Abstract
การศึกษาครั้งนี้มีวัตถุประสงค์สำคัญเพื่อศึกษา (1) ปัญหาการบริหารจัดการด้านข้อมูลข่าวสารของกรมวิทยาศาสตร์การแพทย์ (2) แนวทางการเพิ่มขีดความสามารถในการบริหารจัดการด้านข้อมูลข่าวสารของกรมวิทยาศาสตร์การแพทย์ และ (3) ยุทธศาสตร์การเพิ่มขีดความสามารถในการบริหารจัดการด้านข้อมูลข่าวสารของกรมวิทยาศาสตร์การแพทย์ การศึกษานี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามซึ่งผ่านการทดสอบ รวมทั้งผ่านการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.87 สำหรับกลุ่มตัวอย่าง ได้แก่ ข้าราชการและลูกจ้างประจาของกรมวิทยาศาสตร์การแพทย์ทั้งหมด รวมทั้งสิ้น จำนวน 1,185 คน เก็บรวบรวมแบบสอบถามคืนมาได้ 1,060 ชุด คิดเป็นร้อยละ 89.45 ของแบบสอบถามทั้งหมด สำหรับสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการทดสอบค่าที นอกจากนี้ ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาสำคัญ คือ กรมวิทยาศาสตร์การแพทย์มีวัสดุอุปกรณ์ เช่น โต๊ะ เก้าอี้ และคอมพิวเตอร์ไม่เพียงพอสำหรับการปฏิบัติงานด้านข้อมูลข่าวสาร (2) แนวทางการเพิ่มขีดความในการบริหารจัดการสามารถที่สำคัญ คือ กรมวิทยาศาสตร์การแพทย์ควรจัดสรรงบประมาณสำหรับการจัดซื้อวัสดุอุปกรณ์ให้มากเพียงพอสำหรับการปฏิบัติงานด้านข้อมูลข่าวสาร และ (3) ยุทธศาสตร์การเพิ่มขีดความสามารถในการบริหารจัดการที่สำคัญ คือ การกาหนดยุทธศาสตร์ให้กรมวิทยาศาสตร์การแพทย์ส่งเสริมการบริหารจัดการด้านข้อมูลข่าวสารด้วยความโปร่งใส ถูกต้อง และรวดเร็ว
The main objectives of this study were to study (1) problems of management administration regarding information of the Department of Medical Sciences, (2) the increase of capabilities guideline of management administration regarding information of the Department of Medical Sciences, and (3) strategies of the increase of management administration capabilities regarding information of the Department of Medical Sciences. This study was a survey research using questionnaires which passed pre-test including validity check and reliability check at 0.87 level. Total of 1,185 government officers of the Department of Medical Sciences, which are population of the study were used as sampling group. The 1,060 sets of a questionnaire were collected, equal to 89.45 % of the total sampling. Statistics used in this study were percentage, mean, standard deviation, and t-test. In-depth interview of experts was also applied. The study results showed that (1) the main problem was the Department of Medical Sciences’ insufficient materials, such as tables, chairs and computers for the performance regarding information, (2) the main increase of capabilities guideline of management administration was the Department of Medical Sciences should allocate budget for material purchasing coincide with the performance regarding information, (3) the main strategy of the increase of management administration capabilities was the Department of Medical Sciences’ strategy establishment of the management administration promotion regarding information with transparency, accuracy, and quick response.
