citizens registering to receive a state welfare card. It was carried out again in 2017 and 2018 in which the eligible person will receive a welfare card to use for shopping not more than 200 baht and 300 baht per month. And there are additional measures from time to time for political results especially near the general election. It was found that March 2019 People’s power Party (Palangpracharath Party), which will come to continue the government projects. Conclusion, campaign were elected to parliament, (1) Hovse of campaign (2) In district (3) Speech (4) Election Campaigners and (5) Net work and relations. And 3) The effect on decision to run for election by the policy of state welfare card is less than the kinship relation. It was Found that kinship group and occupation group is the key factor to win the election.
