Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษาบทบาททางการเมืองของนายสุเทพ เทือกสุบรรณ
การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยการวิจัยเอกสารและการสัมภาษณ์เจาะลึกกลุ่มตัวอย่าง กลุ่มตัวอย่างเลือกแบบเฉพาะเจาะจง คือ กลุ่มที่ 1 นักการเมืองประกอบด้วยนายสุเทพเทือกสุบรรณ สมาชิกพรรคประชาธิปัตย์ จำนวน 2 คน และสมาชิกพรรคการเมืองฝ่ายค้าน จำนวน 3 คน รวม 6 คน กลุ่มที่ 2 นักวิชาการที่มีความเชี่ยวชาญทางรัฐศาสตร์ จำนวน 2 คน เครื่องมือวิจัย ได้แก่ แบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาและนำเสนอผลการวิเคราะห์โดยการบรรยายเชิง
พรรณนา
ผลการวิจัยพบว่า นายสุเทพ เทือกสุบรรณ มีบทบาททางการเมืองที่สำคัญคือ (1) บทบาทในการบริหารพรรคประชาธิปัตย์ ประกอบด้วย การขยายสาขาพรรค การกำหนดนโยบายพรรค การระดมทุนเข้าพรรค การเสริมสร้างระเบียบวินัยและความปรองดองภายในพรรค (2) บทบาทในกระบวนการเลือกตั้งสมาชิกสภาผู้แทนราษฎร คือ การสร้างความนิยมของประชาชนที่มีต่อพรรค การคัดเลือกและวางตัวบุคคลของพรรคเพื่อลงสมัครรับเลือกตั้งสมาชิกสภาผู้แทนราษฎร และการรณรงค์หาเสียงเลือกตั้ง
สมาชิกสภาผู้แทนราษฎร (3) บทบาทในการทำหนัาที่เป็นฝ่ายค้าน คือ บทบาทในการตรวจสอบการทำงานและบทบาทในการอภิปรายไม่ไว้วางใจรัฐบาลนายสมัคร สุนทรเวช (4) บทบาทในกระบวนการจัดตั้งรัฐบาลนายอภิสิทธ์ เวชชาชีวะ (พ.ศ. 2551) คือ บทบาทในการสร้างความเชื่อมั่นไนการเป็นพรรครัฐบาล การประสานกับพรรคการเมืองอื่นจนจัดตั้งรัฐบาลได้เป็นผลสำเร็จ บทบาทในการจัดสรรตำแหน่งรัฐมนตรีภายในพรรคประชาธิปัตย์และพรรคร่วมรัฐบาล และบทบาทในการสร้างความเข้มแข็งใหกับ
รัฐบาลนายอภิสิทธ์ เวชชาชีวะ ในการดำเนินบทบาทนายสุเทพ เทือกสุบรรณ ได้ดำเนินการอย่างเต็มความสามารถโดยยึดหลักตามข้อบังคับพรรคอย่างเคร่งครัด และมุ่งมั่นที่จะสืบสานความเป็นสถาบันทางการเมืองของพรรคประชาธิปไตย ที่สั่งสมกันมาของผู้บริหารจากรุ่นสู่รุ่น นายสุเทพ เทือกสุบรรณ มีไหวพริบและบารมี ความสามารถและความเหมาะสมกับตำแหน่งเลขาธิการพรรค จนสามารถดำเนินการได้
ผลงานทั้งในเรื่องของการจัดตั้งรัฐบาล การทำหน้าที่เป็นผู้จัดการรัฐบาลที่คอยประสานความขัดแย้งใหกับรัฐบาลรักษาเสถียรภาพของรัฐบาลอย่างมีประสิทธิภาพ ภายใต้ทัศนคติของความเป็นผู้ยึดมั่นในระบอบประชาธิปไตย
The objective of this research was to study the political role of Suthep Thaugsuban. This was a qualitative research based on documents and in-depth interviews with a sample population of 8 persons chosen through purposive sampling. The samples consisted of politicians (Mr. Suthep Thaugsuban himself, 2 other members of the Democrat Party and 3 members of opposition parties) and academics (2 political science experts). Data were collected using interview forms and analyzed using content analysis and descriptive analysis. The results showed that Suthep Thaugsuban’s main political roles were (1) managing the Democrat Party, consisting of setting up new branches, setting party policies, fund raising, and promoting unity and discipline among members; (2) parliamentary election roles, consisting of building popularity for the Democrat Party, selecting candidates to run for parliament, and campaigning; (3) opposition roles, consisting of inspecting the work of the government and speaking in the vote of no confidence debate against the government of Samak Sundaravej; (4) setting up the government of Abhisit Vejjajiva in 2008, consisting of building public confidence, coordinating with allied parties, allocating ministerial posts, and strengthening the image of the government. Suthep Thaugsuban carried out these roles to the best of his abilities and strictly adhered to the Democrat Party’s rules. He was determined to pass down the heritage of the Democrat Party to a new generation of leaders. He was adept at speaking and charismatic, and had abilities that made him well suited to the position of secretary of the party . With a firm belief in the principles of democracy, he was successful in helping set up the Abhisit Vejjajiva government and coordinating conflicts for greater stability
