การวิเคราะห์การบริหารจัดการด้านอำนวยความสะดวกและการให้บริการประชาชนขององค์การบริหารส่วนตำบลเชียงดาว อำเภอเชียงดาว จังหวัดเชียงใหม่

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์หลักสาคัญเพื่อวิเคราะห์ (1) ปัญหาการบริหารจัดการด้านการอำนวยความสะดวกและการให้บริการประชาชนขององค์การบริหารส่วนตำบลเชียงดาว อำเภอเชียงดาว จังหวัดเชียงใหม่ (2) การพัฒนาการบริหารจัดการด้านการอำนวยความสะดวกและการให้บริการประชาชนขององค์การบริหารส่วนตำบลเชียงดาว และ (3) ยุทธศาสตร์การพัฒนาการบริหารจัดการด้านการอำนวยความสะดวกและการให้บริการประชาชนขององค์การบริหารส่วนตำบลเชียงดาว การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.97 สำหรับกลุ่มตัวอย่าง แบ่งเป็น 2 ประเภท ได้แก่ (1) กำนันและผู้ใหญ่บ้าน จำนวน 16 คน และ (2) ประชาชนในเขตพื้นที่ขององค์การบริหารส่วนตำบลเชียงดาว จำนวน 1,001 คน ซึ่งได้มาจากการคำนวณด้วยสูตรการกำหนดขนาดกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ และได้ใช้การเทียบอัตราส่วนร้อยละจากจำนวนประชากรทั้งหมด คือ 10,041 คน รวม 1,017 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 938 ชุด คิดเป็นร้อยละ 92.23 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า กลุ่มตัวอย่างมีความเห็นว่า (1) ปัญหาที่สำคัญ คือ การอำนวยความสะดวกและให้บริการประชาชนขององค์การบริหารส่วนตำบลเชียงดาว ไม่มีประสิทธิภาพเท่าที่ควร และไม่คุ้มค่ากับงบประมาณที่ได้รับ (2) การพัฒนาที่สำคัญ คือ ผู้บริหารขององค์การบริหารส่วนตาบลเชียงดาว ควรให้ความสนใจต่อการปฏิบัติงานเพิ่มมากขึ้น รวมทั้งควรเพิ่มประสิทธิภาพในการอำนวยความสะดวกและให้บริการประชาชนเพื่อให้คุ้มค่ากับงบประมาณที่ได้รับ และ (3) ยุทธศาสตร์การพัฒนาการบริหารจัดการที่สำคัญ คือ การกำหนดเป็นยุทธศาสตร์ให้องค์การบริหารส่วนตำบลเชียงดาว มีการปฏิบัติงานตามแนวทางการบริหารกิจการบ้านเมืองที่ดี

The main objectives of this study were to analyze (1) problems of management administration regarding facilitating and serving the people of the Chiang Dao Sub - district Administrative Organization in Chiang Dao District of Chiang Mai Province, (2) development of management administration regarding facilitating and serving the people of the Chiang Dao Sub - district Administrative Organization, and (3) strategies of the development of management administration regarding facilitating and serving the people of the Chiang Dao Sub - district Administrative Organization. This study was a survey research using questionnaires which passed try out including validity check and reliability check at 0.97 level. Total samples of 1,017 divided into (1) 16 Sub - district and Village Headmen and (2) 1,001 people in the areas of the Chiang Dao Sub - district Administrative Organization in Chiang Dao District, calculated by Taro Yamane’s formula at the confidence level 95%. The amount of field data return was 938, making 92.23 % of the total samples. Statistics used for data analysis were percentage, arithmetic mean, standard deviation, and t-test. Moreover, in-dept interview of experts was also applied. The study results showed that (1) the important problem was the Chiang Dao Sub - district Administrative Organization’s facilities and serving the people was inefficient as it should and was not worthwhile with budget received; and (2) the important development was the chief executives of the Chiang Dao Sub - district Administrative Organization should emphasize on performances including increase the facilities and serving the people’s efficiencies to provide the worthwhile budget received; and (3) the important strategy of the development of management administration was to establish a strategy of the Chiang Dao Sub - district Administrative Organization’s performance following the Good Governance guideline.
