บทบาทผู้นำทางการเมืองของ พ.ต.ท.ทักษิณ ชินวัตร กับการพัฒนาการทางการเมืองในระบอบประชาธิปไตย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทที่สนับสนุนและบทนาทที่เป็น อุปสรรคต่อการพัฒนาการทางการเมืองในระบอบประชาธิปไตยของ พ.ต.ท.ทักษิณ ชินวัตร (2) ศึกษาสาเหตุและผลกระทบที่เกิดขึ้นทางการเมืองการปกครองภายใต้ผู้นำทางการเมืองของ พ.ต.ท.ทักษิณ ชินวัตร เป็นผลบวกหรือผลลบต่อการพัฒนาการทางการเมืองในระบอบ ประชาธิปไตยโดยจะทำการวิจัยเฉพาะช่วง 4 ปีแรกของการเป็นรัฐบาล ผลการวิจัยพบว่า (1) บทบาทที่สนับสนุนต่อการพัฒนาการทางการเมืองในระบอบ ประชาธิปไตยของ พ.ต.ท.ทักษิณ ชินวัตร คือ นโยบายประชานิยม ซึ่งเป็นนโยบายที่ทำให้ ประชาชนได้มีส่วนร่วมในการร่วมคิด ร่วมทำ ร่วมแก้ปัญหา ซึ่งเป็นการเรียนรู้การมีส่วนร่วมทางการเมืองของประชาชน (2) บทบาทที่เป็นอุปสรรคต่อการพัฒนาการทางการเมืองในระบอบประชาธิปไตยของ พ.ต.ท.ทักษิณ ชินวัตร คือการใช้อำนาจทางการเมืองในลักษณะอัตตาธิปไตยหรือเผด็จการอำนาจนิยมมากกว่าลักษณะประชาธิปไตย ในการบริหารงานของรัฐบาลมีนโยบายหลายนโยบายมีแนวทางตรงข้ามกับคุณธรรมและจริยธรรม เช่น การปราบปรามยาเสพติดและผู้มีอิทธิพล มีผู้เสียชีวิตจำนวนมากโดยไม่ทราบสาเหตุและไม่เป็นไปดามกระบวน การยุติธรรม มีการดึงตัว ส.ส.จากพรรคการเมืองอื่น พร้อมทั้งมีการชุกหุ้นโดยโอนให้แก่บุคคลใกล้ชิด ฯลฯ รัฐบาลได้รวมกลุ่มทุนเข้ามามีอำนาจทางการเมืองโดยตรง และมีอิทธิพลในการกำหนดนโยบายของรัฐบาลประชาชนจงมีสิทธิเฉพาะเมื่อไปใช้สิทธิเลือกตั้ง (3) สาเหตุและผล กระทบที่เกิดขึ้นทางการเมืองการปกครองภายใต้ผู้นำทางการเมืองของ พ.ต.ท.ทักษิณ ชินวัตร มีผลการวิจัยออกมาเชิงลบมากกว่า เชิงบวก ต่อการพัฒนาการทางการเมืองในระบอบประชาธิปไตยในเฉพาะช่วง 4 ปีแรกของการเป็นรัฐบาล พ.ต.ท.ทักษิณ ชินวัตร ได้ให้ความสำกัญกับการมีส่วนร่วมทางการเมืองอยู่ในระดับตํ่าปกครองประเทศแบบรวมศูนย์อำนาจการตัดสินใจแต่ผู้เดียว (แบบอัตตาธิปไตย) หรืออำนาจนิยม

The purposes of this research are (1) To study the support and obstacle roles that effected Police Lientenant Colonel Thaksin Chinnawatra’s political development in the democracy. (2) To study the polical causes and effects occurred while Police Lientenant Colonel Thaksin Chinnawatra had led the government which were positively or negatively effected to the political development in the democracy during the 4 years of being the government. The results of the reasearch arc (1) The roles that supported Police Lientenant Colonel Thaksin Chinnawatra’s political development in the democracy was populism policy which made people participating in thinking, doing and solving problems which were people’s learning and co-operating in politics. (2) The obstacle role was the use of political power in autocratic or dictatorial more than democratic form in the government's administration. There were many government policies. Which were opposite to the virtue and morality such as drun and influenced person subduccing which many people were killed illegally, pulling the representatives from the other political parties, include, that hide the stock by transferring for near stock-holder etc. The government had gathered the groups of capitalists to become powerful in politics. Those groups influenced in setting the government policies so that people had just the right to go to the election and waiting for the government’s public policies. (3) It was found that there were more negative canscs and effects than the positive ones in the political development in the democracy. During the 4 year of Thaksin’s government, he gave the importance in political participating in low level. He centralized everything by himself or being autocratic.
