Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัญหาการบริหารจัดการด้านทรัพยากร มนุษย์ขององค์การบริหารส่วนตำบลในอำเภอไทรน้อย จังหวัดนนทบุรี (2) การพัฒนาการบริหารจัดการด้านทรัพยากรมนุษย์ขององค์การบริหารส่วนตำบลในอำเภอไทรน้อย จังหวัดนนทบุรี และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการด้านทรัพยากรมนุษย์ขององค์การบริหารส่วนตำบลในอำเภอไทรน้อย จังหวัดนนทบุรี ประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามกลุ่มตัวอย่าง ได้แก่ บุคลากรที่ปฏิบัติงานในองค์การบริหารส่วนตำบลในอำเภอไทรน้อย จังหวัดนนทบุรี จำนวน 7 แห่ง รวมทั้งสิ้น 547 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 416 ชุด คิดเป็นร้อยละ 76.05 ของกลุ่ม ตัวอย่างทั้งหมด สำหรับสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบน มาตรฐาน การทดสอบค่าที และการวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษาพบว่า กลุ่มตัวอย่างมีความเห็นว่า (1) ปัญหาการบริหารจัดการด้าน ทรัพยากรมนุษย์ที่สำคัญ คือ องค์การบริหารส่วนตำบลในอำเภอไทยน้อย ไม่ได้รับการจัดสรร งบประมาณที่เพียงพอแก่การบริหารจัดการด้านทรัพยากรมนุษย์ (2) การพัฒนาการบริหารจัดการ ด้านทรัพยากรมนุษย์ที่สำคัญคือ ผู้บริหารขององค์การบริหารส่วนตำบลในอำเภอไทยน้อย ควรให้ความสำคัญกับการวางแผน การปฏิบัติตามแผน และการประเมินผลแผนเพื่อการบริหารจัดการด้านทรัพยากรมนุษย์อย่างเป็นระบบ และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาการบริหารจัดการประสบผลสำเร็จที่สำคัญคือ การที่องค์การบริหารส่วนตำบลในอำเภอไทยน้อย นำเทคโนโลยีสมัยใหม่ เช่น คอมพิวเตอร์ มาใช้ในการบริหารจัดการด้านทรัพยากรมนุษย์อย่างจริงจัง และ ต่อเนื่อง
The objectives of this study were to (1) study problems of the management administration regarding human resources of the subdistrict administrative organizations in Sainoi district of Nonthaburi province, (2) study development of management administration regarding human resources of the subdistrict administrative organizations in Sainoi district, of Nonthaburi province, and (3) study factors taking important parts of the success of the development of management administration regarding human resources of the subdistrict administrative organizations in Sainoi district of Nonthaburi province. This study was a survey research using questionnaires. Sample groups of 547 were officers working in 17 subdistrict administrative organizations in Sainoi district, of Nonthaburi province. The 416 sets of questionnaire were collected which equal to 76.05% of the total samples. Statistics used for data analysis were percentage, arithmetic mean, standard deviation, t-test, and one-way Anova The study results showed the samples agree that (1) the major problem was the insufficient allocation of the management administration regarding human resources’ funds to the subdistrict administrative organizations in Sainoi District; (2) the major development of management administration regarding human resources was the executives’ giving significance to the systematic planning, implementing, and evaluating of the management administration regarding human resources; and (3) the major factor taking important part of the success of the development of management administration was the subdistrict administrative organizations in Sainoi District’s applying seriously and continually modern technology, such as computers for the development of management administration regarding human resources.
