Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านภาวะผู้นำขององค์การบริหารส่วนจังหวัดสุราษฏร์ธานี (2) แนวทางการพัฒนาการบริหารจัดการด้านภาวะผู้นำขององค์การบริหารส่วนจังหวัดสุราษฏร์ธานี และ (3) ปัจจัยภายในและปัจจัยภายนอกที่มีส่วนสำคัญทำให้แนวทางการพัฒนาการบริหารจัดการด้านภาวะผู้นำขององค์การบริหารส่วนจังหวัดสุราษฏร์ธานีประสบผลสำเร็จ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.96 สำหรับกลุ่มตัวอย่าง ได้แก่ข้าราชการที่ปฏิบัติงานในองค์การบริหารส่วนจังหวัดสุราษฎร์ธานี จำนวน 229 คน ซึ่งเป็ นการนำประชากรทั้งหมดมาเป็นกลุ่มตัวอย่าง และประชาชนที่อาศัยอยู่ในเขตพื้นที่ของจังหวัดสุราษฎร์ธานี จำนวน 1,110 คน ผู้ศึกษาใช้สูตรการกำหนดขนาดกลุ่มตัวอย่างของ ทาโร่ ยามาเน่ รวมทั้งสิ้น 1,339 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 1,283 คน คิดเป็นร้อยละ 95.81 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า กลุ่มตัวอย่างมีความเห็นว่า (1) ปัญหาที่สำคัญ คือ องค์การบริหารส่วนจังหวัดสุราษฏร์ธานี ไม่ได้ริเริ่มใช้จ่ายงบประมาณของกิจกรรมหรือโครงการอย่างประหยัด และคุ้มค่า (2) แนวทางการพัฒนาการบริหารจัดการที่สำคัญคือ องค์การบริหารส่วนจังหวัดสุราษฏร์ธานี ควรริเริ่ม ประกาศการใช้จ่ายงบประมาณขององค์การบริหารส่วนจังหวัดสุราษฏร์ธานี ต่อสาธารณะอย่างชัดเจนรวมทั้งควรริเริ่มใช้จ่ายงบประมาณของกิจกรรมหรือโครงการอย่างประหยัด และคุ้มค่า และ (3) ปัจจัยภายในและปัจจัยภายนอกที่สำคัญ คือ การที่นายกองค์การบริหารส่วนจังหวัดสุราษฏร์ธานี มีการศึกษาสูงอย่างน้อยระดับปริญญาตรี และการที่ประชาชนยอมรับและศรัทธาในตัวนายกองค์การบริหารส่วนจังหวัด
The main objectives of this study were to study (1) problems of management administration regarding leadership of the Suratthani Provincial Administrative Organization, (2) development guidelines of management administration regarding leadership of the Suratthani Provincial Administrative Organization, and (3) internal and external factors taking important parts of the success of the development guidelines of management administration regarding leadership of the Suratthani Provincial Administrative Organization. This study was a survey research using questionnaires which passed pre-test including validity check and reliability check at 0.96 level. Sample groups of 1,339 were divided into (1) 229 officers working in the Suratthani Provincial Administrative Organization and (2) 1,110 sample living in the areas of Suratthani Province, calculated by Taro Yamane’s formula at the confidence level 95%. The 1,283 sets of questionnaire were collected which equal to 95.81 % of the total samples. Statistics used were percentage, mean, standard deviation, and t-test. In-dept interview of experts was also applied. The study results showed the sample agree that (1) the major problem was the Suratthani Administrative Organization’s lack of budget initiative in economical and worthwhile spending of the activities or projects; (2) the major development guideline of management administration was the Suratthani Administrative Organization should perform explicitly the initiative announcement of their budget spending to public and also perform the budget initiative spending of activities or projects; and (3) the major internal and external factors were the Suratthani Administrative Organization Chairman’s high education at least Bachelor Degree level and the people acceptance and confidence in the Chairman.
