ขบวนการเคลื่อนไหวภาคประชาชนในการคัดค้านการสร้างบ่อขยะแบบฝังกลบ : กรณีศึกษาตำบลบางหิน อำเภอกะเปอร์ จังหวัดระนอง

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) รูปแบบการเคลื่อนไหวของขบวนการเคลื่อนไหวภาคประชาชนในการคัดค้านการสร้างบ่อขยะแบบฝังกลบ ในตำบลบางหิน อำเภอกะเปอร์ จังหวัดระนอง 2) วิธีการระดมทรัพยากรของขบวนการเคลื่อนไหวภาคประชาชนในการคัดค้านการสร้างบ่อขยะแบบฝังกลบ ในตำบลบางหิน อำเภอกะเปอร์ จังหวัดระนอง และ 3) สาเหตุที่ทำให้ขบวนการเคลื่อนไหวภาคประชาชนในการคัดค้านการสร้างบ่อขยะแบบฝังกลบ ในตำบลบางหิน อำเภอกะเปอร์ จังหวัดระนองประสบความสำเร็จในการเคลื่อนไหว การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการสุ่มตัวอย่างแบบเจาะจงโดยแบ่งประชากรการวิจัยออกเป็น 4 กลุ่ม รวมทั้งหมด 13 คน คือ แกนนำชาวบ้าน จำนวน 3 คน ผู้นำชุมชน จำนวน 3 คน ประชาชนที่เข้าร่วมการคัดค้านการสร้างบ่อขยะแบบฝั่งกลบ จำนวน 5 คน และข้าราชการส่วนภูมิภาค จำนวน 2 คน เครื่องมือที่ผู้วิจัยใช้ คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า 1) รูปแบบการเคลื่อนไหวของขบวนการเคลื่อนไหวภาคประชาชนในการคัดค้านการสร้างบ่อขยะแบบฝังกลบ ประกอบไปด้วย การนหนังสือร้องเรียนต่อหน่วยงานรัฐ การต่อสู้ผ่านการใช้สิทธิตามกฎหมายและกระบวนการยุติธรรม การจัดเวทีปราศรัยคัดค้านการดำเนินการ การชุมนุมประท้วง และการรณรงค์สื่อสารสาธารณะ 2) วิธีการระดมทรัพยากรของขบวนการเคลื่อนไหวดังกล่าว คือ การสร้างกลุ่มแกนนำที่หลากลายรูปแบบ การสร้างฐานประชาชนในการสนับสนุนการเคลื่อนไหว และการสร้างเครือข่าย และ 3) สาเหตุที่ทำให้ขบวนการเคลื่อนไหวภาคประชาชนประสบความสำเร็จในการเคลื่อนไหว เป็นผลมาจากบทบาทของแกนนำประชาชนมีเป้าหมายในการเคลื่อนไหวที่ชัดเจน การได้รับสนับสนุนจากเจ้าหน้าที่รัฐ และการได้รับสนับสนุนทางการเงินจากภาคส่วนต่าง ๆ

The objectives of this research were (1) to study patterns of people's movement to oppose a construction of the landfill in Banghin Subdistrict, Kapoe District, Ranong Province, (2) to investigate method of mobilizing resources of the people's movement to oppose a construction of the landfill in Banghin Subdistrict, Kapoe District, Ranong Province and (3) to identify the cause of the successful people's movement to oppose a construction of the landfill in Banghin Subdistrict, Kapoe District, Ranong Province. The qualitative approach was applied in this research. The purposive samples had 4 groups (13 samples in total) including 3 main villagers, 3 community leaders, 5 people who participated in oppose a construction of the landfill and 2 regional government officers. The research instruments were interviews and descriptive data analysis. This study found that (1) the patterns of people's movement to oppose a construction of the landfill consisted of filing a complaint to a government agency, fighting through the exercise of rights and the justice process, setting a speech stage to oppose the landfill and promoting public communication campaign. (2) The methods of mobilizing resources of those people's movement were creating multi-patterns of main leaders, creating a people’s base in support of the movement and creating a networking. (3) The cause of the successful people's movement were the roles of main leaders having a clear targets, getting support from the government officers and receiving financial support from various sectors.
