Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) การบริหารจัดการเครือข่ายการสื่อสารสมาพันธ์แรงงานรัฐวิสาหกิจสัมพันธ์ (สรส.) 2) ความต้องการและความคาดหวังของสมาชิกต่อการมีส่วนร่วมของสมาชิกเครือข่าย สรส. 3) ปัจจัยที่ส่งผลต่อบริหารจัดการเครือข่ายการสื่อสาร สรส. และ 4) แนวทางการพัฒนาการบริหารจัดการการสื่อสารเครือข่าย สรส. การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์เชิงลึก จากผู้ให้ข้อมูลหลัก 21 คน โดยมีเกณฑ์คัดเลือกแบบเจาะจง ประกอบด้วย ผู้มีประสบการณ์ในการบริหาร สรส. 3 คน ผู้เชี่ยวชาญด้านเครือข่ายสหภาพแรงงาน 3 คน นักวิชาการ 3 คน ประธานองค์กรสมาชิก สรส. 3 คน ประธานองค์กรไม่เป็นสมาชิก สรส. 3 คน และผู้มีส่วนได้ส่วนเสีย 6 คน เครื่องมือที่ใช้คือแบบสัมภาษณ์แบบมีโครงสร้าง การวิเคราะห์ข้อมูลด้วยการสร้างข้อสรุป ผลการวิจัยพบว่า 1) การบริหารจัดการเครือข่ายการสื่อสาร สรส. พบว่า สรส. เป็นศูนย์กลาง การสื่อสารระหว่างกรรมการบริหารและกรรมการกลาง 41 องค์กร มีบทบาทในการเชื่อมโยงและถ่ายทอดข้อมูลข่าวสารไปยังสมาชิกในเครือข่าย ทั้งนี้มีการใช้เครือข่ายการสื่อสารในการควบคุมการไหลของข้อมูลข่าวสารเพื่อควบคุมประเด็นสาร วิธีการช่วยเหลือ และช่องทางการสื่อสาร 2) ความต้องการและความคาดหวังของสมาชิกต่อการมีส่วนร่วมของสมาชิกเครือข่าย สรส. พบว่า สมาชิกมีความต้องการสร้างการมีส่วนร่วมด้านอุดมการณ์เพื่อคัดค้านการแปรรูปรัฐวิสาหกิจ การสร้างสวัสดิการคุณภาพชีวิตที่ดี และการต่อต้านการทุจริต โดยมีความคาดหวังให้กรรมการบริหารและกรรมการกลางสนับสนุนดังนี้ ขั้นที่ 1 การรับฟังปัญหาและให้คำแนะนำเบื้องต้น ขั้นที่ 2 การประชุมหาแนวทางและวิธีการช่วยเหลือ ขั้นที่ 3 ทำให้เกิดจุดเริ่มต้นเพื่อนำไปสู่ข้อเรียกร้อง ทั้งนี้มีการใช้เครือข่ายการสื่อสาร ในการแลกเปลี่ยนข้อมูลข่าวสารเพื่อการติดตาม รวบรวม แก้ปัญหา และการเฝ้าระวัง 3) ปัจจัยที่ส่งผลต่อบริหารจัดการเครือข่ายการสื่อสาร สรส. พบว่า มีปัจจัยภายนอกและปัจจัยภายในที่ส่งผลมากที่สุด ดังนี้ (1) ปัจจัยภายนอก คือ การเมือง เนื่องจากมีอำนาจในการกำหนดนโยบายและมาตรฐานขั้นต่ำของสภาพการจ้างในรัฐวิสาหกิจ (2) ปัจจัยภายใน คือบุคลากร เนื่องจากสมาชิกเป็นปัจจัยสำคัญต่อการพัฒนาเครือข่าย และมีการใช้เครือข่ายการสื่อสารเป็นเครื่องมือในการสร้างมิตรภาพ และ 4) แนวทางการพัฒนาการบริหารจัดการการสื่อสารเครือข่าย สรส. พบว่า การพัฒนาการบริหารจัดการการสื่อสารเครือข่าย สรส. สู่ความยั่งยืนประกอบด้วย (1)การพัฒนาบทบาทการเป็นสมาชิกด้านการเชื่อมโยงกับองค์กรนอกเครือข่าย ได้แก่ เครือข่ายแรงงานต่างประเทศ เครือข่ายแรงงานในประเทศ และเครือข่ายอื่นๆ (2) การพัฒนาเครือข่ายความร่วมมือด้านการใช้เทคโนโลยีการสื่อสารเครือข่ายเพื่อให้สะดวก น่าสนใจ ทันเหตุการณ์ หลากหลายช่องทาง และเก็บข้อมูลได้ง่าย (3) การพัฒนาเครือข่ายสู่ความยั่งยืนโดยการจัดกิจกรรมร่วมกัน ได้แก่ กิจกรรมประจำปี กิจกรรมประจำเดือน และกิจกรรมเฉพาะกิจ โดยใช้เครือข่ายการสื่อสาร ในการสร้างการเรียนรู้ เนื่องจากมีความพร้อมด้านบุคลากรที่มีความรู้พร้อมสนับสนุนด้านวิชาการ และมีแหล่งเงินทุนสนับสนุนจากในประเทศและต่างประเทศ
The objectives of this research was to study 1) the management of the State Enterprises Workers' Relations Confederation (SERC)’s communication network; 2) needs and expectations of SERC members concerning participation in the network; 3) factors affecting management of the SERC’s communication network; and 4) approaches for developing management of the SERC’s communication network. This research used the qualitative research method of in-depth interviews. The 21 key informants were chosen through purposive sampling. They comprised 3 people with experience in managing the SERC, 3 experts on worker federation networks, 3 academic experts, 3 chairmen of organizations that are SERC members, 3 chairmen of organizations that are not members of the SERC, and 6 stakeholders. The data collection tool was a structured interview form. Data were analyzed by drawing conclusions. The results showed that 1) For communication network management, the SERC is the central hub for communications among the administrators and the 41 member organizations, and is responsible for linking and transmitting news and information to all the members of the network. The communications network is utilized to control the flow of information, to control which issues are transmitted, and to control methods of assistance and channels of communication. 2) As for their needs and expectations for participation, SERC members expressed the desire to join in advocating for their ideals in terms of opposing the privatization of state enterprises, creating greater benefits and quality of life, and fighting corruption. They expected SERC administrators and the steering committee to first, listen to their problems and give preliminary advice; secondly, organize meetings to find solutions and ways of helping; and third, initiate the process to launch demands or grievances. The SERC communications network is used to follow up on issues, consolidate opinions, solve problems and monitor possible problematic situations. 3) Both external and internal factors were found to impact the management of the SERC communications network, most notably (1) the external factor of politics, because the government can set policies and minimum standards that state enterprises have to adhere to; (2) the internal factor of personnel, because the members are key to developing a network and the network can be a useful tool for strengthening alliances. 4) The suggested approaches for further improving management of the SERC’s communication network in a sustainable way are (1) forging stronger links with external organizations such as international labor organizations, other labor organizations in Thailand and other networks; (2) expand cooperation in using technology to make the communications network more convenient, more up-to-date, more interesting, more diverse and easier to use for storing information; (3) make the network sustainable by regularly organizing activities like annual get-togethers, monthly activities, and ad hoc activities, including using the communications network to build a learning society by tapping into the knowledge and expertise of many existing members that could be shared. Learning activities could be funded by existing financial support from local and international supporters.
