Abstract
การศึกษานี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความเป็นมาการปฏิบัติงานในภาวะฉุกเฉินทางสาธารณสุขของกองโรคติดต่อทั่วไป กรมควบคุมโรค (2) ออกแบบการจัดทำคู่มือการปฏิบัติงานในภาวะฉุกเฉินทางสาธารณสุขของ กองโรคติดต่อทั่วไป กรมควบคุมโรค ให้มีความชัดเจน และ (3) เสนอแนะแนวทางในการปฏิบัติงานธุรการในภาวะฉุกเฉินทางสาธารณสุขของกองโรคติดต่อทั่วไป กรมควบคุมโรคที่เหมาะสมทั่วไป กรมควบคุมโรค จำนวนทั้งสิ้น 20 คน ใช้วิธีการสุ่มแบบเจาะจง เลือกผู้ที่ปฏิบัติงานในภาวะฉุกเฉินที่มีสถานการณ์การระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 เครื่องมือที่ใช้คือ แบบสัมภาษณ์เชิงลึกแบบมีโครงสร้าง การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผลการศึกษาพบว่า (1) กองโรคติดต่อทั่วไป กรมควบคุมโรค มีมาตรการบริหารความเสี่ยงจากสถานการณ์ภาวะฉุกเฉินทางการแพทย์และสาธารณสุข ให้สอดคล้องกับแผนบริการความต่อเนื่องของกรมควบคุมโรค มีการจัดโครงสร้างคณะทำงานในแผนบริหารความต่อเนื่องของกองโรคติดต่อทั่วไปทั้งสิ้นจำนวน 5 คณะ (2) รูปแบบการจัดทำคู่มือการปฏิบัติงานในภาวะฉุกเฉินทางสาธารณสุขของกองโรคติดต่อทั่วไปใช้แนวคิดเกี่ยวกับสถานการณ์ฉุกเฉินและแนวคิดสมรรถนะในการออกแบบและกำหนดองค์ประกอบเนื้อหาคู่มือฯ แบ่งออกเป็น 3 ส่วนได้แก่ ส่วนที่ 1 บทนำ ส่วนที่ 2 ขั้นตอนการปฏิบัติงาน ส่วนที่ 3 ปัญหา/อุปสรรค แนวทางแก้ไข ข้อเสนอแนะหรือแนวทางพัฒนา เอกสารอ้างอิงและแบบฟอร์ม และ (3) ข้อเสนอแนะคือควรนำเทคโนโลยีมาใช้กับการปฏิบัติงานในช่วงภาวะฉุกเฉินทางสาธารณสุขให้มากที่สุด นำบทเรียนข้อผิดพลาดจากการปฏิบัติงานในภาวะปกติและภาวะฉุกเฉินที่ผ่านมาปรับปรุงแก้ไข จัดทำคู่มือหรือแนวทางปฏิบัติในช่วงภาวะฉุกเฉินของกองโรคติดต่อทั่วไปอย่างชัดเจน และควรเชื่อมโยงกันในทุกกระบวนงานถ่ายทอดองค์ความรู้และซักซ้อมความเข้าใจกับเจ้าหน้าที่ของกองโรคติดต่อทั่วไปการศึกษานี้เป็นการวิจัยคุณภาพ ประชากรที่ใช้ในการศึกษาคือ บุคลากรในสังกัดกองโรคติดต่อ
This study aimed to (1) study the background of administrative operations in public health emergency of Division of Communicable Diseases, Department of Diseases Control (2) to design a clarity of manual of administrative operations in public health emergency of Division of Communicable Diseases, Department of Diseases Control, and (3) recommend guidelines for administrative operations in public health emergency of Division of Communicable Diseases, Department of Diseases Control. This study was a qualitative research. The population was 20 personnel of Division of Communicable Diseases, Department of Diseases Control. The sampling method was purposive method with the personnel who worked during emergency situation of coronavirus disease 2019 epidemic. Research tool was structured in-depth interview form. Data analysis was done through content analysis. The resulted showed that (1) Division of Communicable Diseases, Department of Diseases Control created risk management measure of public health emergency in accordance with continuity plan of Department of Diseases Control by issued 5 committee board. (2) Model of manual of administrative operations in public health emergency of Division of Communicable Diseases, Department of Diseases Control presented the concepts of emergency situation and competency. The design of content and components of the Manual were divided into 3 part, those were Part 1: Introduction, Part 2: Process of Implementation and Part 3: Problems and difficulties, Ways to solve the problem, recommendation and development guidelines. (3) Recommendations were there should apply technology to work during public health emergency at the most importance, bring lessons learnt from both regular and emergency situation to adapt for betterment, build a clear manual of administrative operations in public health emergency of Division of Communicable Diseases, and link to all every work system with transfer knowledge body and practice among all personnel of the organization.
