Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาวิเคราะห์สภาพแวดล้อมของสำนักงานเกษตร และสหกรณ์จังหวัดสมุทรสาคร (2) เพื่อเสนอยุทธศาสตร์กลยุทธ์และโครงการของสำนักงานเกษตร และสหกรณ์จังหวัดสมุทรสาคร การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพใช้การสัมภาษณ์เชิงลึกและการสนทนากลุ่ม เป็นเครื่องมือในการเก็บรวบรวมข้อมูล ประชากรที่ศึกษาจำนวน 22 คน ได้แก่บุคลากรในสำนักงาน เกษตรและสหกรณ์จังหวัดสมุทรสาครจำนวน 17 คน และประธานกลุ่มเกษตรกรที่เข้าร่วมกิจกรรมกับสำนักงานเกษตรและสหกรณ์ จังหวัดสมุทรสาคร ในปีงบประมาณ 2558-2559 จำนวน 5 คน การวิเคราะห์ข้อมูลใช้เทคนิคการวิเคราะห์ SWOT และเทคนิคการวิเคราะห์ TOWS MATRIX และเสนอเป็นยุทธศาสตร์กลยุทธ์และโครงการของสำนักงานเกษตรและสหกรณ์จังหวัดสมุทรสาคร ผลการศึกษาพบว่า (1) สำนักงานเกษตรและสหกรณ์ จังหวัดสมุทรสาครมีจุดแข็ง คือ โครงสร้างการทำงานที่ชัดเจนเป็นระบบ ทุกกลุ่ม/ฝ่าย มีการทำงานที่สนับสนุนซึ่งกันและกัน มุ่งมั่นในการปฏิบัติงานให้เกิดผลสัมฤทธิ์ จุดอ่อน คือ ไม่มีแผนการดำเนินงานที่ชัดเจน ขาดการควบคุมและประเมินผลอย่างตอเนื่อง บุคลากรขาดความเชี่ยวชาญเฉพาะด้านโอกาส คือ รัฐบาลให้การสนับสนุน และให้ความสำคัญกับภาคเกษตรอุปสรรคคือ สังคมเปลี่ยนแปลงขาดแรงงานในภาคเกษตร (2) ข้อเสนอยุทธศาสตร์ของสำนักงานเกษตรและสหกรณ์ จังหวัดสมุทรสาคร ประกอบด้วย 5 ยุทธศาสตร์ ได้แก่ยุทธศาสตร์ที่ 1 การเพิ่มประสิทธิภาพการบริหารยุทธศาสตร์แบบบูรณาการ ยุทธศาสตร์ที่ 2 การพัฒนาศักยภาพบุคลากรสู่ความเป็นมืออาชีพ ยุทธศาสตร์ที่ 3 การพัฒนาเทคโนโลยี สารสนเทศให้เป็นศูนย์กลางการให้บริการข้อมูลด้านการเกษตรและสหกรณ์ของจังหวัด ยุทธศาสตร์ที่ 4 การส่งเสริมการมีส่วนรวมแบบบูรณาการสู่การพัฒนาองค์กรยุทธศาสตร์ที่ 5 การเพิ่มประสิทธิภาพ การขับเคลื่อนนโยบายเร็งด่วนด้านการเกษตรและสหกรณ์อย่างเป็นระบบ
This study aimed to (1) study and analyze the environments of Samutsakhon Provincial Agriculture and Cooperatives Office (2) propose strategies, tactics and projects forSamutsakhon Provincial Agriculture and Cooperatives Office. This study was a qualitative research using in-depth interviewing and focus group as research instruments. Population was 22 people comprised of 17 officials of Samutsakhon Provincial Agriculture and Cooperatives Office and 5 presidents of farmers who participated in activities of Samutsakhon Provincial Agriculture and Cooperatives Office in the fiscal year of 2015-2016. Data analysis employed SWOT analysis and TOWS matrix methods and proposed to be strategies, tactics and projects for Samutsakhon Provincial Agriculture and Cooperatives Office. The resulted found that (1) the strengths of Samutsakhon Provincial Agriculture and Cooperatives Office were apparent and systematic working structure, all sectors or departments supported mutually and committed to the ultimate resulted-based operations. Weaknesses were no obvious operational plan, lack of continuous controllingand assessment, personnel were lack of specific skills. Opportunities were the government supported and prioritized to agricultural sector. Threats were social changing and labour shortage in agricultural sector. (2) five proposed strategies for Samutsakhon Provincial Agriculture and Cooperatives Office were : Strategy 1 : increasing of integrated administrative efficiency, Strategy 2 : potentiality of personnel improvement to professional, Strategy 3 : developing technology to be center of information service in agriculture and cooperatives of the province, Strategy 4 : encouraging the integrated participation for organizational development and Strategy 5 : efficient upgrading of policy-driven regarding agriculture and cooperatives systematically.
