Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการดำเนินงานการบริหารมุ่งผลฤทธิ์ขององค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น (2) เปรียบเทียบการดำเนินงาน การบริหารมุ่งผลสัมฤทธิ์ขององค์การบริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น ตามปัจจัยส่วนบุคคล (3) ศึกษาแนวทางการพัฒนาการดำเนินงานการบริหารมุ่งผลสัมฤทธิ์ขององค์การ บริหารส่วนตำบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น ประชากรที่ใช้ในการศึกษาคือ ประชาชนที่มีภูมิล าเนาอยูในต าบลเมืองเก่าพัฒนา อำเภอเวียงเก่า จังหวัดขอนแก่น จำนวน 4,679 คน กาหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของ ยามาเน่ ได้กลุ่มตัวอย่าง ที่นำมาศึกษาจำนวน 368 คน คัดเลือกกลุ่มตัวอย่างจากการสุ่มแบบตามสะดวก เก็บรวบรวมข้อมูลโดยใช้ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน การทดสอบค่าที ค่าความแปรปรวนแบบทางเดียว และค่าทดสอบเชฟเฟ ผลการวิจัยพบว่า (1) ประชาชนมีความคิดเห็นต่อ การดำเนินงานการบริหารมุ่งผลสัมฤทธิ์โดย ภาพรวมทั้ง 6 ด้าน ได้แก่ ด้านงานโครงสร้างพื้นฐาน ด้านการส่งเสริมคุณภาพชีวิต ด้านการจัดระเบียบชุมชนสังคมและการรักษาความสงบเรียบร้อย ด้านการวางแผนการส่งเสริมการลงทุนพาณิชย์กรรมและ การท่องเที่ยว ด้านการบริหารจัดการและการอนุรักษ์ทรัพยากรธรรมชาติและสิ่งแวดล้อม และด้าน การศาสนา ศิลปวัฒนธรรม จารีตประเพณีและภูมิปัญญาท้องถิ่น อยู่ในระดับปานกลาง และพบว่า การส่งเสริมคุณภาพชีวิต อยู่ในระดับมาก (2) ประชาชนที่มีอายุ ระดับการศึกษาและรายได้ต่างกันมีความคิดเห็นต่อ การดำเนินงานการบริหารมุ่งผลสัมฤทธิ์ต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) แนวทางการพัฒนาการ ดำเนินงานการบริหารมุ่งผลสัมฤทธิ์มี 3 ประการ ได้แก่ ควรจัดให้มีระบบ ประปาครบทุกหมู่บ้านและมีน้ำใช้อย่างเพียงพอ ควรมีการส่งเสริมและพัฒนากลุ่มอาชีพต่าง ๆ อย่างต่อเนื่องและควรจัดกิจกรรมส่งเสริมการท่องเที่ยวเพื่อสร้างรายได้อย่างต่อเนื่อง
The purposes of this study were to (1) study the performance of resultbased management of Mueang Kao Pattana Sub- district Administrative Organization, Wieng Kao District, Khon Kaen Province (2) compare the performance of result-based management of Mueang Kao Pattana Sub- district Administrative Organization Wieng Kao District, Khon Kaen Province, classified by personal factor (3) study the approach to enhance the performance of result-based management of Mueang Kao Pattana Subdistrict Administrative Organization, Wieng Kao District, Khon Kaen Province . Population consisted of 4,679 residents of Muang Kao Pattana Sub-district Administrative Organization, Wieng Kao District, Khon Kaen Province, from which samples of 368 were obtained via Taro Yamane calculation method. Convenient sampling method was applied. Instrument used was questionnaire. Statistical tools employed were percentage, mean, standard deviation, T-test, ANOVA and Scheffe. The result showed that: (1) the overall opinions on the performance of resultbased management of Mueang Kao Pattana Sub- district Administrative Organization, Wieng Kao District, Khon Kaen Province were in moderate level in all six aspects which were infrastructure, quality of lives promotion, community organizing and maintaining social order, planning for commercial investment and tourism, management and conservation of natural resources and environment, religions, culture, art, and local wisdom aspects, with the highest mean on quality of lives promotion (2) those with different ages, education and income levels had different opinions with 0.05 level of statistical significance (3) three approaches were recommended to enhance the performance of result-based management of Mueang Kao Pattana Sub- district Administrative Organization, Wieng Kao District, Khon Kaen Province: water supply with adequate amount of water should be provided to all villages, promotion and development of occupational groups should be conducted continuously, also, tourism activities should be consistently carried on so to generate revenue to community residents.
