Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความคิดเห็นเกี่ยวกับปัจจัยสภาพแวดล้อมภายในและปัจจัยสภาพแวดล้อมภายนอกด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ (2) ระดับผลสัมฤทธิ์ด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ (3) ความสัมพันธ์ระหว่างปัจจัยสภาพแวดล้อมภายในและปัจจัยสภาพแวดล้อมภายนอกกับผลสัมฤทธิ์ด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ และ (4) ปัญหาและเสนอแนะแนวทางการส่งเสริมการจัดการความรู้ของบุคลากรกรมสรรพาวุธทหารอากาศ การศึกษานี้เป็นการวิจัยแบบผสมวิธี ประชากรที่ใช้ในการศึกษาวิจัยเชิงปริมาณ คือ บุคลากรในกรมสรรพาวุธทหารอากาศ จำนวน 1,414 คน โดยศึกษาจากกลุ่มตัวอย่าง จำนวน 283 คน ที่กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตร ทาโร ยามาเน การเก็บกลุ่มตัวอย่างข้อมูลใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิและสุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้คือแบบสอบถาม สำหรับการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลหลักคือ บุคลากรที่รับผิดชอบงานจัดการความรู้ภายในกรมสรรพาวุธทหารอากาศ จำนวน 3 คน ใช้วิธีการสุ่มตัวอย่างแบบเจาะจง เครื่องมือที่ใช้เก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์แบบมีโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) ระดับความคิดเห็นเกี่ยวกับปัจจัยสภาพแวดล้อมภายในและปัจจัยสภาพแวดล้อมภายนอกด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ อยู่ในระดับมาก (2) ระดับความคิดเห็นเกี่ยวกับการปฏิบัติเกี่ยวกับผลสัมฤทธิ์ด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ อยู่ในระดับมาก (3) ปัจจัยสภาพแวดล้อมภายในมีความสัมพันธ์เชิงบวกในระดับปานกลางกับผลสัมฤทธิ์ ด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ และปัจจัยสภาพแวดล้อมภายนอกมีความสัมพันธ์ เชิงบวกในระดับสูงกับผลสัมฤทธิ์ด้านการจัดการความรู้ของกรมสรรพาวุธทหารอากาศ และ (4) ปัญหาสำคัญที่พบ คือ เทคโนโลยีสำหรับการจัดการความรู้ยังล้าสมัย มีข้อมูลกระจายกระจาย จึงควรพัฒนาระบบเครือข่ายคอมพิวเตอร์ให้ทันสมัยและควรจัดการจัดความรู้ให้เป็นหมวดหมู่ สามารถสืบค้นและเข้าถึงง่าย
This study aimed to study (1) to study opinion level of internal and external environmental factors regarding knowledge management of the Directorate of Armament, Royal Thai Air Force (2) level of knowledge management achievement of the Directorate of Armament, Royal Thai Air Force (3) the relationship between internal and external environmental factors and the achievement of knowledge management of the Directorate of Armament, Royal Thai Air Force, and (4) problems and recommendation guidelines of knowledge management achievement of the Directorate of Armament, Royal Thai Air Force. This study was a mixed method research. The population was divided into 2 groups. The population for quantitative research was the officers of the Directorate of Armament, Royal Thai Air Force, totally 1,414 officers. The sample size was calculated by using Taro Yamane formula and obtained 283 samples. The sampling methods were stratified random and accidental sampling method. The research tool was a questionnaire. For qualitative research, the qualifications of key informants were 3 persons whose position related to knowledge management task with purposive sampling method. The research tool was a structured interview form. The statistics for quantitative data analysis comprised of frequency, mean, percentage, standard deviation and the correlation coefficients of Pearson. For qualitative data analysis employed content analysis. The results of this study revealed that (1) opinion level of internal and external environmental factors regarding knowledge management of the Directorate of Armament, Royal Thai Air Force was at high level (2) level of knowledge management achievement of the Directorate of Armament, Royal Thai Air Force was at high level (3) internal environmental factors correlated positively at medium level with the achievement of knowledge management while external environmental factors correlated positively at high level with the achievement of knowledge management of the Directorate of Armament, Royal Thai Air Force, and (4) main problems were the out-of-date technology for knowledge management and data was scattered. The recommendation for development were there should provide modern computer network system and categorized data system in order to easy access and searching.
