การวิเคราะห์การบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาการบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากร (2) แนวทางการเพิ่มศักยภาพในการบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากร และ (3) ภาพรวมแนวโน้มของการบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากรการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามเป็นเครื่องมือสำหรับการเก็บรวบรวมข้อมูลสนาม แบบสอบถามได้ผ่านการทดสอบ รวมทั้งผ่านการทดสอบความเที่ยงตรงและความเชื่อถือได้ที่ระดับ 0.92 สำหรับกลุ่มตัวอย่าง คือ ข้าราชการกรมศุลกากรที่ปฏิบัติงานในสำนักงานศุลกากรส่วนกลางเขตกรุงเทพมหานคร และเขตปริมณฑล รวมทั้งที่ปฎิบัติงานในสำนักงานศุลกากรส่วนภูมิภาค รวมทั้งสิ้น 1.103 คน ได้แบบสอบถามกลับคืนมา 1.009 ชุด คิดเป็นร้อยละ 91.48 ของกลุ่มตัวอย่างทั้งหมด ข้อมูลจากแบบสอบถามได้ถูกนำมาวิเคราะห์ด้วยสถิติ คือค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีผลการศึกษาพบว่า (1) ปัญหาที่สำคัญ คือ การขาดการประเมินผลแผนในการนำระบบศุลกากรอิเล็กทรอนิกส์มาให้บริการ (2) แนวทางการเพิ่มศักยภาพในการบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากรที่สำคัญคือ ผู้บริหารของกรมศุลกากรควรกำหนดแผนและมาตรการที่ชัดเจนและต่อเนื่องเพื่อเป็นแนวทางในการประเนินผลแผน และ (3) ภาพรวมแนวโน้มของการบริหารจัดการที่สำคัญในอนาคต คือ ประสิทธิภาพในการบริหารจัดการด้วยระบบศุลกากรอิเล็กทรอนิกส์ของกรมศุลกากรในอนาคตมีแนวโน้มสูงกว่าในปัจจุบัน

The mam purposes of this study were to examine (1) the problems of management administration by the Electronic Customs System of the Customs Department, (2) the increase of management administration potentials guidelines by the Electronic Customs System of the Customs Department, and (3) the overview trends of the management administration by the Electronic Customs System of the Customs Department. This study was a survey research by using questionnaires. The questionnaires were being pre-tested for validity and 0.92 level of reliability. The samples of 1,103 divided into die officials of the Customs Department in Head office in Bangkok Metropolis and area nearby including in the Regional Offices of the Customs Department. 1,009 sets of questionnaire, equal to 91.48% of all samples were gathered back. Data from the collected questionnaires was analyzed by the statistics: percentage, mean, standard deviation, and t-test. The study results found that (1) the main problem was the lack of plan evaluation of applying the Electronic Customs System to services; (2) the major guideline of increasing the management administration potentials by the Electronic Customs System of the Customs Department was the executives of the Customs Department should establish the explicit and continuing plans and measures for plan evaluation; and (3) the major overview trend was the efficiencies of the management administration by the Electronic Customs System of the Customs Department in the future trend to higher than the present.
