Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ประสิทธิภาพการให้บริการของงานอาคารและสถานที่ จุฬาลงกรณ์มหาวิทยาลัย (2) ปัจจัยที่สำคัญที่ส่งผลต่อประสิทธิภาพการให้บริการด้านอาคารและสถานที่อย่างมี ประสิทธิภาพ และ (3) วิธีการเพิ่มประสิทธิภาพการให้บริการของงานอาคารและสถานที่ รวมทั้งการวิเคราะห์จุดแข็งจุดอ่อน และข้อจำกัดโอกาสและอุปสรรค การศึกษาครั้งนี้ เป็นการวิจัยเชิงสำรวจ เน้นการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ ประชากรที่ศึกษาเป็นประชากรของคณะพาณิชยศาสตร์และการบัญชี แบ่งออกเป็น 3 กลุ่ม คือ คณาจารย์ จำนวน 126 คน เจ้าหน้าที่บุคลากร จำนวน 170 คน และนิสิตระดับปริญญาตรีและระดับบัณฑิตศึกษาของคณะพาณิชยศาสตร์ และการบัญชี จุฬาลงกรณ์มหาวิทยาลัย จำนวน 5,132 คน โดยกลุ่มตัวอย่างที่นำมาศึกษาครั้งนี้ คำนวณโดยใช้ สูตรของทาโร่ ยามาเน่ จำแนกออกเป็นคณาจารย์ 72 คน เจ้าหน้าที่บุคลากร 98 คน นิสิตระดับปริญญาตรี และระดับบัณฑิตศึกษา 372 คน กลุ่มตัวอย่างทั้งหมดใช้วิธีการสุ่มตัวอยางแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือแบบสอบถาม และแบบสัมภาษณ์ โดยใช้แบบสอบถามคณาจารย์ เจ้าหน้าที่บุคลากร นิสิต ระดับปริญญาตรี และนิสิตระดับบัณฑิตศึกษา ส่วนแบบสัมภาษณ์ใช้เก็บข้อมูลจากผู้บริหารของคณะพาณิชยศาสตร์และการบัญชี สำหรับการวิเคราะห์ข้อมูลเชิงปริมาณใช้ค่าทางสถิติ ประกอบด้วย ความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีและการวิเคราะห์ถดถอยเชิงพหุโดยวิธีขั้นตอน ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพ ซึ่งเป็นข้อมูลที่เกี่ยวข้องกับการแสดงความคิดเห็น และข้อเสนอแนะใช้การวิเคราะห์เนื้อหา ผลการวิจัย พบว่า (1) ระดับประสิทธิภาพการให้บริการของงานอาคารและสถานที่ จุฬาลงกรณ์มหาวิทยาลัย มีมากกว่าร้อยละ 80 (2) ปัจจัยการบริหารจัดการบ้านเมืองที่ดี มีอิทธิพลต่อประสิทธิภาพการให้บริการของงานอาคารและสถานที่ จุฬาลงกรณ์มหาวิทยาลัย อย่างมีนัยสำคัญทางระดับสถิติ .05 (3) จุดแข็งคือผู้ให้บริการระดับหัวหน้างานมีความยืดหยุน ประนีประนอมและมีการประสานงานที่ดี กายภาพและภูมิทัศน์มีความสะอาดเรียบร้อย จุดอ่อน คือ บุคลากรไม่มีจิตสำนึกในการให้บริการ โอกาส คือ ส่งเสริมให้บุคลากรมีใจรักงาน บริการ อุปสรรค คือ ระเบียบพัสดุของทางราชการ ทำให้การจัดซื้อจัดจ้างล่าช้า งานจ้างเหมาบริการต่างๆ ขาดผู้จ้างเหมาบริการที่มีความสามารถและมีคุณภาพ ส่วนวิธีการในการเพิ่มประสิทธิภาพในการให้บริการของงานอาคารและสถานที่ จุฬาลงกรณ์มหาวิทยาลัย จะต้องให้ความสำคัญต่อการนำหลักธรรมาภิบาลมาใช้โดยผู้บริหาร ต้องนำมาปรับใช้ทั้ง ด้านนโยบาย และด้านการดำเนินงาน โดยส่งเสริมให้มีการปฏิบัติหน้าที่ด้วยหลักธรรมาภิบาล เช่น การให้บริการด้วยความเสมอภาคและตอบสนองความต้องการของผู้ใช้บริการ เป็นต้น
The objectives of this research were to study (1) the efficiency of service delivered by Buildings and Facilities, Chulalongkorn University (2) the factors affecting service efficiency delivered by Buildings and Facilities, Chulalongkorn University (3) the approaches to increase the efficiency of service delivered by Buildings and Facilities, Chulalongkorn University including the strength, weakness, opportunity and threat of the efficiency of service delivered by Buildings and Facilities, Chulalongkorn University. The study was a survey research, both quantitative and qualitative. Population consisted of officials of Faculty of Commerce and Accountancy, Chulalongkorn University, which included 3 groups. The first group comprised 126 faculties, the second comprised 170 staffs, and the third comprised 5,132 students. Samples were obtained via Taro Yamane's formula and stratified random sampling, from which 72 faculties, 98 staffs, 372 undergraduate and graduate students were included. Instruments used were questionnaire and interview. The questionnaire was employed to the faculties and staff, undergraduate and graduate students, while the interview was used with the Management of the Faculty of Commerce and Accountancy. Statistical tools employed were percentage, mean, standard deviation, t-test, stepwise multiple regression and content analysis to analyze qualitative data. The result found that (1) the efficiency of service delivered by Buildings and Facilities, Chulalongkorn University was more than 80% (2) Good Governance factors positively affected the efficiency of service delivered by Buildings and Facilities, Chulalongkorn University with .05 level of statistical significance, and (3) strengths were flexibility, compromise, and coordination abilities of supervisors, physical landscape was clean and in order; weakness was lack of service mind of staff; opportunity was to encourage the staff to have more service mind; threat were rule and regulations in material management resulting in the delay of procurement activities, together with lack of quality of contractors; appropriate approaches to increase the efficiency of service delivery were : the organization should put more emphasis on the implementation of Good Governance Principles in the management of Buildings and Facilities, both in policy formulation and in the operation as a whole, performance according to Good Governance Principles should be encouraged such as rendering services with equality, and responding to customers’ needs.
