Abstract
การศึกษาเรื่อง ปัจจัยที่มีความสัมพันธ์กับการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช มีวัตถุประสงค์เพื่อศึกษา (1) การบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช (2) ความสัมพันธ์ระหว่างปัจจัยที่มีผลต่อการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช (3) แนวทางการพัฒนาการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษา คือ บุคลากรที่ปฏิบัติงานในองค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช จำนวนทั้งสิ้น 530 คน ใช้กลุ่มตัวอย่าง จากการกำหนดขนาดของกลุ่มตัวอย่างด้วยการคำนวณจากสูตรของ ทาโร ยามาเน ได้จำนวน 228 คน โดยวิธีการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้วิเคราะห์ข้อมูล มี 2 ส่วน คือ สถิติเชิงพรรณนา ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แค่ค่าสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน ผลการศึกษาพบว่า (1) การดำเนินการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่นในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช โดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่าอยู่ในระดับมากทุกด้าน เรียงตามลำดับ ดังนี้ หลักโปร่งใส หลักคุณธรรม หลักความรับผิดชอบ หลักนิติธรรม หลักความคุ้มค่า หลักพัฒนาทรัพยากรมนุษย์ หลักการมีส่วนร่วม หลักเทคโนโลยีและการสื่อสาร หลักการบริหารจัดการ และหลักองค์การแห่งการเรียนรู้ (2) ปัจจัยที่มีความสัมพันธ์กับการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช ทั้ง 2 ปัจจัย ได้แก่ ปัจจัยภาวะผู้นำของผู้บริหาร และปัจจัยวัฒนธรรมองค์การ อยู่ในระดับมาก ณ ระดับนัยสำคัญทางสถิติ .05 (3) ปัจจัยที่มีความสัมพันธ์กับการบริหารแบบธรรมภิบาล ได้แก่ ปัจจัยภาวะผู้นำของผู้บริหาร และปัจจัยวัฒนธรรมองค์การพบว่ามีความสัมพันธ์เชิงบวกกับการบริหารแบบธรรมาภิบาลขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภอชะอวด จังหวัดนครศรีธรรมราช
The research on factors relating the management based on the principles of governance of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province, purposed to study (1) the good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province, (2) the relationship of factors affecting good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province, and (3) the development pathway of good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province. This research was a survey research based on quantitative method. The populations were 530 operating personnel of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province. By using Taro Yamane’s formula, the samples included 228 persons selected by stratified sampling. The tool for data collection was a questionnaire. Statistics used for data analysis consisted of two parts: descriptive analysis, including percentage, mean, and standard deviation, and inferential statistics, including Pearson correlation. Based on the study, the findings showed that (1) the overall good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province was at a high level, and regarding each aspect from ascending to descending order would be as follows: accountability, morality, responsibility, the rule of laws, cost-effectiveness, human resource development, participation, technology and communication, administrative management, and learning organization; (2) the two factors that related to good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province were leadership and organizational culture at a high level with statistical significance at .05; (3) leadership and organizational culture were the two factors that positively related to the good governance management of local administrative organizations in Cha-Uat District, Nakhon Si Thammarat Province.
