Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ (1) ศึกษาผลสัมฤทธิ์ของการปฏิบัติงานของพนักงานธนาคารออมสินภาค 8 (2) ศึกษาปัจจัยที่ส่งผลสัมฤทธิ์ต่อการปฏิบัติงานของพนักงานธนาคารออมสิน ภาค 8 (3) ศึกษาปัญหาและอุปสรรคในการปฏิบัติงานของพนักงานธนาคารออมสิน ภาค 8 (4) เสนอแนะแนวทางที่จะทำให้การปฏิบัติงานของพนักงานธนาคารออมสิน ภาค 8 มีผลสัมฤทธิ์ที่สูงขึ้น การศึกษาวิจัยครั้งนี้ เป็นการวิจัยเชิงสำรวจ ที่เน้นการวิจัยเชิงปริมาณและการวิจัยเชิงคุณภาพ ประชากร
คือพนักงานธนาคารออมสิน ภาค 8 รวมจำนวนประชากร 789 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ใช้รวบรวมข้อมูลทั้งเชิงปริมาณและเชิงคุณภาพ โดยสำรวจความคิดเห็นจากกลุ่มตัวอย่างที่เป็นพนักงานธนาคารออมสิน ภาค 8 จำนวน 266 คน ด้วยวิธีการสุ่มตัวอย่างแบบชั้นภูมิ และแบบสัมภาษณ์ ใช้ในการรวบรวมข้อมูลเชิงคุณภาพโดยการสัมภาษณ์เชิงลึกผู้อำนวยการธนาคารออมสินภาค 8 สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ โดยการวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์ถดถอยเชิงพหุแบบขั้นตอน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์ข้อมูลโดยใช้กรอบแนวคิดการวิเคราะห์เทคนิค สวอท และจำแนกข้อมูลอย่างเป็นระบบ ผลการวิจัยพบว่า (1) ระดับผลสัมฤทธิ์ในการปฏิบัติงานของพนักงานธนาคารออมสิน ภาค 8 มีไม่ต่ำกว่าร้อยละ 80 อย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 และพบว่า ระดับผลสัมฤทธิ์ในการปฏิบัติงานของพนักงาน ธนาคารออมสิน ภาค 8 แต่ละสำนักงานมีความแตกต่างกัน (2) ปัจจัยด้านระบบประเมินคุณภาพรัฐวิสาหกิจ ปัจจัยด้านแรงจูงใจ ปัจจัย ด้านสมรรถนะ ปัจจัยด้านการจัดการเชิงกลยุทธ์ เป็นปัจจัยที่มีความสัมพันธ์เชิงบวกและมีอิทธิพลต่อ ผลสัมฤทธิ์ในการปฏิบัติงานของพนักงานธนาคารออมสินภาค 8 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) ปัญหาและอุปสรรคในการปฏิบัติงานของพนักงานธนาคารออมสินภาค 8 มาจากปัจจัยทั้งภายในและภายนอกปัจจัย ภายนอกที่ส่งผลกระทบต่อการทำงาน ได้แก่ ความเสี่ยงด้านตลาด เช่น การเปลี่ยนแปลงของอัตราดอกเบี้ย ความผันผวนของอัตราแลกเปลี่ยนเงินตราต่างประเทศ รวมไปถึงสถานการณ์ทางการเมือง และภาวะเศรษฐกิจโดยรวม ปัจจัย ภายในที่ส่งผลกระทบต่อการทำงานได้แก่ พนักงานขาดทักษะ ความรู้ ความชำนาญทำให้เกิดความล่าช้าในการปฏิบัติงานระบบสารสนเทศไม่เอื้อต่อการปฏิบัติงานผลิตภัณฑ์ไม่ตรงกับ ความต้องการของลูกค้า มีคู่แข่งขัน จำนวนมากทั้งทางตรงและทางอ้อม และข้อจำกัดทาง กฎ ระเบียบ คำสั่ง ข้อบังคับ ของธนาคาร (4) ข้อ เสนอแนะในการนำนโยบายและมาตรการต่างๆ เพื่อให้ผลการปฏิบัติงานของพนักงานธนาคารออมสินภาค 8 มีผลสัมฤทธิ์ที่เพิ่มสูงขึ้น ควรให้ความสำคัญกับการนำ ระบบประเมินคุณภาพรัฐวิสาหกิจ หลักด้านแรงจูงใจ หลักสมรรถนะ และหลักการจัดการเชิงกลยุทธ์ มาใช้เป็นกรอบในการบริหารการปฏิบัติงานของพนักงานธนาคารออมสินภาค 8
The objectives of this research are to (1) study the performance achievement of the Government Saving Bank Officer Region 8, (2) study factors affecting the performance achievement of the Government Saving Bank Officer Region 8, (3) study problems and obstacles in the performance of the Government Saving Bank Officer Region 8, and (4) suggest ways to enhance the performance achievement of the Government Saving Bank Officer Region 8. This is a survey research emphasizes on quantitative and qualitative approach. Population is the Government Saving Bank Officer Region 8 with total of 789 persons. The research tools are questionnaires for collecting both the quantitative and qualitative data through surveying opinions of the samples who are officers of the Government Saving Bank Region 8 with total of 266 persons sampling method is stratified random sampling. Qualitative data are collected by in-depth interview of Director of the Government Saving Bank Region 8. The statistics used for the quantitative data are frequency, percentage, mean, standard deviation, and t-test and F-test by One Way ANOVA as well as stratified multiregression analysis. Qualitative data are analyzed using the SWOT analysis and the typological analysis. Results show that (1) level of the performance achievement of the Government Saving Bank Officer Region 8 is not less than 80 percent with statistical significance at 0.05, level of the performance achievement of the Government Saving Bank Officer Region 8 at each office is different, (2) the factors such as the state enterprise quality assessment system, motivations, competency, and strategic management are considered as factors having positive relationship and influence to the performance achievement of the Government Saving Bank Officer Region 8 with statistical significance at 0.05;(3) the problems of the performance of the Government Saving Bank Officer Region 8 come from the internal factors and external factor. The external factors that affected working performance is marketing risks for example the change of interest rates, the fluctuation in foreign currency exchange rates, including the political and economic situation. The internal factors that affected to working performance are the employees lack of skill, knowledge, and expertise which causes the operational delays, the information technology system is not suitable for employees, the product is not meet the customer’s demand, there are a lot of direct and indirect competitors, and the last internal factor is the restrictions on the rules and regulations of the bank; and (4) From this research, there are some suggestions on implementing the policy and different measures in order to enhance the performance achievement of the Government Saving Bank Officer Region 8 in which is, the authority concerned should prioritize the using of government enterprise quality assessment system, motivation, competency, and strategic management as framework in administration of the performance of the Government Saving Bank Officer Region 8
