Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ทักษะการสื่อสารของผู้นำองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างองค์กรดิจิทัล 2) วิธีการสื่อสารของผู้นำองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างองค์กรดิจิทัล และ 3) แนวทางการสื่อสารของผู้นำองค์กรปกครองส่วนท้องถิ่นเพื่อสร้างองค์กรดิจิทัล การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพด้วยการสัมภาษณ์แบบเชิงลึก จากผู้ให้ข้อมูลหลัก 40 คน โดยมีเกณฑ์ในการคัดเลือกจากองค์กรปกครองส่วนท้องถิ่นที่ได้รับรางวัลท้องถิ่นดิจิทัล ประจำปี 2564 จำนวน 4 แห่ง ประกอบด้วย เทศบาลเมืองแสนสุข จังหวัดชลบุรี องค์การบริหารส่วนตำบลปางหมู จังหวัดแม่ฮ่องสอน เทศบาลเมืองป่าตอง จังหวัดภูเก็ต และองค์การบริหารส่วนตำบลบ้านน้อยซุ้มขี้เหล็ก จังหวัดพิษณุโลก และวิเคราะห์ข้อมูลด้วยการสรุปผลการวิจัย พบว่า 1) ทักษะการสื่อสารของผู้นำเพื่อขับเคลื่อนการเปลี่ยนแปลงสู่องค์กรดิจิทัล ประกอบด้วย ทักษะในการนำเสนอ ทักษะในการจูงใจ และทักษะการแก้ไขปัญหาตามสถานการณ์ต่าง ๆ มีผลต่อการขับเคลื่อนสู่การเปลี่ยนแปลงสู่องค์กรดิจิทัลได้อย่างมีประสิทธิภาพ 2) วิธีการสื่อสาร ประกอบด้วย (1) ใช้การสื่อสารเพื่อสร้างการมีส่วนร่วมเพื่อสร้างความรู้ความเข้าใจ ทำให้เกิดความร่วมมือของบุคลากร ในทุกระดับและกับประชาชนในพื้นที่เพื่อสร้างการยอมรับและใช้เทคโนโลยีควบคู่กับองค์กร (2) การสื่อสารด้วยบุคคลต้นแบบ ซึ่งผู้นำที่มีการใช้เทคโนโลยีในการทำงานจะช่วยสร้างแรงบันดาลใจให้กับบุคลากรในองค์กร (3) การสื่อสารกับสาธารณชน เพื่อสร้างความเชื่อมั่นในความโปร่งใสของภาครัฐ โดยเน้นเนื้อหาสารที่เกี่ยวกับการปรับกระบวนการคิดของบุคลากรในองค์กรสร้างแรงจูงใจในการปรับกระบวนการทำงาน ด้วยการเพิ่มทักษะการทำงานโดยใช้เทคโนโลยีดิจิทัลและสร้างบรรยากาศจนนำไปสู่การเปลี่ยนแปลงเป็นวัฒนธรรมองค์กรดิจิทัล 3) แนวทางการสื่อสาร ประกอบด้วย (1) การสื่อสารวิสัยทัศน์และเป้าหมายขององค์กรที่จะเปลี่ยนแปลงไปสู่องค์กรดิจิทัลเพื่อให้บุคลากรทั้งองค์กรเข้าใจและรับรู้ถึงความสำคัญและมีการสนับสนุนจากผู้บริหารทุกระดับ (2) การสื่อสารเพื่อสร้างวัฒนธรรมองค์กรผ่านบุคคลต้นแบบสู่องค์กรดิจิทัล โดยส่งเสริมให้บุคลากรใช้เทคโนโลยีใหม่ๆ ในการทำงาน เช่น กำหนดวันดิจิทัล หรือการจัดตั้งกลุ่มดิจิทัล แชมเปียนส์ (3) การสื่อสารเพื่อจูงใจให้ปรับกระบวนการทำงานสอดคล้องกับเทคโนโลยีดิจิทัลลดขั้นตอนการทำงานลง (4) การแลกเปลี่ยนเรียนรู้พัฒนาทักษะดิจิทัลของบุคลากรเพื่อลดความกังวลการใช้เทคโนโลยีสมัยใหม่ (5) การสื่อสารผ่านแพลตฟอร์มการเรียนรู้ออนไลน์ที่เข้าถึงได้ตลอดเวลา และ 6) การประเมินผลการสื่อสารอย่างต่อเนื่องเพื่อปรับปรุงทักษะการสื่อสารและวิธีการสื่อสารของผู้นำองค์กรปกครองส่วนท้องถิ่น
The objectives of this research were to study 1) the communication skills of local administrative organization leaders, 2) their communication methods for building a digital organization, and 3) communication approaches for leaders of local administrative organizations to build up digital organizations. This research used the qualitative research method of in-depth interviews. The 40 key informants were selected through purposive sampling from 4 local administrative organizations that won awards for digital localities in 2021, namely, Saensuk City Municipality in Chonburi Province, Bang Mu Sub-district Administrative Organization in Mae Hong Son Province, Patong City Municipality in Phuket Province, and Ban Noi Sum Khilek Sub-district Administrative Organization in Phitsanuloke Province. Data were analyzed by drawing conclusions.The results showed that 1) the communication skills that enabled local administrative organization leaders to successfully drive the efficient transformation of their organizations to be fully digital organizations consisted of presentation skills, persuasion, and the ability to solve problems in different situations as they arise. 2) The communication methods consisted of (1) using communication to build participation, awareness, and understanding, which engendered cooperation from personnel at all levels as well as local citizens so they would all accept and use digital technology along with the organization; (2) communicating through good role models, because leaders who adopt and use digital technology can inspire people in the organization to follow their example; and (3) communicating with the public to strengthen public confidence in the transparency of the government sector, emphasizing content about changing people’s thinking processes and creating incentives for people to shift their work processes and build up skills in using digital technology, ultimately resulting in a transformation of the organizational culture towards a digital organization.3)Communication approaches: (1) communicate about the organization’s vision and goals for becoming a digital organization to let every member of the staff acknowledge and understand the importance of the digital transformation and be aware that it has the support of administrators at all levels; (2) communicate through role models to shift the organizational culture while encouraging the wider use of digital technology at work, such as by having a “Digital Day” or appointing a group of “Digital Champions;” (3) persuade everyone to adjust their work processes to use digital technology to reduce work steps; (4) exchange knowledge to develop the staff’s digital skills and reduce their worries about learning to use new technology; (5) communicate through an online learning platform that is accessible at all times; and 6) continuously evaluate communications to improve the local administrative organization leaders’ communication skills and communication methods.
