Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาองค์การแห่งการเรียนรู้จากหน่วยงานที่ ประสบผลสำเร็จ จำนวน 1 แห่ง (2) ศึกษาแนวทางการพัฒนาองค์การแห่งการเรียนรู้ (3) พัฒนาต้นแบบองค์การแห่งการเรียนรู้ของเรือนจำกลางกำแพงเพชร
การวิจัยนี้เป็นงานวิจัยเชิงคุณกาพใช้เทคนิคการสัมภาษณ์เชิงลึกจากผู้ทรงคุณวุฒิจำนวน 20 คน เครื่องมือที่ใช้ในการวิจัยครั้งนี้เป็นแบบสัมภาษณ์แบบมีโครงสร้างลักษณะข้อคำถามปลายเปิด วิธีการเก็บรวบรวมข้อมูล ได้แก่ การวิเคราะห์เอกสารและข้อมูลทุติยภูมิ และการแจกแบบสัมภาษณ์ จากนั้นนำข้อมูลที่ได้มาวิเคราะห์เนื้อหา เพื่อสังเคราะห์เป็นต้นแบบองค์การแห่งการเรียนรู้ ผลการวิจัยพบว่า (1) องค์การแห่งการเรียนรู้จากหน่วยงานที่ประสบความสำเร็จว่ามีการดำเนินงานใน 10 ขั้นตอน เรียกว่า ‘‘ตัวแบบบูรณาการ 10 ขั้นตอนสู่บ้านคุณภาพสร้างสุข”(2) แนวทางการพัฒนาองค์การแห่งการเรียนรู้จากผู้ทรงคุณวุฒิ ประกอบด้วย แนวทางการพัฒนา 2 ประการ ได้แก่ ปัจจัยแห่งความสำเร็จ และ ขั้นตอนการดำเนินการสู่องค์การแห่งการเรียนรู้ (3) ต้นแบบองค์การแห่งการเรียนรู้ของเรือนจำกลางกำแพงเพชร ประกอบด้วย ปัจจัยแห่งความสำเร็จ 5 ประการได้แก่ปัจจัยแห่งความพร้อมด้านบุคลากรด้านการจัดการ ด้านการเงิน ด้านวัสดุอุปกรณ์ และด้านเทคโนโลยี กระบวนการดำเนินการสู่องค์การแห่งการเรียนรู้มี 3 ขั้นตอน ประกอบด้วย การวางแผนเตรียมการสู่องค์การแห่งการเรียนรู้ การคำเนินงานสู่องค์การแห่งการเรียนรู้และการ ติดตามประเมินผลการดำเนินการสู่องค์การแห่งการเรียนรู้
The research objectives were to: (1) study one successful learning organization; (2) study developing methods of learning organizations; and (3) develop a learning organization mode! for the Kamphaengphet Central Prison. This research was a qualitative research with in-depth interviews with 20 experts. Structured interviews with open-ended questions were used as the research instrument. Documents, secondary data and questionnaires were analyzed. The resulting contents were then analyzed and synthesized in order to create a learning organization model. The research findings are as follows. (1) A successful learning organization consists of 10 processes called “Ten-Integrated-Process Model for Happiness-Creating Quality House.” (2) There are developing methods of learning organizations from experts including factors of success and operating processes of learning organizations. (3) The Learning Organization Model of Kamphaengphet Central Prison is composed of five factors of success: personnel, management, finance, materials and technology, and there are three processes in the learning organization: planning, operation and evaluation
