บทบาทในการป้องกันและบรรเทาสาธารณภัยของอาสาสมัครป้องกันภัยฝ่ายพลเรือน องค์การบริหารส่วนตำบลหายโศก อำเภอบ้านผือ จังหวัดอุดรธานี

Abstract

การศึกษานี้มีวัตถุประสงค์เพี่อศึกษา (1) บทบาทของอาสาสมัครป้องกันภัยฝ่ายพลเรือน (2) ปัญหาและอุปสรรคในการแสดงบทบาทในการป้องกันและบรรเทาสาธารณภัยของอาสาสมัครป้องกัน ภัยฝ่ายพลเรือน (3) แนวทางในการส่งเสริมบทบาทของภาคประชาชนในการเป็นอาสาสมัครป้องกันภัย ฝ่ายพลเรือน จากการศึกษาพบว่า (1) บทบาทของอาสาสมัครป้องกันภัยฝ่ายพลเรือนได้แก่ บทบาทด้าน การฝึกอบรมการป้องกันและบรรเทาสาธารณภัย บทบาทด้านการรักษาความสงบเรียบร้อย บทบาทด้าน การสงเคราะห์ผู้ประสบภัย และบทบาทด้านการกู้ชีพกู้ภัย (2) ปัญหาของอาสาสมัครป้องกันภัยฝ่ายพลเรือน ได้แก่ 1)ปัญหาการขาดผู้ที่มีจิตสาธารณะที่จะเข้ามาปฏิป้ติหน้าที่อาสาสมัครป้องกันภัยฝ่ายพลเรือน 2) ปัญหาด้านบทบาทในการฝึกอบรมการป้องกันและบรรเทาสาธารณภัยของอาสาสมัครป้องกันภัยฝ่าย พลเรือน 3) ปัญหาเรื่องในเรื่องการขาดแคลนวิทยากรและการไม่ได้รับความร่วมมือในการเข้าฝึกอบรม 4) ปัญหาความประพฤติไม่เหมาะสมในระหว่างปฏิบัติหน้าที่และจำนวนของเจ้าหน้าที่ไม่เพียงพอ 5) ปัญหาการขาดแคลนเวชภัณฑ์และสิ่งของช่วยเหลือผู้ประสบเหตุ 6) ปัญหาการขาดแคลนเครื่องมือใน การปฏิบัติงานและการไม่มีความรู้เกี่ยวกับการใช้เครื่องมือ (3) แนวทางการส่งเสริมบทบาทของภาค ประชาชนในการเป็นอาสาสมัครป้องกันภัยฝ่ายพลเรือนได้แก่ การสร้างความเข้าใจบทบาทและหน้าที่ของ ตนเอง มีความเสียสละเห็นแก่ประโยชน์ส่วนรวม เพื่อทำให้เกิดความภาคภูมิใจในการทำหน้าที่ และการ เร่งสร้างความมีจิตสาธารณะให้เกิดกับประชาชนในพื้นที่โดยเรี่มจากทุกภาคส่วนในสังคม

The objectives of this research are (1) to study the roles of civil defense volunteers, (2) to investigate the problems and obstacles in the roles of disaster prevention and mitigation of civil defense volunteers, and (3) to propose the ways to stimulate the public to become civil defense volunteers. This study was a survey research. The interview was used as the research instrument. The sample of this research consisted of 34 civil defense volunteers. Data collected were then analyzed and categorized to summarize the results. This research found that (1) the roles of civil defense volunteers are as follows: disaster prevention and mitigation training; order maintenance; victims’ assistance; and rescue. (2) The problems and obstacles of civil defense volunteers are 1) lack of public consciousness to become civil defense volunteers, 2) the roles of civil defense volunteers in disaster prevention and mitigation training 3) shortage of trainers and lack of cooperation in training, 4) improper conduct in the course of duty and inadequate number of staffs 5) shortage of medical supplies and supplies for helping victims, and 6) shortage of operational tools and insufficient knowledge of tool using. (3) The guideline to encourage the public to become civil defense volunteers are 1) the roles and duties of civil defense volunteers should be understood, 2) civil defense volunteers should offer their sacrifice for collective benefits and pride in duty, and 3) public consciousness should be promoted to local people starting from all sectors in society.
