Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับผลสัมฤทธิ์ของการนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ (2) ปัจจัยที่มีอิทธิพลต่อผลสัมฤทธิ์ของการนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ (3) แนวทางในการเสริมสร้างผลสัมฤทธิ์ของการนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ การศึกษานี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษา คือ ผู้บริหารองค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ จำนวน 422 คน กลุ่มตัวอย่างที่นำมาศึกษา จำนวน 206 คน เครื่องมือที่ใช้ในการวิจัยคือแบบสอบถาม และแบบสัมภาษณ์ ผู้ให้ข้อมูลคนสำคัญ คือ ผู้แทนผู้ว่าราชการจังหวัดเชียงใหม่ผู้แทนท้องถิ่นจังหวัดเชียงใหม่ ผู้แทนคลังจังหวัดเชียงใหม่ ผู้แทนผู้อำนวยการสำนักตรวจเงินแผ่นดินจังหวัดเชียงใหม่ และผู้แทนผู้อำนวยการสำนักงานป้องกันและปราบปรามการทุจริตแห่งชาติ ประจำจังหวัดเชียงใหม่ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยเชิงพหุคูณแบบขั้นตอน การวิเคราะห์ข้อมูลเชิงคุณภาพใช้การวิเคราะห์ SWOT ผลการวิจัย พบว่า (1) ระดับผลสัมฤทธิ์ของการนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ มีมากกว่าร้อยละ 70 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 (2) ปัจจัยด้านความชัดเจนของกฎหมาย และปัจจัยด้านการบริหารมุ่งผลสัมฤทธิ์ มีอิทธิพลต่อผลสัมฤทธิ์ของ การนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ ร้อยละ 52.60 อย่างมี นัยสำคัญทางสถิติที่ระดับ .05 (3) แนวทางในการเสริมสร้างผลสัมฤทธิ์ของการนำวิธีการทำสัญญาจ้างมาใช้ ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่ควรมีการวางแผนการปฏิบัติงานเพื่อสนับสนุนให้ภาคเอกชนเข้ามามีบทบาทในการลงทุนด้านการบริหารการศึกษา ด้านสาธารณสุข และด้านโครงสร้าง พื้นฐานให้มากขึ้น และควรมีการแก้ไขกฎหมาย ระเบียบ ข้อบังคับให้มีความชัดเจนง่ายต่อการปฏิบัติ ตอบสนองต่อความต้องการของประชาชน เพื่อให้เกิดผลสัมฤทธิ์ในการนำวิธีการทำสัญญาจ้างมาใช้ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดเชียงใหม่เพิ่มสูงขึ้น
The objectives of this research were (1) level of the achievement in provision of the contracting out of local government in Chiang Mai Province, (2) factors affecting the achievement in provision of the contracting out of local government in Chiang Mai Province, and (3) ways to strengthening the achievement in provision of the contracting out of local government in Chiang Mai Province. This research was a survey research. The population was the administrators of local government in Chiang Mai Province with total of 422 persons, from whom 206 were selected as sample. The research tools were uestionnaires and interview forms. The key informants consisted of the representative Chiang Mai Governor, the representative of the Chiang Mai Local government Officer, therepresentative of Chiang Mai Finance Officer, the representative of Office of theAuditor General of Thailand based in Chiang Mai, and the representative of the Office of the National Counter Corruption Commission based in Chiang Mai. Statistics for data analysis included frequency, percentage, mean, and standard deviation as well as stratified multi-regression analysis, while the analysis of qualitative data was made possible through SWOT analysis. The findings showed that (1) level of the achievement in provision of the contracting out of local government in Chiang Mai Province was higher than 70 percent with statistical significance at .05, (2) the precision of law and legitimations and result-oriented administration factors affected the achievement in provision of the contracting out of local government in Chiang Mai Province by 52.60 percent, with statistical significance at .05, and (3) Regards to the ways to strengthening the achievement in provision of the contracting out of local government in Chiang Mai Province, there should be operation planning to support private sector to concentrate on making more investments in terms of educational administration, public health, and infrastructure to the extent that they become obvious and practical so as to respond to the public demands, and enhance the achievement in provision of the contracting out of local government in Chiang Mai Province.
