Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับคุณภาพการบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ กระทรวงสาธารณสุข (2) เปรียบเทียบความคิดเห็นเกี่ยวกับคุณภาพการบริการของประชาชนผู้รับบริการงานชันสูตรพลิกศพกับเจ้าหน้าที่ผู้ให้บริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ (3) ศึกษาความสัมพันธ์ระหว่างปัจจัยภายในและภายนอกองค์การกับคุณภาพการบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ (4) ศึกษาผลของปัจจัยภายในและภายนอกองค์การที่มีต่อคุณภาพการบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ (5) ศึกษาปัญหาอุปสรรคและข้อเสนอแนะต่อการบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ กระทรวงสาธารณสุข การวิจัยนี้ ใช้เป็นการวิจัยเชิงสำรวจ ประชากร ได้แก่ เจ้าหน้าที่ผู้ให้บริการงานชันสูตรพลิกศพ ในโรงพยาบาลศูนย์ จำนวน 152 คน ประชาชนผู้รับบริการในโรงพยาบาลศูนย์ จำนวน 7,286 คน กลุ่มตัวอย่างคำนวณจากสูตรของทาโร ยามาเน่ ประกอบด้วย เจ้าหน้าที่ผู้ให้บริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ จำนวน 111 คน และประชาชนผู้รับบริการในโรงพยาบาลศูนย์จำนวน 380 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม วิเคราะห์ข้อมูลด้วยสถิติร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สันและการวิเคราะห์การถดถอยเชิงพหุคูณ ผลการวิจัย พบว่า (1) คุณภาพการบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ ในภาพรวมอยู่ในระดับมาก (2) ความคิดเห็นของเจ้าหน้าที่ผู้ให้บริการกับประชาชนผู้รับบริการแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) ปัจจัยภายในและภายนอกองค์การทุกปัจจัยมีความสัมพันธ์ทางบวกกับคุณภาพ การบริการงานชันสูตรพลิกศพในโรงพยาบาลศูนย์ (4) ปัจจัยภายนอกสำคัญที่มีผลต่อคุณภาพการบริการงานชันสูตรพลิกศพ ในโรงพยาบาลศูนย์ได้แก่ กฎหมายที่เกี่ยวข้อง สังคมไทย ส่วนปัจจัยภายในที่สำคัญได้แก่วัสดุอุปกรณ์ อาคารสถานที่ บุคลากร (5) ปัญหาอุปสรรคที่สำคัญ ได้แก่ กฎหมายที่เกี่ยวข้องไม่สอดคล้องกับการดำเนินงานชันสูตรพลิกศพในปัจจุบัน ความขาดแคลนด้านวัสดุอุปกรณ์ อาคารสถานที่ โดยพบว่า ที่พักรอของญาติไม่สะดวก ร้อน เก้าอี้น้อยไม่เพียงพอ และพบว่า โรงพยาบาลขาดแคลนอุปกรณ์ต่างๆ ที่ใช้ในการผ่าชันสูตรศพ และสถานที่ปฏิบัติงานไม่เหมาะสม การระบายอากาศไม่ได้มาตรฐาน ข้อเสนอแนะ ได้แก่ ควรมีการปรับปรุงกฎหมายชันสูตรพลิกศพที่เกี่ยวข้องให้เอื้ออำนวยต่อความมีประสิทธิภาพในการชันสูตรพลิกศพของโรงพยาบาลศูนย์ รัฐควรสนับสนุนงบประมาณที่จำเป็นในการดำเนินงานชันสูตรพลิกศพ และควรจัดหาวัสดุอุปกรณ์ให้เพียงพอกับความจำเป็นของงานรวมทั้งปรับปรุงอาคารสถานที่ให้เหมาะสม นอกจากนั้นควรสนับสนุนด้านเทคโนโลยีให้มีความทันสมัย เพื่อเพิ่มประสิทธิภาพการปฏิบัติงานและคุณภาพในการให้บริการ
The purposes of this research were to 1) study factors affecting autopsy service quality of tertiary health care centers under Ministry of Public Health 2) compare the opinions of service recipients and the officials who delivered the services on the autopsy service quality of tertiary health care centers under Ministry of Public Health 3) study the relations between external together with internal factors and autopsy service quality of tertiary health care centers under Ministry of Public Health 4) study the effect of external and internal factors on autopsy service quality of tertiary health care centers 5) study problems, obstacles and recommendations on autopsy service quality of tertiary health care centers, Ministry of Public Health. This study was a survey research. Population consisted of 152 health personnel tertiary health care centers, and 7,286 service recipients who were the deaths’ relatives. Samples of 111 health personnel and 380 service recipients were determined via Yamane calculation. Instrument used was questionnaire. Statistical tools employed were frequency, percentage, mean, standard deviation, t-test, Pearson’s product moment correlation, and multiple regression analysis using Stepwise’s method. The study revealed that (1) autopsy service quality of tertiary health care centers, in the overall view, was in high level. (2) the opinions of service recipients and the officials who delivered the services on the autopsy service quality of tertiary health care centers were different with .05 level of statistical significance (3) all internal and external factors were positively related to service quality of tertiary health care centers (4) major external factors affecting autopsy services quality were laws involved, Thai society; internal factors affecting the services were material and facilities, personnel (5) major problems and obstacles were insufficient material and facilities, waiting spaces particularly benches were not enough, atmosphere was not comfortable, moreover, the centers were lack of necessary equipment, and proper ventilation; recommendations were laws involved should be improved to foster the efficiency of autopsy services of tertiary health care centers, the government should support the operation with necessary budget, sufficient and modern equipment together with the support of modern information technology to enhance the efficiency of the operation and the quality of services.
