ประสิทธิภาพการปฏิบัติงานของพนักงานแผนกบัญชีและประมวลผลการไฟฟ้าส่วนภูมิภาค

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการของเทศบาลเมืองราชบุรี (2) การพัฒนาประสิทธิภาพในการบริหารจัดการของเทศบาลเมืองราชบุรีและ (3) แนวโน้มของประสิทธิภาพในการบริหารจัดการของเทศบาลเมืองราชบุรีการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบรวมทั้งการหาค่าความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.93 สำหรับกลุ่มตัวอย่างได้แก่ บุคลากรที่ปฎิบัติงานในเทศบาลเมืองราชบุรีทั้งฝ่ายการเมือง และฝ่ายประจำ รวมทั้งประชาชนที่อยู่ในเขตเทศบาลเมืองราชบุรี รวมกลุ่มตัวอย่าง 1,540 คน เก็บรวบรวมแบบสอบถามกลับคนมาได้ 1,356 ชุด คิดเป็นร้อยละ 88.05 ของแบบสอบถามทั้งหมด ส่วนสถิติที่ใช้คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน หรือ S.D. และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาสำคัญคือ บุคลากรบางส่วนของเทศบาลเมืองราชบุรีไม่เข้าใจในความหมายและทิศทางของนโยบายของเทศบาลเมืองราชบุรีอย่างชัดเจน (2) แนวทางการพัฒนาที่สำคัญคือ เทศบาลเมืองราชบุรีควรกำหนดนโยบายที่คำนึงถึงความต้องการของประชาชนเพิ่มมากขึ้นและ (3) แนวโน้มของประสิทธิภาพในการบริหารจัดการของเทศบาลเมืองราชบุรีที่สำคัญคือ เทศบาลเมืองราชบุรีมีแนวโน้มที่จะกำหนดนโยบายที่คำนึงถึงความต้องการของประชาชนเพิ่มขึ้นกว่าในปัจจุบัน

The main objectives of this study were to study (1) problems of management administration efficiencies of Ratchaburi Town Municipality, (2) the development of management administration efficiencies of Ratchaburi Town Municipality, and (3) trend of management administration efficiencies of the Ratchaburi Town Municipality. This study was a survey research using questionnaires which were pretested and checking for validity and 0.93 level of reliability. Samples of 1,540 were political and permanent municipality officials as well as the people in Ratchaburi Town Municipality area. 1,356 or 88.05% of questionnaires were retrieved. Statistical tools employed were percentage, mean, standard deviation, and t-test. In-dept interview was also applied. The study results found that (I) the important problem was some municipality officials did not clearly understand meanings and policy directions of Ratchaburi Town Municipality; (2) the important development guidelines was Ratchaburi Town Municipality should increasingly establish policies emphasizing on people needs, and (3) the important trend of management administration efficiencies of Ratchaburi Town Municipality was the Municipality nowadays had tendency to formulate policy according to people needs more than that in the past.
