สมรรถนะที่พึงประสงค์ของหัวหน้าพยาบาลโรงพยาบาลชุมชน สังกัดกระทรวงสาธารณสุข

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ศึกษาสมรรถนะที่พึงประสงค์ของหัวหน้าพยาบาล โรงพยาบาลชุมชน สังกัดกระทรวงสาธารณสุข วิธีการดำเนินการวิจัยโดยใช้เทคนิคเดลฟาย สัมภาษณ์ผู้เชี่ยวชาญด้านการบริหารการพยาบาล และด้านบริหารโรงพยาบาล จำนวน 20 ท่าน เก็บรวบรวมข้อมูล จำนวน 3 รอบ รอบที่ 1 สัมภาษณ์ผู้เชี่ยวชาญโดยใช้แบบสัมภาษณ์ชนิดกึ่งโครงสร้าง นำข้อมูลที่ได้จากการสัมภาษณ์มาวิเคราะห์และสังเคราะห์จัดเป็นหมวดหมู่ สร้างเป็นแบบสอบถามชนิดมาตรประมาณค่า เพื่อให้ ผู้เชี่ยวชาญให้ความคิดเห็น รอบที่ 2 และ รอบที่ 3 ทำการวิเคราะห์ข้อมูลโดยการคำนวณหาค่ามัธยฐานและค่าพิสัยระหว่างควอไทล์ ผลการวิจัยพบว่า สมรรถนะของหัวหน้าพยาบาลโรงพยาบาลชุมชน สังกัดกระทรวงสาธารณสุข ที่ผู้เชี่ยวชาญมีความคิดเห็นสอดคล้องกัน มีจำนวน 10 ด้าน คือ (1) สมรรถนะด้านภาวะผู้นำทางการพยาบาล โรงพยาบาลชุมชน (2) ด้านปฏิบัติการ/งานที่เชี่ยวชาญเฉพาะด้านการบริหารการพยาบาลในโรงพยาบาลชุมชน (3) สมรรถนะด้านการบริหารและกำกับดูแลการบริหารการพยาบาลในโรงพยาบาลชุมชน (4) สมรรถนะด้านการวางแผนการบริหารการพยาบาลในโรงพยาบาลชุมชน (5) สมรรถนะด้านการประสานงานและการติดต่อสื่อสาร (6) สมรรถนะด้านการจัดการทรัพยากรมนุษย์ในกลุ่มการพยาบาล โรงพยาบาลชุมชน (7) สมรรถนะด้านการพัฒนาคุณภาพบริการพยาบาลในโรงพยาบาลชุมชน (8) สมรรถนะด้านการวิจัย นวัตกรรม และการจัดการความรู้ทางการพยาบาลในโรงพยาบาลชุมชน (9) สมรรถนะด้านคุณธรรมและจริยธรรม (10) สมรรถนะด้านคุณลักษณะและ เชาว์อารมณ์ สมรรถนะ ทั้ง 10 ด้าน ประกอบด้วยสมรรถนะย่อย 76 ข้อ เป็นสมรรถนะที่มีความสำคัญระดับมากที่สุด 60 ข้อ และเป็นสมรรถนะที่มีความสำคัญระดับมาก 16 ข้อ

The purpose of this research was to study the competencies of nursing directors community hospitals the Ministry of Public Health. The Delphi technique was used for data collection. Twenty nurse administers, nurse educators and hospital directors were interviewed in 3 rounds by the researcher to collect data. First, semi- structured interviews were employed and data were analyzed by content analysis. Then the results were used to develop the rating scale questionnaires which were used for collecting data in the second and the third rounds. Finally, data were analyzed by median and interquartile range. The results of this study showed that competencies of nursing directors community hospitals the Ministry of Public Health comprised ten competencies in terms of (1) leadership, (2) nursing administration community hospitals, (3) nursing management and control, (4) planning, (5) coordination and communication, (6) human resource management, (7) nursing quality improvement, (8) nursing research, innovation, and knowledge management in community hospital, (9) ethics, and (10) attributes and emotional quotients. All of these competencies consisted of 76 sub-competencies. Experts rated 60 sub-competencies at the highest level and 16 sub-competencies at the high level.
