การสร้างฐานอำนาจทางการเมืองของกลุ่มธุรกิจในการเมืองระดับท้องถิ่นของไทย : ศึกษาเฉพาะกรณีกลุ่มการเมืองท้องถิ่น ในเทศบาลตำบลกะรนจังหวัดภูเก็ต

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) วิธีการสร้างฐานอำนาจทางการเมืองของกลุ่มการเมืองห้องถิ่น (2) ปัจจัยในการสร้างฐานอำนาจทางการเมืองของกลุ่มการเมืองท้องถิ่น ผลการวิจัยพบว่า (1) วิธีการสร้างฐานอำนาจทางการเมืองในท้องถิ่นของกลุ่มการเมืองท้องถิ่นมี 4 วิธี คือการให้ผลประโยชน์ตอบแทนโดยแบ่งเป็นการตอบแทนภายในองค์กรเทศบาลและภายนอกองค์กรเทศบาล การให้การศึกษาอบรมเพิ่มความรู้ในด้านอาชีพ การใช้ระบบอุปถัมภ์เป็นการอุปถัมภ์อย่างชอบธรรมโดยใช้อำนาจหน้าที่ การใช้ความสัมพันธ์ทางเครือญาติที่มีลักษณะในเชิงอุปถัมภ์ (2) ปัจจัยในการสร้างฐานอำนาจทางการเมืองในห้องถิ่น ได้แก่ ความมีภาวะการเป็นผู้นำของกลุ่มการเมืองท้องถิ่น ความอาวุโสของหัวหน้ากลุ่มที่ได้รับการเลือกตั้งมาหลายสมัย และการที่กลุ่มการเมืองท้องถิ่นมีเครือญาติอาศัยอยู่ในพื้นที่ ทำให้การปฎิสัมพันธ์ของนักการเมืองห้องถิ่นกับประชาชนเป็นไปในลักษณะที่ดีต่อกัน

The objectives of this research were to study (1) the methods used by local politicians to build a political power base; and (2) the factors that affected this process. The results showed that (1) the local politicians used 4 methods to build a political power base: by giving benefits internally (within the municipal organization) and externally (outside the municipal organization); by providing professional training and education; by using the system of mutual obligations in a legitimate way; and by using a network of familial relations; (2) The factors that affected the building of a political power base by local politicians were the politicians’ leadership qualities, the seniority of group leaders who had been re-elected many times, and the large number of local politicians’ relatives living in the area, which contributed to good interaction between politicians and citizens.
