ผลสัมฤทธิ์ในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับผลสัมฤทธิ์ในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี (2) ปัจจัยที่มีอิทธิพลต่อผลสัมฤทธิ์ในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี (3) ศึกษาจุดแข็ง จุดอ่อน โอกาส และข้อจำกัด โดยภาพรวมในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี (4) เพื่อเสนอแนะกลยุทธ์ในการปรับปรุงการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี รูปแบบการวิจัยใช้การวิจัยเชิงสำรวจ เน้นการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ ประชากรที่ศึกษาคือ องค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี จำนวน 86 แห่ง ซึ่งมีตัวแทนเป็นพนักงานส่วนตำบลทั้งหมด 1,154 คน กลุ่มตัวอย่างที่นำมาศึกษาในครั้งนี้ คือองค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี จำนวน 70 แห่ง โดยมีตัวแทนเป็นพนักงานส่วนตำบล จำนวน 297 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถาม และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และการวิเคราะห์ถดถอยเชิงพหุโดยวิธีขั้นตอน ส่วนการวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์ SWOT ผลการวิจัย พบว่า (1) ระดับผลสัมฤทธิ์ในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี มีมากกว่าร้อยละ 70 (2) ปัจจัยด้านการบริหารมุ่งผลสัมฤทธิ์ ปัจจัยด้านการบริหารเชิงกลยุทธ์ ปัจจัยด้านการบริหารกิจการบ้านเมืองที่ดี และปัจจัยด้านแรงจูงใจในการทำงาน มีอิทธิพลต่อผลสัมฤทธิ์ในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (3) จุดแข็งในการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี คือ มีการให้บริการสาธารณะด้วยความรวดเร็ว ทันใจ จุดอ่อน คือ ขาดความพร้อมทางด้านงบประมาณและวัสดุอุปกรณ์ สำหรับการให้บริการประชาชน โอกาส คือ สามารถเปิดโอกาสให้ประชาชนเข้ามามีส่วนร่วมในการให้บริการสาธารณะทุกขั้นตอน และ (4) กลยุทธ์ในการปรับปรุงการให้บริการสาธารณะขององค์การบริหารส่วนตำบลในเขตจังหวัดสุพรรณบุรี คือ ควรส่งเสริมการออกให้บริการประชาชนนอกสถานที่ เพื่อส่งเสริมการมีส่วนร่วมของประชาชน ส่งเสริมการพัฒนาบุคลากรให้มีความรู้ด้านกฎหมาย ระเบียบ แนวทางปฏิบัติในการปฏิบัติงานการให้บริการสาธารณะ มีการนำความต้องการของประชาชนมาเป็นแนวทางในการให้บริการสาธารณะ และควรดำเนินการให้บริการสาธารณะโดยมีการบูรณาการร่วมกับหน่วยงานอื่น

The objectives of this study were (1) to study the achievement in the provision of public services of Tambon Administrative Organizations, Suphan Buri province (2) to study the factors affecting the achievement in the provision of public services of Tambon Administratine Organizations, Suphan Buri province (3) to study strength, weakness, opportunity and threat of public services of Tambon Administrative Organizations, Suphan Buri province and (4) to recommend strategies for improvement of the provision of public services of Tambon Administrative Organizations, Suphan Buri province. The research was a survey research, quantitatively and qualitatively. Population consisted of 86 Tambon Administrative Organizations, of which 1,154 officials represented. Samples were 70 organizations and 297 officials. Instruments used were questionnaire and interview. Statistical tools employed were percentage, mean, standard deviation, t-test, F-test, stepwise multiple regression and SWOT analysis to analyze qualitative data. The result found that (1) level of the operational achievement of public services of Tambon Administration Organization, Suphan Buri province was more than 70 %, (2) four factors consisted of result-based management, strategic management, good governance and work motivation affected the achievement in the operation of public services of Tambon Administration Organizations, Suphan Buri province with .05 level of statistical significance and (3) strength of public services of Tambon Administration Organizations, Suphan Buri province was speedy services, weakness was lack of budget and materials, opportunity was the ability to provide an opportunity for public participation in all process steps, and threat was lack of public cooperation (4) strategies for improvement included: the organizations should arrange mobile public services so public participation could be encouraged, officials should be provided with development on laws involved, together with regulations, and operations procedure in public services; people requirements should be brought into consideration while the integration with other organizations on rendering services to the public should also be organized.
