Abstract
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ผังรายการของสถานีวิทยุกระจายเสียงแห่งประเทศไทย F.M.92.50 MHz 2) ศึกษาความคิดเห็นของนักวิชาการและนักวิชาชีพ เกี่ยวกับรายการของสถานีวิทยุกระจายเสียงแห่งประเทศไทย F.M. 92.50 MHz และ 3) เสนอแนวทางการพัฒนารายการของสถานีวิทยุกระจายเสียงแห่งประเทศไทย F.M. 92.50 MHz การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประชากร คือ ผังรายการของสถานีวิทยุกระจายเสียงแห่งประเทศไทย F.M. 92.50 MHz พ.ศ. 2556 กลุ่มผู้ให้ข้อมูลหลัก ได้แก่ นักวิชาการ 3 คน นักวิชาชีพ 3 คน รวม 6 คน โดยเลือกตัวอย่างแบบเจาะจง เครื่องมือในการวิจัย ได้แก่ แบบวิเคราะห์ผังรายการ และแบบสัมภาษณ์วิเคราะห์ข้อมูลโดยการพรรณนาวิเคราะห์ ผลการวิจัยพบว่า 1) สถานีวิทยุกระจายเสียงแห่งประเทศไทย F.M. 92.50 MHz ออกอากาศทุกวัน ๆ ละ 19 ชั่วโมงตั้งแต่เวลา 05.00-24.00 น. มีการจัดรายการและผลิตรายการจำนวน 66 รายการ แบ่งเป็นรายการ 3 ประเภทคือ ข่าว ข่าวสาร ร้อยละ 39.39 ความรู้ ร้อยละ 53.03 บันเทิง ร้อยละ 7.58 แบ่งเป็นการนำเสนอในรูปแบบรายการข่าว ร้อยละ 24.24 พูดคุยกับผู้ฟัง ร้อยละ 50.00 สัมภาษณ์ ร้อยละ 12.12 นิตยสารทางอากาศ
ร้อยละ 6.06 รายการเพลง ร้อยละ 7.58 มีการนำเสนอเนื้อหารายการในด้านการเมือง เศรษฐกิจ สังคม ร้อยละ 39.39 สังคม ร้อยละ 6.06 เศรษฐกิจ ร้อยละ 9.09 กฎหมาย ร้อยละ 1.51 ศาสนา/ปรัชญา /ศิลปวัฒนธรรม ร้อยละ 22.73 วิทยาศาสตร์/เทคโนโลยี/สิ่งแวดล้อม ร้อยละ 13.64 บันเทิง ร้อยละ 7.58 2) นักวิชาการและนักวิชาชีพมีความเห็นว่า ในภาพรวมสถานีมีการจัดรายการที่ตอบสนองนโยบายของรัฐบาล กรมประชาสัมพันธ์ได้เป็นอย่างดี มีการเผยแพร่พระราชกรณียกิจ ธำรงภาพลักษณ์ของสถานีวิทยุกระจายเสียงแห่งชาติ ดำเนินการตามบทบาทหน้าที่ของสื่อมวลชน ผังรายการครอบคลุมประเภท รูปแบบและเนื้อหารายการ เป็นแหล่งข้อมูลที่อ้างอิงได้ แต่ควรปรับปรุงการจัดรายการให้ดึงดูดกลุ่มผู้ฟังกลุ่มใหม่ กลุ่มผู้ด้อยโอกาส ควรสร้างผู้ดำเนินรายการใหม่เพื่อดึงดูดผู้ฟัง การดำเนินรายการควรมีลีลาการพูดที่เป็นกันเองมากขึ้น เปิดโอกาสให้นิสิต นักศึกษาเข้ามาร่วมสร้างสรรค์
รายการ สถานีต้องกำหนดทิศทางด้านรายการให้ชัดเจน นำผลการวิจัยมาปรับปรุงการจัดรายการของสถานีรวมทั้งมีการประชาสัมพันธ์รายการของสถานีทางสื่อต่างๆมากขึ้น 3) แนวทางการพัฒนารายการของสถานี ควรมีการกำหนดเป้าหมายและทิศทางของสถานี มีการสำรวจ วิจัย เพื่อนำผลมาใช้ในการจัดและผลิตรายการ โดยกำหนดเป็นแผนงานอย่างต่อเนื่อง และควรมีการวางแผนการสร้างบุคลากรใหม่ เปิดโอกาสและพัฒนาบุคลากรเดิม บุคลากรใหม่ควรมีคุณสมบัติที่เหมาะสมกับสภาพสังคมและเทคโนโลยีการกระจายเสียงในอนาคต รวมทั้งมีการพัฒนาเครือข่ายด้านการกระจายเสียงและเทคโนโลยีสื่อมวลชนทั้งภายในและภายนอกประเทศ
The objectives of this research were 1) to analyze the program schedule of Radio Thailand F.M. 92.50 MHz; 2) to study the opinions of academics and professionals about the programs on Radio Thailand F.M. 92.50 MHz; and 3) form recommendations for improving the programming on Radio Thailand F.M. 92.50 MHz. academics and 3 radio professional, chosen through purposive sampling. The data collection tools were an interview form and a radio program schedule analysis form. Data were analyzed through descriptive analysis. The results showed that 1) Radio Thailand F.M. 92.50 MHz daily broadcasts 19 hours per day from 05:00-24:00. The station produces 66 programs, which can be divided into 3 types: news (39.39%), informative (53.03%) and entertainment (7.58%). The program formats are news casting (24.24%), listener callins (50.00%), interviews (12.12%), on air magazine (6.06%) and music (7.58%). The nature of the content is 39.39% political, 6.06% social, 9.09% economic, 1.51% law, 22.73% religious/philosophical/art/culture, 13.64% science/technology/environment, and 7.58% entertainment. 2) The academics and professionals had the opinion that the station's programming followed the policy of the government's Public Relations Department. The station broadcast news about the royal family, upheld the image of the national radio station, and fulfilled its duty as a mass media operator. They said the program schedule covered all the types of programs and content required and provided reliable information, but that the programs should be updated to appeal to new listener groups and the underprivileged. They suggested that new program hosts should be built up to attract listeners and the on air speaking style should be more informal. The station should give opportunities for students to join in program development. It should set a clear programming vision, use the results of research to improve its programming, and publicize its programs in other media. 3) The recommendations for improvement are to have the station set goals and form a strategic plan, survey the market and use the survey results to direct its program production, build up new personnel, develop the skills of existing personnel, recruit new personnel with the appropriate knowledge and outlook to develop radio broadcasting to meet the socio-economic conditions and technology of the future, and develop a domestic and international network of strategic allies in the mass media technology field
