การบริหารจัดการเพื่ออำนวยความสะดวกและให้บริการประชาชนของเรือนจำกลางขอนแก่น

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการเพื่ออำนวยความสะดวกและให้บริการประชาชนของเรือนจำกลางขอนแก่น (2) แนวทางการพัฒนาการ บริหารจัดการเพื่ออำนวยความสะดวกและให้บริการประชาชนของเรือนจำกลางขอนแก่น และ (3) ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญทาให้แนวทางการพัฒนาการบริหารจัดการเพื่อ อำนวยความสะดวกและให้บริการประชาชนของเรือนจำกลางขอนแก่นประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.89 สำหรับกลุ่มตัวอย่าง คือ ประชาชนที่มาใช้บริการในเขตพื้นที่ของเรือนจำกลางขอนแก่น จำนวน 1,100 คนซึ่งได้มาจากการใช้สูตรการหาขนาดของกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 915 ชุด คิดเป็นร้อยละ 83.18 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าทีนอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาที่สำคัญ คือ เรือนจำกลางขอนแก่นปฏิบัติงานเพื่ออำนวย ความสะดวกและให้บริการประชาชนโดยไม่ถือว่าประชาชนที่มาใช้บริการเป็นศูนย์กลาง (2) แนวทางการพัฒนาที่สำคัญ คือ ผู้บริหารของเรือนจำกลางขอนแก่นควรมีนโยบายและกำหนดเป้าหมาย ที่ชัดเจนและต่อเนื่องเพื่อสนับสนุนการปฏิบัติงานที่อำนวยความสะดวกและให้บริการประชาชนและ (3) ปัจจัยภายในและปัจจัยภายนอกที่สำคัญ คือ การมีข้าราชการที่มีจิตสำนึกที่ดีต่อการ ปฏิบัติงานที่อำนวยความสะดวกและให้บริการประชาชน รวมทั้งการได้รับการสนับสนุนด้านงบประมาณอย่างเพียงพอ

The main objectives of this study were to study (1) problems of the management administration for facilitating and serving the people of the KhonKaen Central Prison, (2) development guidelines of management administration for facilitating and serving the people of the KhonKaen Central Prison, and (3) internal and external factorstaking important parts of the success of the development of management administration guidelines for facilitating and serving the people of the KhonKaen Central Prison. This study was a survey research using questionnaires which passed pretest and validity checkincluding reliability check at 0.89 level. The sample groups of 1,100 were the people as services users in areas of the KhonKaen Central Prison, calculated by Taro Yamane’s formula at the confidence level 95%. The 915 sets of questionnaire were collected, equal to 83.18 of the total samples. Statistics used were percentage, mean, standard deviation, and t-test. Moreover, in-dept interview of experts was also employed. The study results showed that (1) the important problem was the KhonKaen Central Prison’s facilitating and serving to the people was unfocused on the people-centered; (2) the important development guideline was the KhonKaen Central Prison’s executives should establish policy and set up clear and continuous targets to promote the operations of facilitating and serving to the people; and (3) the important of internal and external factors were the government officials with good consciousness of performances supporting the facilitating and serving the people,including the sufficient budget supporting.
