Abstract
การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาสาเหตุที่ทำให้กำนันผู้ใหญ่บ้านมีอิทธิพลต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในพื้นที่อำเภอนาจะหลวย จังหวัดอุบลราชธานี (2) ศึกษาการใช้อิทธิพลของกำนันผู้ใหญ่บ้านต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในพื้นที่อำเภอนาจะหลวย จังหวัดอุบลราชธานี (3) เสนอแนวทางแก้ไขปัญหาการใช้อิทธิพลของกำนันผู้ใหญ่บ้านที่มีต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎร อำเภอนาจะหลวย จังหวัดอุบลราชธานี วิธีการศึกษา เป็นการศึกษาวิจัยเชิงคุณภาพ เลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง ผู้ให้ข้อมูลหลักจำนวน 14 คน ได้แก่ (1) กำนันผู้ใหญ่บ้านในพื้นที่อำเภอนาจะหลวย จำนวน 6 คน (2) ประชาชนในพื้นที่อำเภอนาจะหลวย จำนวน 6 คน (3) สมาชิกสภาผู้แทนราษฎรในเขตพื้นที่อำเภอนาจะหลวย จำนวน 2 คน และเก็บรวบรวมข้อมูลจากเอกสาร เช่น วิทยานิพนธ์ บทความ เอกสาร ข้อมูลจากการสัมภาษณ์ โดยวิเคราะห์ข้อมูลแบบพรรณนา ผลการศึกษาพบว่า (1) สาเหตุที่ทำให้กำนันผู้ใหญ่บ้านมีอิทธิพลต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในพื้นที่อำเภอนาจะหลวย จังหวัดอุบลราชธานี มีสาเหตุหลัก คือ ประชาชนเชื่อถือ เชื่อมั่น ศรัทธา มีความเกรงใจและมีความชื่นชอบในตัวกำนันผู้ใหญ่บ้านจึงเกิดการทดแทนบุญคุณตามประเพณี ทั้งนี้ระบบเครือญาติและระบบอุปถัมภ์ก็มีส่วนสำคัญเป็นอย่างยิ่ง (2) การใช้อิทธิพลของกำนันผู้ใหญ่บ้านต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในพื้นที่อำเภอนาจะหลวย จังหวัดอุบลราชธานี ปรากฏดังนี้คือ การกระทำใด ๆ อันเป็นการให้คุณต่อประชาชน การใช้อำนาจอ้างอิง การใช้ระบบเครือญาติ และการใช้ระบบอุปถัมภ์ (3) แนวทางแก้ไขปัญหาการใช้อิทธิพลของกำนันผู้ใหญ่บ้านที่มีต่อการเลือกตั้งสมาชิกสภาผู้แทนราษฎรในพื้นที่อำเภอนาจะหลวยจังหวัดอุบลราชธานี ผู้บังคับบัญชาต้องใช้กำนันผู้ใหญ่บ้านเป็นกลไกในกระบวนการชี้นำที่ถูกต้องแก่ประชาชนเพื่อให้ได้มาซึ่งสมาชิกสภาผู้แทนราษฎรตามเจตนารมณ์อย่างแท้จริงตามการปกครองในระบอบประชาธิปไตย เพิ่มบทบาทหน้าที่ของกำนันผู้ใหญ่บ้านในการส่งเสริมพรรคการเมืองให้เป็นสถาบันทางการเมืองและสร้างวัฒนธรรมทางการเมืองที่เอื้อต่อการพัฒนาประชาธิปไตยอย่างยั่งยืน
The objectives of this research were (1) to investigate the causes of the village headman's influence on the election of members of the House of Representatives in Na Chaluai District, Ubon Ratchathani Province; (2) to study on using the influence of the village headman on the election of members of the House of Representatives in Na Chaluai District, Ubon Ratchathani Province; and (3) to propose the solution on using the influence of the village headman on the election of members of the House of Representatives in Na Chaluai District, Ubon Ratchathani Province. This research was a qualitative research. There were 14 purposive samples which consisted of 6 village headmen in Na Chaluai District, 6 people in Na Chaluai District and 2 members of the House of Representatives in Na Chaluai District. The research instruments were literature review and interview. Then, the data was analyzed by descriptive analysis. The study found that (1) the main causes of the village headman's influence on the election of members of the House of Representatives in Na Chaluai District, Ubon Ratchathani Province were confidence, faith, considerate and fondness for the headman resulting in traditional replacement of merit. Thus, the kinship system and the patronage system were very important. (2) The using of influence of the village headman in the election of members of the House of Representatives in Na Chaluai, District Ubon Ratchathani Province appeared as any act that was favorable to the public, using of reference power, using of the kinship and patronage system. (3) The solutions to using the influence of the village headman on the election of members of the House of Representatives in Na Chaluai District, Ubon Ratchathani Province are following. The superiors must use the village headman as a mechanism to guide the people to ensure that the members of the House of Representatives meet their true intentions in accordance with the democracy. Roles of the village headman should be included in promoting political parties to be political institutions and creating a political culture for sustainable democratic development
