Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพทั่วไปของสหกรณ์ 2) เพื่อศึกษาปัจจัยแห่ง ความสำเร็จในการดำเนินงานของสหกรณ์ 3) เพื่อศึกษาปัญหาและข้อเสนอแนะการดำเนินงานของสหกรณ์ การเกษตรเมืองหนองหาน จำกัด วิธีการศึกษาใช้ข้อมูลปฐมภูมิ ได้แก่ ข้อมูลที่ได้จากการสัมภาษณ์กับประธานกรรมการสหกรณ์ และ ผู้จัดการสหกรณ์ เกี่ยวกับข้อมูลของสหกรณ์ การบริหารจัดการ การเงิน การให้บริการ ธุรกิจสหกรณ์ ปัญหา อุปสรรคของการดำเนินงาน ข้อมูลชุมชน ความสัมพันธ์ระหว่างชุมชนกับสหกรณ์รวมทั้งความคิดเห็นเกี่ยวกับ ปัจจัยที่ทำให้สหกรณ์ประสบความสำเร็จในการดำเนินงานและใช้การสังเกตการณ์ควบคู่กับการสัมภาษณ์ และใช้ ข้อมูลทุติยภูมิ เป็นการรวบรวมข้อมูลจากรายงานประจำปี ของสหกรณ์ย้อนหลัง 5 ปีข้อบังคับ ระเบียบ แผนกลยุทธ์ รายงานการประชุมของสหกรณ์ รายงานข้อมูลและเอกสารของหน่วยงานที่เกี่ยวข้อง ได้แก่กรมส่งเสริมสหกรณ์ และกรมตรวจบัญชีสหกรณ์ โดยนำข้อมูลมาใช้ในการวิเคราะห์ 3 ด้าน คือ ด้านการเงิน ด้านกระบวนการจัดการ ภายใน และด้านชุมชน ผลการศึกษาพบว่า 1) ด้านการเงิน สหกรณ์มีสภาพคล่องทางการเงิน มีความเพียงพอของเงินทุน มี อัตราผลตอบแทน มีขีดความสามารถในการบริหาร มีความสามารถในการทำกำไรของสหกรณ์ ส่วนใหญ่สูงกว่า ค่าเฉลี่ยของสหกรณ์ที่มีประเภทและขนาดเดียวกัน ซึ่งเกิดจากการที่สหกรณ์มีความสามารถในการบริหารจัดการที่ดี ของสหกรณ์ 2) ด้านกระบวนการจัดการภายใน สหกรณ์มีการจัดโครงสร้างที่เหมาะสม มีประสิทธิภาพในการ บริหารจัดการองค์กรที่ดีตามหลักธรรมาภิบาล ซึ่งสร้างความมั่นใจให้กับสมาชิก บุคคลทั่วไป รวมทั้งบุคคลที่ เกี่ยวข้องกับสหกรณ์ ว่าสหกรณ์มีระบบการบริหารจัดการภายในที่ดี ผ่านการประเมินการบริหารจัดการสหกรณ์ ตามหลักธรรมาภิบาลทุกปี 3) ด้านชุมชน สหกรณ์ใช้หลักการสหกรณ์ข้อที่ 7 คือ การเอื้ออาทรต่อชุมชน ด้วยการ เข้าไปร่วมกิจกรรมของชุมชนเป็นประจำ ช่วยเหลือสนับสนุนทำให้คนในชุมชนรู้จักและศรัทธาสหกรณ์ จากผล การศึกษาทั้งด้านการเงิน ด้านกระบวนการจัดการภายใน และด้านชุมชน ข้างต้น ปัจจัยดังกล่าวเป็นปัจจัยที่ส่งผล ต่อความสำเร็จในการดำเนินงานของสหกรณ์
The study objectives were 1) to study the general situation of Nong Han Agricultural Cooperatives Ltd 2) to study the key success factors of Nong Han Agricultural Cooperatives Ltd and 3) to study problems and recommendations of Nong Han Agricultural Cooperatives Ltd. The study methodology was applied primary data such as informal personal interview of chairman of cooperatives, the cooperatives manager in order to receive the data of general data, financial management, cooperatives services, cooperatives business operation, cooperatives business problems, community data, the relationship between community and cooperatives as well as the concepts of key success factors of cooperatives operation. In order to make the completion of data collecting, the study methodology included the observation technique. Secondary data was applied as a part of data collecting process received from 5 years annual reports. The regulations, laws and strategic plans reports of cooperatives operation, and other official documents collected from Cooperative Promotion Department and Cooperatives Auditing Department. All secondary data were applied for financial, internal administration, as well as community analysis. The study showed that 1) for the financial aspect, there was cooperatives liquidity; sufficiency of fund as well as returns, the ability of management, Nong Han Agricultural Cooperatives Ltd had ability to get the returns above the average comparing with the same type and size of cooperatives due to the efficiency of cooperatives 2) for the internal administration, there was good organizational structure of cooperatives, efficiency of management following the principle of good governance led to the members and people’s confidence, passed the principles of good governance year by year 3) for the community aspect, cooperatives applied the 7th principle of cooperative philosophy as community generosity by usually getting in vole to the community activities, community charity, making people faith for cooperative philosophy. According to financial, internal administration, as well as community relationship, all aspects led to the successfulness of cooperatives operation.
