Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) วิธีการเคลื่อนไหวเรียกร้องทางการเมืองของกลุ่มผู้ชุมนุมชาวสวนยางพาราในจังหวัดประจวบคีรีขันธ์ กรณีปัญหาราคายางพาราตกต่ำ (2) แนวทางในการแก้ไขปัญหาการออกมาเคลื่อนไหวเรียกร้องของกลุ่มผู้ชุมนุมชาวสวนยางพารา การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ประชากรกลุ่มตัวอย่างในการวิจัย จำนวน 3 กลุ่ม โดย เลือกจากกลุ่มตัวอย่างอย่างเฉพาะเจาะจง ได้แก่ แกนนำกลุ่มผู้ชุมนุมชาวสวนยางพารา จำนวน 3 คน ผู้ชุมนุมที่เป็นเกษตรกรผู้ปลูกยางพารา จำนวน 5 คน เจ้าหน้าที่ของรัฐที่เกี่ยวข้องกับการชุมนุม จำนวน 7 คน รวมทั้งสิ้น 15 คน มีการรวบรวมข้อมูลจากการสัมภาษณ์โดยใช้แบบสัมภาษณ์ เป็นเครื่องมือในการวิจัย แล้วนำข้อมูลที่ได้มาวิเคราะห์เชิงพรรณนา ผลการวิจัยพบว่า (1) การเคลื่อนไหวเรียกร้องทางการเมืองในการแก้ไขปัญหาราคายางพาราตกต่ำ ทางกลุ่มผู้ชุมนุมจะใช้วิธีการดึงมวลชนในพื้นที่เพื่อเข้ารวมชุมนุมเคลื่อนไหวเรียกร้อง โดยมีการเสนอข้อต่อรองและข้อเรียกร้องให้รัฐบาลแก้ไขปัญหาเรื่องราคายางพาราที่ตกต่ำและใช้วิธีการชุมนุมประท้วงโดยการปิดถนนเพื่อให้รัฐบาลทำตามข้อเรียกร้องดังกล่าว (2)
รัฐบาลใช้วิธีการแก้ไขปัญหาโดยการเจรจาพูดคุย การบังคับใช้กฎหมายในการสลายการชุมนุมเพื่อขอคืนพื้นที่จราจร และการออกนโยบายให้ความช่วยเหลือแก่เกษตรกรผู้ปลูกยางพารา
The objective of this research was to study: (1) How to claim political movement of Rubber Planter in Prachuap Khiri Khan Province in case of price slump; (2) Approach to the problem of moving out of the crowd demanded rubber planter \This was a qualitative research base on documents and in-depth interviews with a sample population of 3 Group chosen through purposive sampling. The samples consisted of vocal muster rubber planter 3 persons, rubber planter 5 person, state officials involved in the rally 7 person. A total of 15 people. Data were collected using interview forms and analyzed using content analysis and descriptive analysis. The results showed that (1) Movement Political Demands to fix Rubber price on the decline of Rubber Planter to draw people to the area and join the movement demanded, The proposed bargaining and demands to Government to resolve the issue price slump and use the protester by closing the street to comply with such demands; (2) Government solution to problems by negotiating, Chat Law enforcement in the crackdown to restore traffic areas and issue the policy to assist Rubber Planter.
