การจัดการความรู้ของกองเรือยุทธการ กองทัพเรือ

Abstract

การศึกษาวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาหลักการแนวคิดและกระบวนการจัดการความรู้ สำหรับนำมาประยุกต์ใช้ในกองเรือยุทธการ 2) ศึกษาปัจจัยที่มีอิทธิพลต่อการจัดการความรู้ในกองเรือยุทธการ และ 3) แสวงหาแนวทางในการพัฒนารูปแบบการจัดการความรู้ในกองเรือยุทธการ การวิจัย ใช้วิธีการเก็บรวบรวมข้อมูล ด้วยการวิจัยเอกสาร และการวิจัยภาคสนาม ซึ่งเป็นการทำวิจัยเชิงปริมาณ และการทำวิจัยเชิงคุณภาพ ควบคู่กันไป เป็นการวิจัยเชิงสำรวจด้วยการใช้แบบสอบถาม ซึ่งสถิติที่ใช้ คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และค่าสัมประสิทธิ์สหสัมพันธแบบเพียร์สัน และการสัมภาษณ์เจาะลึก ซึ่งใช้การวิเคราะห์เนี้อหา การวิเคราะห์ตามกรอบแนวคิดผสมผสานระหว่างตัวแบบของ ไมเคิล มาร์ควอร์ท เจย์ ไลโบวิทซ์บริษัท ซีร็อกซ์ คอร์ ปอเรชั่น ประพนธ์ ผาสุขยืด และวิจารณ์ พานิช ผลการวิจัย พบว่า 1) หลักการ แนวคิด และกระบวนการจัดการความรู้ ที่เหมาะสำหรับนำมาประยุกต์ใชัในกองเรือยุทธการ ประกอบด้วย การวางแผนการจัดการความรู้ การระบุองค์ความรู้ การค้นหาความรู้ การสร้างและพัฒนาความรู้ การจัดเก็บและค้นคืนความรู้ การนำความรู้ไปใช้ประโยชน์ และการประเมินผลในการจัดการความรู้ 2) ปัจจัยที่มีอิทธิพลต่อการจัดการความรู้ในกองเรือยุทธการ คือ การกำหนดกลยุทธขององค์การ การจัดโครงสร้างการบังคับบัญชา การมีทักษะและความรู้ของบุคคลในองค์การ ความร่วมมือจากทุกระดับในองค์การ การประสานงานและการสื่อสาร บรรยากาศในองค์การ กระบวนการจัดการความรู้การให้รางวัลและการจูงใจภาวะผู้นำของ ผู้บริหาร กฎระเบียบข้อบังคับ รูปแบบการทำงานในหน้าที่ ระบบเทคโนโลยีสารสนเทศ และ ทรัพยากรและงบประมาณ 3) แนวทางในการพัฒนารูปแบบการจัดการความรู้ในกองเรือยุทธการคือจะต้อง ตั้งเป้าเหมายในการจัดการความรู้ให้ มุ่งพัฒนาคน มุ่งพัฒนางาน และมุ่งพัฒนาองค์การไปเป็นองค์การแห่งการเรียนรู้ โดยจะต้องให้ความสำคัญกับปัจจัยในทุกๆ ด้านไปพร้อมๆ กันมีข้อเสนอแนะคือ ควรจัดตั้งคณะกรรมการจัดการความรู้ เพื่อทำงานร่วมกันระหว่างหน่วย ผู้บริหารต้องมีความรู้ ความเข้าใจ และควรจัดการอบรมด้านการจัดการความรู้ให้กับกำลังพล

This research is a survey research which the objectives are 1) to study the principles, concepts, and processes of Knowledge Management which is appropriated to be applied for the Royal Thai Fleet, Royal Thai Navy. 2) to study factors which have an influence upon Knowledge Management effectiveness of the Royal Thai Fleet. 3) to study the best way for improvement the Knowledge Management method of the Royal Thai Fleet. Therefore, the researcher had collected data by combination between the documentary research and the field research with associates who work in the Royal Thai Fleet, Royal Thai Navy. This research was used the quantitative research along with the qualitative research from the questionnaires and in-depth interview by using statistical analysis of questionnaire namely, Percentages,Averages, Standard deviation, Pearson product moment correlation coefficient, and Content analysis. Moreover, the analysis of in-depth interview was combined models of Michael J. Marquardt, Jay Liebowitz, Xerox Corporation, Dr.Prapon Phasukyud and Prof.Vicharn Panich. The results can be concluded that firstly, the principles, concepts and processes, of Knowledge Management which included Knowledge Planning, Knowledge Identification, Knowledge Acquisition, Knowledge Creation, Knowledge Capture and Access, Knowledge Using, and Knowledge Measurement are appropriated to be applied for the Royal Thai Fleet. Secondly, the factors namely Strategy, Structure, Skill and knowledge, Collaboration, Coordination, Atmosphere, Process, Recognition and Rewarding, Leadership, Regulation, Style, Information Technology, and Material and Budget which could have an influence upon Knowledge Management effectiveness of the Royal Thai Fleet. Lastly, the best way to improve the Knowledge Management method of the Royal Thai Fleet is emphasizing the aim of Knowledge Management by improving Human, Occupation, and Learning Organization. The suggestions of this research are to establish Knowledge Management Committee for cooperating with each department. Moreover, executives and management must have knowledge, understanding, and providing the course of Knowledge Management study for all associates.
