Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความคิดเห็นของข้าราชการต่อการพัฒนาทรัพยากรมนุษย์ของข้าราชการกรมราชทัณฑ์ (2) สมรรถนะของข้าราชการกรมราชทัณฑ์ และ (3) ปัญหา และเสนอแนะเกี่ยวกับการพัฒนาทรัพยากรมนุษย์และสมรรถนะของข้าราชการกรมราชทัณฑ์ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากร ได้แก่ ข้าราชการกรมราชทัณฑ์ในเขตลาดยาวทุกคน จำนวน 242 คน โดยศึกษาจากประชากรทั้งหมด เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษาพบว่า (1) การพัฒนาทรัพยากรมนุษย์ในภาพรวมอยู่ในระดับน้อยเมื่อพิจารณาเป็นรายด้านพบว่า ด้านการฝึกอบรมอยู่ในระดับมาก รองลงมาคือ ด้านการจัดสภาพแวดล้อมให้เอื้อต่อการพัฒนา ด้านการพัฒนาตนเอง และด้านการศึกษา อยู่ในระดับน้อย ตามลำดับ (2) สมรรถนะของข้าราชการในด้านจิตสำนึกในความยุติธรรม การตรวจสอบความถูกต้องของกระบวนงาน ความน่าเชื่อถือศรัทธา การคิดวิเคราะห์ และการสืบเสาะหาข้อมูล อยู่ในระดับมากทุกด้าน และ (3) ปัญหาของการพัฒนาทรัพยากรมนุษย์ ได้แก่ การมอบหมายหน้าที่ไม่ตรงตามสายงาน การขาดแคลนอัตรา กำลังข้าราชการ หลักสูตรการฝึกอบรมยังไม่ครอบคลุมตามรายการสมรรถนะและงบประมาณในการพัฒนาทรัพยากรมนุษย์ไม่เพียงพอ ข้อเสนอแนะ ได้แก่ สำรวจความต้องการของข้าราชการเพื่อนำไปปรับปรุงและพัฒนาหลักสูตรการฝึกอบรม ผู้บังคับบัญชาชั้นต้นกำกับดูแลให้ข้าราชการได้เข้ารับการพัฒนาอย่างทั่วถึง จัดสรรงบประมาณเพื่อการพัฒนาทรัพยากรมนุษย์อย่างเพียงพอและต่อเนื่อง ส่งเสริมวัฒนธรรมองค์การที่ดี สร้างทัศนคติ จิตสำนึก และความภาคภูมิใจในเกียรติยศศักดิ์ศรีของข้าราชการ
The purposes of this study were to study: (1) to opinions on human resource development of the Department of Corrections; (2) the competency of correctional officers; and (3) problems and suggestions on human resource development to enhance the competency of correctional officers. This study was a survey research. The population was all 242 correctional officers at Ladyao District. The instruments used was a questionnaires. Data was analyzed by using percentage, mean, and standard deviation. The study revealed that: (1) the overall opinions on human resource development were at low level. Considering each aspect, it was found that training was at high level followed by the environmental management, self-development and education. These three mentioned aspects were at low level; (2) the overall opinions on the competency such as; sense of justice, process validity, reliability, analysis and information, were at high level; and (3) problems of human resource development were improper job assignment, insufficient staffing, no human resource development program coverage and insufficient budget for human resource development. Suggestions were that need assessment for improve human resource development program was needed, supervisors should take action to make sure that all staffs were joined human resource development program thoroughly, budget allocation for human resource development should be provided sufficiently and continuously and the organization should promote the good organizational culture including good attitude and pride in the dignity of correctional officers.
