ความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การของเทศบาลตำบลคำตากล้า จังหวัดสกลนคร

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับความคิดเห็นต่อความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การ และ (2) เปรียบเทียบระดับความสำเร็จในการจัดการความรู้จำแนกตามปัจจัยส่วนการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรคือ พนักงาน ลูกจ้างประจำ ลูกจ้างชั่วคราว ที่ปฏิบัติงานในเทศบาลตำบลคำตากล้า จังหวัดสกลนคร จำนวน 119 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางกำหนดขนาดของเครจซี่และมอร์แกน และใช้การสุ่มตัวอย่างอย่างง่ายสำหรับเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม โดยหาความถี่ ค่าร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน ทดสอบสมมติฐานโดยใช้การทดสอบค่าที และวิเคราะห์ความแปรปรวนทางเดียว ในกรณีที่แตกต่างอย่างมีนัยสำคัญทางสถิติ จึงทำการทดสอบความแตกต่างเป็นรายคู่ ด้วยวิธีการของเชฟเฟ่ ผลการศึกษาพบว่า (1) ระดับความคิดเห็นต่อความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การ ด้านการเรียนรู้จากประสบการณ์ของตนเองในอดีต ด้านการแก้ปัญหาอย่างมีระบบด้านการถ่ายทอดความรู้อย่างรวดเร็วและมีประสิทธิภาพ ด้านการเรียนรู้จากประสบการณ์และสิ่งที่ผู้อื่นทำได้เป็นอย่างดี ด้านการทดลองแนวทางใหม่ๆ ตามลำดับ ในภาพรวมและรายด้านอยู่ในระดับมาก และ (2) ระดับความสำเร็จในการจัดการความรู้ จำแนกตามปัจจัยส่วนบุคคล พบว่า ระดับการศึกษาและระยะเวลาในการปฏิบัติงานที่แตกต่างกัน มีความคิดเห็นต่อความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การแตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 เมื่อเปรียบเทียบเป็นรายคู่ด้วยวิธีการของเชฟเฟ่ พบว่า กลุ่มการศึกษาระดับปริญญาโทมีความคิดเห็นต่อความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การมากกว่ากลุ่มการศึกษาระดับต่ำกว่าปริญญาตรี และกลุ่มการศึกษาระดับปริญญาตรีตามลำดับ และกลุ่มที่มีประสบการณ์มากกว่า 15 ปี มีความคิดเห็นต่อความสำเร็จในการจัดการความรู้เพื่อพัฒนาองค์การแตกต่างจากกลุ่มที่มีประสบการณ์น้อยกว่า 5 ปี และ 5-10 ปี

The objectives of this study were: (1) to study the level of successful knowledge management for organization development; and (2) to compare the level of successful knowledge management classified by personal factors. The population of this survey research consisted of 119 officers, staffs, and casual workers who work at Khamtakla Subdistrict Municipality, Sakon Nakhon Province and the sample was 92 people calculated by Krejcie and Morgan's formulation. The research instrument was a constructed questionnaire, and the data were analyzed by frequency, percentage, mean, standard deviation, t-Test, one-way analysis of variance (ANOVA), and pair difference test by Scheffe’s method. The results of this study revealed that: (1) the opinions toward the successful knowledge management for organization development was overall at a high level. As for each individual aspect, ranking in order from high to low, they were learning from their own experiences and past history, systematic problem solving, transferring knowledge quickly and efficiently, learning from the experiences, best practices of others, and experimentation with new approaches, respectively; and (2) the level of successful knowledge management classified by personal factors revealed that the factors of educational level and work experience were significant factors affecting the success level of knowledge management for organization development with a statistical significance at the 0.05 level. When compared on multiple comparison by using Scheffe's method, it was found that the group of under bachelor’s degree and master degree holders had the opinion of success of knowledge management for organization development more than those with bachelor’s degree, and the group of work experience up to 15 years old had more success level of knowledge management for organization development than those with work experience of less than 5 years old, and 5-10 years
