Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยของระบบอุปถัมภ์ที่มีอิทธิพลต่อการ เลือกตั้งของเทศบาลตำบลบ่อทอง อำเภอบ่อทอง จังหวัดชลบุรี (2) ผลกระทบของระบบอุปถัมภ์ต่อ การเลือกตั้งท้องถิ่นของเทศบาลตำบลบ่อทอง อำเภอบ่อทอง จังหวัดชลบุรี (3) แนวทางในการ ปองถันและแก้ไขปัญหาของระบบอุปถัมภ์ในการเลือกตั้งท้องถิ่น ผลการวิจัย พบว่า (1) ปัจจัยสำคัญของระบบอุปถัมภ์ที่มีอิทธิพลต่อการเลือกตั้งของ เทศบาลตำบลบ่อทอง คือ ระบบเครือญาติ พรรคพวกเพื่อนฝูง และระบบหัวคะแนน ซึ่งบุคคลทั้ง 3 กลุ่ม มีบทบาทสำคัญในการเลือกตั้ง ผู้ที่มีเครือญาติและพรรคพวกเพื่อนฝูงจำนวนมาก จะมีโอกาส ได้รับการเลือกตั้งสูง เพราะจะเป็นฐานเสียงหลักในการลงคะแนนเสียงเลือกตั้ง และยังช่วยกันทำ หน้าที่ในการหาเสียงอีกด้วย (2) ผลกระทบของระบบอุปถัมภ์ต่อการเลือกตั้งท้องถิ่นของเทศบาล ตำบลบ่อทอง ในเรื่องนี้จะทำให้ท้องถิ่นอ่อนแอ การปกครองระบอบประชาธิปไตยไม่พัฒนา การ บริหารงานขาดประสิทธิภาพ ทำให้เป็นอุปสรรคต่อการพัฒนาประเทศ (3) แนวทางในการป้องกัน และแก้ไขปัญหาของระบบอุปถัมภ์ในการเลือกตั้งท้องถิ่น ควรแก้ที่สาเหตุ คือ สร้างจิตสำนึก ประชาธิปไตย และการสร้างความรู้ความเข้าใจเกี่ยวกับความสำคัญของการเลือกตั้งระดับท้องถิ่น ให้แก่ประชาชน ในการใช้สิทธิทางการเมือง หน้าที่พลเมือง อันจะนำไปสู่ศรัทธาและความเลื่อมใส ในระบอบประชาธิปไตย
This case study about the political impact of the patronage system, or the patron-client system of mutual benefits/obligations, had the following objectives: (1) to study the factors about the patronage system that influenced local elections in Bo Thong Subdistrict Municipality in Bo Thong District, Chonburi Province; (2) to study the impact of the patronage system on local elections in the study area; and (3) to find suggestions for solving and preventing problems related to the patronage system in local elections. This qualitative research was based on formal interviews. The sample population was chosen through purposive sampling from among credible people in Bo Thong Subdistrict Muncipality who had experience with local elections. The sample of 14 persons was divided into 2 groups which were community leaders, such as village headmen, teachers, personnel of state enterprises, and community presidents; and consisted of local politicians, such as deputy mayors, former deputy mayors, municipal council members, and members of the provincial administrative organization. Data was analyzed through descriptive analysis. The results showed that (1) the main factors of the patronage system that influenced local elections were the family relations system, friends and acquaintances, and the canvasser system. Candidate with a large number of family relations and friends had a greater chance of winning elections because of their large voter base, and those relatives and friends also helped campaign for the candidate. (2) The impact of the patronage system caused the locality weak, prevented democracy from developing, made administration less efficient, and obstructed national development. (3) Problems related to the patronage system in local elections should be solved at their root that is, democratic consciousness should be raised, and people should be educated to realize the importance of local elections, their political rights, and their civic duties.
