Abstract
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการปฏิบัติการวางแผนเชิงกลยุทธ์ ในโรงเรียนมาตรฐานสากล สังกัดสำนักงาน เขตพื้นที่การศึกษามัธยมศึกษา เขต 3 จังหวัดพระนครศรีอยุธยา (2) เปรียบเทียบระดับปฏิบัติการวางแผนเชิงกลยุทธ์ในโรงเรียนมาตรฐานสากล โดยเปรียบเทียบรายโรง และ (3) เสนอแนวทางเกี่ยวกับ การวางแผนเชิงกลยุทธ์ในโรงเรียนมาตรฐานสากล สังกัดสำนักงาน เขตพื้นที่การศึกษามัธยมศึกษา เขต 3 จังหวัดพระนครศรีอยุธยา ประชากรที่ใช้ในการวิจัย คือ โรงเรียนมัธยมศึกษา ที่อยู่ในโรงเรียนมาตรฐานสากล จังหวัดพระนครศรีอยุธยา จำนวน 5 โรงเรียน โดยมีผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูผู้สอน จำนวน 110 คน เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตรประมาณค่า ใช้สอบถามเกี่ยวกับการวางแผนเชิงกลยุทธ์ ในการดำเนินงานโครงการโรงเรียนมาตรฐานสากล มีค่าความเที่ยง .86 สถิติที่ใช้การวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐานผลการวิจัยพบว่า (1) ระดับการปฏิบัติการวางแผนกลยุทธ์ของโรงเรียนมาตรฐานสากล ในภาพรวมทั้ง 6 ด้าน มีระดับการปฏิบัติการอยู่ในระดับมาก โดยด้านที่มีระดับการปฏิบัติมากที่สุดคือ ด้านการวิเคราะห์สภาพแวดล้อม ส่วนด้านที่มีระดับการปฏิบัติน้อยที่สุดคือ ด้านการเผยแพร่ประชาสัมพันธ์ (2) ผลการเปรียบเทียบระดับปฏิบัติการในการวางแผนกลยุทธ์ของโรงเรียนมาตรฐานสากล ในภาพรวม พบว่าทั้ง 5 โรงเรียน มีการปฏิบัติการอยู่ในระดับมาก เมื่อเปรียบเทียบรายด้านพบว่ามีเพียง 1 โรงเรียนที่มีการปฏิบัติด้านการตรวจสอบทบทวน และปรับปรุงแผนกลยุทธ์อยู่ในระดับปานกลาง นอกนั้นอยู่ในระดับมากทุกด้าน (3) แนวทางในการวางแผนกลยุทธ์ของโรงเรียนมาตรฐานสากล คือ ควรวิเคราะห์สภาพแวดล้อมตามความเป็นจริง และกำหนดวิสัยทัศน์ โดยพิจารณาข้อมูลจากอดีตและปัจจุบันประกอบกับสภาพแวดล้อมภายในและภายนอก การระดมความคิดเห็นจากบุคลากรทั่วทั้งองค์กร และจัดอบรมให้ความรู้เกี่ยวกับการจัดทาแผนปฏิบัติการ
The purposes of this study were (1) to study the performance level of strategic planning in world class standard schools under the Secondary Education Service Area Office 3 in Phra Nakhon Si Ayutthaya province; (2) to compare performance levels of strategic planning in world class standard schools by comparison between individual schools; and (3) to propose guidelines for strategic planning in world class standard schools under the Secondary Education Service Area Office 3 in Phra Nakhon Si Ayutthaya province. The research populations comprised 5 world class standard schools in Phra Nakhon Si Ayutthaya province. The sample of research informants consisted of 110 personnel from the schools. The employed research instrument was a 5-scale rating questionnaire with reliability coefficient of .86. Statistics employed for data analysis were the percentage, mean, and standard deviation. The research findings showed that (1) the overall performance level of strategic planning in world class standard schools in all of the six aspects was at the high level, with the aspect of context analysis receiving the highest rating mean, followed by the aspect of setting the school’s direction, the aspect of status evaluation, the aspect of strategy determination, and the aspect of checking, reviewing and improving the strategic plan; while the aspect that received the lowest rating mean was that of public relations; (2) when the performance levels of each of the five world class standard schools were compared, it was found that the performance level of strategic planning in some schools were still at the moderate level; and (3) guidelines for strategic planning of world class standard schools were the following: the schools should analyze their contexts realistically; they should determine their visions taking into consideration the past and present information together with data on internal and external contexts; they should formulate their strategic plans by brainstorming of opinions from all personnel in the organization; and they should organize a training program to provide knowledge on formulating operational plans of the school.
