Abstract
การวิจัยเรื่อง ความพร้อมในการบริหารจัดการต่อการนำระบบบริหารมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือมีวัตถุประสงค์ 1) เพื่อศึกษาความพร้อมของส่วนงานต่าง ๆ ในการบริหารจัดการต่อการนำระบบบริหารมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือ 2) เพื่อศึกษาถึงตัวแปรที่มีอิทธิพลต่อความพร้อมในการบริหารจัดการต่อการนำระบบบริหารมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือ 3) เพื่อศึกษาถึงปัญหาอุปสรรค ในการบริหารจัดการต่อการนำระบบบริหารมุ่งผลสัมฤทธิ์มาใซ้ในกองทัพเรือ 4) เพื่อเสนอแนะแนวทางแก้ไขและพัฒนาการบริหารมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือการวิจัยนี้เป็นการวิจัยเชิงสำรวจโดยสุ่มตัวอย่างที่เป็นข้าราชการกองทัพเรือจำนวน 2 กลุ่ม คือนายทหารสัญญาบัตร และนายทหารประทวนโดยกำหนดตัวอย่างตามสูตรของ ทาโร่ ยามาเน่ จำนวน 390 คน และสัมภาษณ์เจ้าหน้าที่จากส่วนงานของกองทัพเรือ 4 ส่วน ๆ ละ 3 คน รวม 12 คน เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถามและแบบสัมภาษณ์ โดยนำมาวิเคราะห์ข้อมูล และใช้โปรแกรมสำเร็จรูปทางสถิติ สถิติที่ใช้ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ค่าสถิติ เอฟเทส การวิเคราะห์ความแปรปรวนทางเดียว การวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1) ความพร้อมในการบริหารจัดการต่อการนำระบบบริหารมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือของส่วนงานต่าง ๆ มีความพร้อมที่ไม่แตกต่างกัน 2) การทดสอบความสัมพันธ์ระหว่างตัวแปรอิสระและตัวแปรตามพบว่ามีตัวแปรอิสระจำนวน 7 ตัวแปร ได้แก่ ความรับผิดชอบ การประเมินผล การจัดองค์การ การมีส่วนร่วม ความชัดเจนของนโยบาย เทคโนโลยีสารสนเทศ และการติดต่อสื่อสาร สามารถอธิบายความผันแปรความพร้อมในการบริหารงานมุ่งผลสัมฤทธิ์มาใช้ในกองทัพเรือได้ โดยภาพรวมแล้วสามารถอธิบายตัวแปรตามได้ ร้อยละ 63.97 ณ ระดับนัยสำคัญ 0.05 3) ปัญหาที่พบส่วนใหญ่ คือ บุคลากรขาดความรู้ความเข้าใจ ขาดความรับผิดชอบในการปฏิบัติงาน ขาดการมีส่วนร่วมระหว่างผู้บริหารและผู้ปฏิบัติ ขาดระบบสารสนเทศข้อเสนอแนะในการวิจัยด้านความรับผิดชอบ ให้นำหลักธรรมาภิบาลมาใช้ในการบริหาร รวมทั้งนำหลักของ I AM READY มาเป็นแนวทางในการปฏิบัติ ด้านการประเมินผลให้มีการประเมินผลทุกขั้นตอน ในกรม กอง แผนก รวมทั้งบุคลากรทุกคนในหน่วยงาน ด้านการจัดองค์การ ให้มีการปรับปรุง กฎ ระเบียบ คำสั่ง ข้อบังคับ ให้มีความยืดหยุ่นและทันสมัย รวมถึงการมอบอำนาจหน้าที่ให้เด่นชัดเพื่อสามารถตัดสินใจได้อย่าง
รวดเร็ว ทันเวลา และควรมีการจัดองค์การบางส่วนสำหรับผู้ปฏิบัติเป็นแนวนอน เพื่อสามารถประสานงาน และเปรียบเทียบงานกันได้อย่างต่อเนื่อง ด้านการมีส่วนร่วม ให้มีการส่วนร่วมระหว่างผู้บริหารและผู้ปฏิบัติในการร่วมคิด ร่วมปฏิบัติ ร่วมประเมินผล รวมทั้งจัดทั้งทีมงานในการดำเนินงาน ด้านความชัดเจนของนโยบายสามารถแปลงนโยบายไปเป็นแผน แผนงานและโครงการ ได้อย่างชัดเจน สะดวกต่อการปฏิบัติ ด้านสารสนเทศให้มีระบบสารสนเทศอย่างทั่วถึง มีฐานข้อมูลที่เป็นปัจจุบันสามารถตัดสินใจได้ ด้านการติดต่อสื่อสารมีการสื่อสารทั่วทั้งองค์การและมีการประชาสัมพันธ์ให้ทราบข้อมูลข่าวสาร
The objectives of this research were to 1) study the readiness of the Royal Thai Navy to implement result-based management system 2) study the variables influencing the implementation readiness 3) study the problems that impeded the result-based management system implementation 4) suggest the appropriate solutions to solve the problems of result-based management system implementation in the Royal Thai Navy This study was a survey research. Samples were from two groups of navy officers, 390 naval and non naval altogether, plus 12 officers from 4 departments; 3 from each. Instraments used were questionnaire and interview. Statistics employed were percentile , mean , standard of deviation, F- test, one way analysis of variance and multiple regression analysis The study was found that 1) there were no differences in the readiness of all departments in the Royal Thai Navy to implement result-based management system 2) the correlation test of independent and dependent variables revealed that accountability, performance appraisal, organization, participation, clear policy, information technology and communication could explain the variation of the readiness. In overall view, altogether had the influence of 63.97 % on dependent variables with 0.05 level of significance 3) most problems found were lack of knowledge, accountability, and participation of personnel, and there was als0 problem of appropriate information system. The researcher suggested the followings: on accountability aspect, principles of Good Governance and I AM READY should be applied as operational guideline. As for performance appraisal aspect, all procedures of officers performance in all departments, sections and divisions should be regularly assessed. On organization aspect, all rales and regulations should be revisited and improved in order to be more flexible and up-dated, also personnel should be empowered so consequently quick and in-time decision could be made. Flat organization should be considered and arranged to encourage continual coordination and benchmarking. As for participation aspect, the management and the personnel should participate in thinking, doing, evaluating, and setting up work team. On policy clarification, policy should be easily transformed to plans. programs and projects. On information technology, the access to necessary information should be allowed to all departments, data base should be updated so it would properly support decision making. On communication aspect, organizational messages should be communicated to all personnel and in-house public relations should be disseminate information to all in organization
