Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพการบริหารความเสี่ยงในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตร (2) เปรียบเทียบความคิดเห็นต่อสภาพการบริหารความเสี่ยงในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตรระหว่างผู้บริหารสถานศึกษาและครูผู้สอน และ (3) เปรียบเทียบความคิดเห็นต่อสภาพการบริหารความเสี่ยงของสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตรของผู้ปฏิบัติงานสถานศึกษา 4 กลุ่มงาน
กลุ่มตัวอย่างคือ ข้าราชการครูในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตร จำนวน 30 สถานศึกษา ประกอบด้วย ผู้บริหารสถานศึกษาจำนวน 150 คน ครูผู้สอน จำนวน 240 คน รวมทั้งสิ้น 390 คน โดยใช้การเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์เปรียบเทียบโดยใช้สถิติการทดสอบค่าที แบบกลุ่มตัวอย่างเป็นอิสระ และการวิเคราะห์ความแปรปรวนทางเดียวผลการวิจัยปรากฏดังนี้ (1) สภาพการบริหารความเสี่ยงในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตร ตามความคิดเห็นของผู้บริหารและครูผู้สอน ในภาพรวมพบว่าความเสี่ยงอยู่ในระดับน้อยทุกด้าน โดยเรียงระดับที่มีความเสี่ยงจากมากไปหาน้อย ได้แก่ ความเสี่ยงด้านกฎระเบียบหรือกฎหมายที่เกี่ยวข้อง ความเสี่ยงด้านการเงิน ความเสี่ยงด้านกลยุทธ์ และความเสี่ยงด้านการดำเนินงาน (2) ผลการเปรียบเทียบความคิดเห็นต่อสภาพการบริหารความเสี่ยงในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตรระหว่างผู้บริหารสถานศึกษาและครูผู้สอน ในภาพรวมไม่พบความแตกต่าง และ (3) ผลการเปรียบเทียบความคิดเห็นต่อสภาพการบริหารความเสี่ยงในสถานศึกษาระดับมัธยมศึกษาในจังหวัดพิจิตร ของผู้ปฏิบัติงานสถานศึกษา 4 กลุ่มงาน ในภาพรวมพบว่าทั้ง 4 กลุ่มงาน มีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยเห็นว่ามีความเสี่ยงในระดับปานกลางถึงระดับน้อย โดยเรียงระดับความเสี่ยงจากมากไปหาน้อย คือความคิดเห็นของกลุ่มงานบริหารวิชาการ กลุ่มงานบริหารบุคคล กลุ่มงานบริหารงบประมาณ และกลุ่มงานบริหารทั่วไป ตามลำดับ
The purposes of this research were (1) to study the conditions of risk management in secondary schools in Phichit province; (2) to compare opinions of school administrators with opinions of teachers toward the risk management in secondary schools in Phichit province; and (3) to compare opinions of school personnel in four work sections toward the risk management in secondary schools in Phichit province. The research sample totaling 240 school personnel in 30 secondary schools in Phichit province consisted of 150 purposively selected school administrators and 240 purposively selected teachers. The employed research instrument was a questionnaire. Statistics employed for data analysis were the percentage, mean, standard deviation, t-test with independent samples, and one-way ANOVA. Research findings were as follows: (1) regarding the conditions of risk management in secondary schools in Phichit province as perceived by the administrators and teachers, it was found that the overall risk was at the low level in every aspect; the risks in specific aspects could be ranked based on their rating means from top to bottom as follows: the risk in the concerned laws and regulations aspect, that in the financial aspect, that in the strategy aspect, and that in the operation aspect, respectively; (2) no significant difference was found regarding comparison results of school administrators’ and teachers’ opinions toward the risk management in secondary schools in Phichit province; and (3) significant difference at the .05 level was found regarding comparison results of overall opinions of school personnel in four work sections toward the risk management in secondary schools in Phichit province; their overall opinions ranged from the moderate to low levels of risk and could be ranked from top to bottom based on their rating means of risk as follows: the opinion of the Academic Affairs Management Section personnel, that of the Personnel Management Section personnel, that of the Budget Management Section personnel, and that of the General Management Section personnel, respectively
