ศักยภาพในการบริหารจัดการด้านการประเมินผลของสำนักงานสาธารณสุขจังหวัดหนองคาย

Abstract

การศึกษาครั้งนี้มีวัตถุประสงค์หลักเพื่อศึกษา (1) ปัญหาเกี่ยวกับการบริหารจัดการด้านการประเมินผลของสำนักงานสาธารณสุขจังหวัดหนองคาย (2) การพัฒนาศักยภาพในการบริหารจัดการ ด้านการประเมินผลของสำนักงานสาธารณสุขจังหวัดหนองคาย และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาศักยภาพในการบริหารจัดการด้านการประเมินผลของสำนักงานสาธารณสุขจังหวัดหนองคาย ประสบผลสำเร็จการศึกษาครั้งนี้เป็นการวจัยเชิงสำรวจ โดยใช้แบบสอบถาม ซึ่งผ่านการทดสอบ รวมทั้งการหาค่าความเที่ยงตรง และความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.91 สำหรับกลุ่มตัวอย่าง ได้แก่ ช้าราชการสังกัดกระทรวงสาธารณสุข ที่ปฏิบติงานในโรงพยาบาล สำนักงานสาธารณสุขอำเภอ และ สถานีอนามัยในจังหวัดหนองคาย รวมทั้งสิ้น 1,009 คน เก็บรวบรวมแบบสอบถามกลับคืนมาได้ 893 ชุด คืดเป็นร้อยละ 88.50 ของแบบสอบถามทั้งหมด ส่วนสถิติที่ใช้ คือ ค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรงาน และการทดสอบค่าที นอกจากนี้ยังมีการสัมภาษณ์แนวลึกเฉพาะผู้เชี่ยวชาญอีกด้วย ผลการศึกษาพบว่า (1) ปัญหาที่สำคัญคือ ผู้บริหารบางส่วนใช้ระบบอุปถัมค์ในการเลื่อนขั้นเลื่อนตำแหน่งที่เกี่ยวข้องกับการประเมินผล (2) การพัฒนาศักยภาพที่สำคัญคือ สำนักงานสาธารณสุข จังหวัดหนองคาย ควรพัฒนาผู้บริหารให้มีภาวะผู้นำของการใช้การประเมินผลเพื่อผลประโยขน์ของส่วนรวม และ (3) ปัจจัยที่มีส่วนสำคัญทำให้การพัฒนาศักยภาพในการบริหารจัดการด้านการประเมินผลประสบผลสำเร็จที่สำคัญคือการที่ผู้บริหารสนับสนุนการประเมินผลที่มีมาตรฐานอย่างจริงจังและต่อเนื่อง

The main objectives of this research were to study (1) the problems of management administration regarding evaluation of the Nongkhai Provincial Health Office, (2) the potential development of management administration regarding evaluation of the Nongkhai Provincial Health Office, and (3) the factors taking important parts of the success of the potential development of management administration regarding evaluation of the Nongkhai Provincial Health Office. This study was a survey research using questionnaires as instrument. The questionnaires were pre-tested and checked for validity and reliability with 0.91 level of reliability. The samples consisted of 1,009 civil servants of the Public Health Ministry working in hospitals, District Health Offices, and Sub-District Health Offices. 893 of 1,009 questionnaires were retrieved with 88.50 %. Statistical analysis used for the study were percentage, mean, standard deviation, and t-test. The in-dept interview of experts was also applied. The study results revealed that (1) the major problem was -some executives exercised the patronage system over the position promotion relating evaluation; (2) the major potential of management administration development was the Provincial Health Offices should improve on the executives’ leadership of applying the evaluation for the public interests;and (3) the major factor taking important parts of the success of the potential development of management administration regarding evaluation was the executives’ strongly and continuously supports on the standard evaluation.
