Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ความรู้ด้านการเกษตร แหล่งเรียนรู้ และการนำความรู้ไปใช้ประโยชน์ของเกษตรกรรุ่นใหม่ 2) ความคิดเห็นต่อการพัฒนา ความคิดเห็นต่อปัจจัยเกี่ยวข้องและการเปลี่ยนแปลงที่เกิดขึ้นจากการพัฒนาเกษตรกรรุ่นใหม่ 3) ศักยภาพ ความต้องการพัฒนาศักยภาพและการเชื่อมโยงเครือข่ายเกษตรกรรุ่นใหม่ 4) ปัญหา ข้อเสนอแนะและแนวทางในการส่งเสริมและพัฒนาศักยภาพเกษตรกรรุ่นใหม่ ประชากรที่ใช้ในการวิจัย คือ เกษตรกรรุ่นใหม่ จังหวัดระนองที่ได้รับการอบรมหลักสูตรเกษตรกรรุ่นใหม่ ในปี 2557-2563 จำนวนทั้งหมด 120 ราย และเจ้าหน้าที่ส่งเสริมการเกษตรผู้รับผิดชอบงานเกษตรกรรุ่นใหม่ จำนวน 6 ราย เก็บข้อมูลจากประชากรทั้งหมด โดยใช้แบบสอบถามแบบมีโครงสร้างและการสนทนากลุ่มผู้แทนเกษตรกรรุ่นใหม่และเจ้าหน้าที่ จำนวน 10 ราย สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าที (t-test) ผลการวิจัยพบว่า เกษตรกรรุ่นใหม่ส่วนใหญ่เป็นเพศหญิง อายุเฉลี่ย 37.53 ปี จบการศึกษาระดับปริญญาตรีมีประสบการณ์ด้านการเกษตรเฉลี่ย 8.75 ปี การถือครองที่ดินเฉลี่ย 17.75 ไร่ รายได้ภาคเกษตรเฉลี่ย 206,958.30 บาทต่อปี 1) เกษตรกรมีความคิดเห็นในภาพรวมต่อระดับความรู้ด้านการเกษตรของตนเองก่อนการอบรมอยู่ในระดับน้อย โดยเฉพาะด้านประมงและด้านตลาด ส่วนหลังการอบรมมีความรู้อยู่ในระดับมากเพิ่มขึ้นทุกประเด็น และเมื่อเปรียบเทียบความรู้ก่อนและหลังอบรมพบว่ามีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ด้านแหล่งความรู้เกษตรกรได้รับจากสื่อออนไลน์มากที่สุด รองลงมาคือสื่อบุคคล และมีการนำความรู้ไปใช้ประโยชน์อยู่ในระดับปานกลาง โดยเฉพาะการนำเทคโนโลยีหรือภูมิปัญญาท้องถิ่นมาประยุกต์ใช้ 2) ความคิดเห็นต่อการพัฒนาอยู่ในระดับปานกลาง โดยเฉพาะเรื่องการประชาสัมพันธ์ผลงาน และการมีบทบาททางสังคม ส่วนความคิดเห็นต่อปัจจัยที่เกี่ยวข้องกับการพัฒนาโดยภาพรวมอยู่ในระดับปานกลางโดยเฉพาะ เจ้าหน้าที่และหน่วยงาน หลักสูตรกิจกรรมในการพัฒนา ตัวเกษตรกรและเครือข่ายด้านการเปลี่ยนแปลงของเกษตรกรก่อนและหลังการอบรมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ โดยหลังอบรมมีการเปลี่ยนแปลงในระดับมากทุกประเด็น ทั้งต่อตนเอง ต่อเจ้าหน้าที่ และเครือข่าย 3) เกษตรกรมีศักยภาพอยู่ในระดับปานกลางและความต้องการพัฒนาศักยภาพอยู่ในระดับมาก โดยเฉพาะด้านความภาคภูมิในความเป็นเกษตรกร 4) เกษตรกรมีปัญหาในภาพรวมระดับปานกลาง โดยเฉพาะต้นทุนการผลิตที่สูง สภาพแวดล้อมพื้นที่ทำการเกษตรไม่เอื้ออำนวย เกษตรกรมีข้อเสนอแนะ คือ หน่วยงานควรรับสมัครเกษตรกรเข้าร่วมโครงการด้วยความสมัครใจ หลักสูตรการอบรมควรมาจากความต้องการของเกษตรกรรุ่นใหม่ เน้นความรู้เทคโนโลยีนวัตกรรมใหม่ๆ การลงมือปฏิบัติจริง วิทยากรเป็นผู้มีความรู้ความสามารถด้านแนวทางการส่งเสริม ได้แก่ การส่งเสริมการทำแผนผลิตรายบุคคล การปรับทัศนคติและการนำความรู้ไปใช้ประโยชน์ การส่งเสริมการเชื่อมโยงเครือข่ายผ่านสื่อออนไลน์ รวมทั้งการผลักดันเกษตรกรรุ่นใหม่ให้มีบทบาทและเกิดความภาคภูมิใจในการเป็นเกษตรกร
The objectives of this research were to study 1) agricultural knowledge, learning resources, and the application of knowledge to benefit young smart farmers 2) opinion towards the development, relating factors, and changes that occurred from the development of young smart farmers 3) potential, needs for potential development, and the network connection of young smart farmers 4) problems, suggestions, and guideline for extension and potential development of young smart farmers. The population in this research was 120 young smart farmers in Ranong province who participated in the training on young smart farmer curriculum during 2014-2020 and 6 agricultural extension officers who were responsible for the work related to young smart farmers. Data was collected from the entire population by using structured interview and focus group of 10 young smart farmers and the officers. Statistics used in the analysis include frequency, percentage, minimum value, maximum value, standard deviation, and t-test analysis. The results of the study stated that most of the young smart farmers were female with the average age of 37.53 years and graduated with bachelor degree. They had the average experience of working in agriculture for 8.75 years and own the average land of 17.75 Rai with the average income from agricultural sector of 206,958.30 Baht per year. 1) Farmers shared the overall opinions towards their level of knowledge in agriculture prior to the training as at the low level especially on the aspects of fishing and marketing. After the training, they believed that their knowledge were at the higher level in every aspect. When comparing the knowledge pre-training and post training, it revealed that there was a statistically significant difference. In regards to knowledge resources, farmers received online media at the highest level. Second to that was personal media. They adopted the knowledge for their own advantage at the moderate level especially regarding the adoption of technology or local wisdom. 2) Opinions towards the development were at the moderate level especially about performance promotion and social role aspects. For the opinion towards factors related to development, overall, were at the moderate level especially about officers and department, development activity curriculum, and farmers and network. Regarding the changes of farmers pre-training and post-training, it demonstrated that there was statistically significant difference as after the training, the changes were at the high level in every aspect in both to themselves, to the officers, and to the network. 3) Farmers had potential at the moderate level and wanted to have the potential development at the high level especially on the aspect of the pride in being a farmer. 4) Overall, farmers had problems at the moderate level especially regarding high cost of production inappropriate agricultural environment. Farmers suggested that the department should voluntarily open up the training project participation to farmers. The curriculum should also come from the needs of young smart farmers with the focus on knowledge, technology, new innovation, and real practice. They further recommended that the presenters should have expertise in extension guidelines such as the extension of individual farm production plan, attitude adjustment and knowledge adoption, the promotion of network connection via online media, as well as push young smart farmers to have more roles and to be proud of being a farmer
