Abstract
การศึกษาเชิงสำรวจนี้มีวัตถุประสงค์ เพื่อศึกษา 1) ระดับของทัศนคติต่อการพัฒนา การสนับสนุนจากองค์กร และความพร้อมในการปฏิบัติตามเกณฑ์การประเมินความเป็นเลิศในงานบริการ/วิชาการด้านสุขภาพจิตและจิตเวช 2) ความสัมพันธ์และอิทธิพลของปัจจัยดังกล่าวต่อความพร้อมในการปฏิบัติฯ และ 3) ปัญหาอุปสรรค และข้อเสนอแนะเกี่ยวกับการพัฒนาสู่ศูนย์ความเป็นเลิศ ประชากรในการศึกษา คือ บุคลากรวิชาชีพต่างๆ ที่ปฏิบัติงานในหน่วยบริการกรมสุขภาพจิต จำนวน 2,224 คน สุ่มตัวอย่างจำนวน 328 คน ตามสัดส่วนของบุคลากรวิชาชีพในหน่วยบริการ เก็บข้อมูลโดยแบบสอบถาม
ที่มีค่าความเที่ยงระหว่าง 0.86 กับ 0.92 ช่วงเดือนสิงหาคม 2554 ได้รับแบบสอบถามกลับร้อยละ 71.65 วิเคราะห์ข้อมูลโดยการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิสหสัมพันธ์ของเพียร์สัน และการถดถอยพหุคูณแบบขั้นตอน
ผลการศึกษาพบว่า 1) กลุ่มตัวอย่างมีระดับของทัศนคติต่อการพัฒนาอยู่ในระดับดี ส่วนระดับของการสนับสนุนจากองค์กร และระดับของความพร้อมในการปฏิบัติตามเกณฑ์การประเมินความเป็นเลิศในงานบริการ/วิชาการด้านสุขภาพจิตและจิตเวช อยู่ในระดับปานกลาง 2) ทัศนคติต่อการพัฒนาและการสนับสนุนจากองค์กร ทั้งภาพรวมและรายด้านมีความสัมพันธ์ทางบวกกับความพร้อมในการปฏิบัติฯ โดยการสนับสนุนข้อมูลข่าวสารในการพัฒนา ทัศนคติต่อประโยชน์จากการพัฒนา และการสนับสบุนกระบวนการพัฒนาอย่างเป็นระบบ เป็นปัจจัยที่สามารถทำนายความพร้อมในการปฏิบัติฯ ได้รวมกันร้อยละ 53.4 และ 3) ปัญหาอุปสรรคเกี่ยวกับการพัฒนาสู่ศูนย์ความเป็นเลิศในการบริการเฉพาะทางจิตเวชในมุมมองที่สำคัญของกลุ่มตัวอย่าง คือ ปัญหาด้านกระบวนการวิจัยในความเป็นเลิศของตน การที่ผู้บริหารไม่สามารถสนับสนุนทรัพยากรต่างๆ ได้เต็มที่ และไม่มีเวลาในการกำกับดูแล โดยมีข้อเสนอแนะว่าต้องการพี่เลี้ยงที่ช่วยเหลือในงานวิจัย การแบ่งภาระงานที่เพิ่มขึ้นอย่างเหมาะสม และพัฒนาบุคลากรให้มีความเชี่ยวชาญ และเกิดความก้าวหน้าในงาน ข้อเสนอแนะจากการวิจัย คือ ควรมีนโยบายในการพัฒนาคุณภาพอย่างต่อเนื่อง และจัดสรรทรัพยากรอย่างเหมาะสม ผู้บริหารควรมีช่องทางการสื่อสาร ให้ข้อเสนอแนะและให้กำลังใจแก่ผู้ปฏิบัติ เพื่อให้เกิดความมั่นใจและขวัญกำลังใจในการทำงานให้บรรลุเป้าหมาย มีการสนับสนุนการวิจัยและนวัตกรรมที่ช่วยให้เกิดคุณภาพในการดูแลผู้ป่วย และการพัฒนาระบบการดูแลสุขภาพต่อไป
The objectives of this survey research were to: (1) determine the levels of attitudes towards development, support from the organization and readiness to meet the criteria of excellence in service/knowledge aspects of mental health and psychiatry; (2) study the relation-ships of and factors affecting the readiness to meet the criteria; and (3) identify problems and make recommendations for development towards becoming an excellence center. The study was conducted among 328 staff members with different professional backgrounds randomly selected from all 2,224 mental health personnesl working at Mental Health Department’s service units. Data were collected using a questionnaire, with the reliabilities ranging from 0.86 to 0.92, in August 2011. With the questionnaire response rate of 71.6%, data were analyzed to determine frequency, percentage, mean, standard deviation, and Pearson’s correlation coefficient; and using the stepwise multiple regression method. The results showed that: (1) the attitudes towards development were at good level and the organization’s support and their readiness to meet the criteria were moderate; (2) the attitudes towards development and the organizational support, both overall and by aspect, were positively associated with the readiness to meet the criteria; and the development information and attitudes towards perceived benefits of development together with the systematic development process had a performance predictive value of 53.4%; and (3) the problems identified in this effort include administrators’ inability to provide adequate resources, mentoring in research, regarding workload redistribution as well as capacity building for career advancement. It is thus recommended that a policy should be established for continuous quality improvement with appropriate resource allocation; there should be a communication channel to provide suggestions and moral support for operating staff to have confident in working to meet the established goals; and research as well as innovation should be supported to seek ways for improvement of patient care quality as well as health-care system development
